New details were revealed of how the son-in-law of the famous Nikita Mikhalkov plundered the defense industry of the Russian Federation.
Albert Bakov in July 2018 was appointed director of JSC TsNIITOCHMASH (Joint-stock company Central Research Institute of Precision Engineering). The enterprise develops, tests and manufactures small arms, artillery systems, precision weapons guidance equipment, silent weapons, underwater small arms and unique types of weapons for the fight against terrorism.
Bakov was never a gunsmith. He was able to get the appointment only thanks to the petition of his influential relative.
When Albert Bakov came to JSC TSNIITOCHMASH, veterans of the defense industry wondered for a long time why he decided to head this particular enterprise. The answer turned out to be on the surface - on the balance sheet of TsNIITOCHMASH there was a gorgeous plot of 5,216,216 sq.m. in the near Moscow region. Specifically - in the village of Lviv, Podolsk region.
The sale of the "golden" building plot promised Bakov a big profit and could improve his financial situation. He was not embarrassed by the fact that the site was used as a landfill. The president himself even came there and praised the successes of the institute's staff.
Bakov's initial plans to sell the site were thwarted by ships between TsNIITOCHMASH JSC and Rosimushchestvo. The status of the polygon also added difficulties.
According to a Rucriminal.info source, in addition to the landfill, the institute had other, less significant assets, which were also of interest. Realizing that it would not be possible to get rich from the sale of the site, Bakov switched to them in full force. He began to do what he knows best - to squeeze financial juices out of the enterprise to the last drop, as he did in Kurgan, Cheboksary and Lipetsk.
In just three months of Bakov's rule, to the report for 9 months of 2018, the revenue of TsNIITOCHMASH JSC fell 1.8 times. The salaries of Bakov and his entourage rose sharply, and he almost tripled their salaries. There were no justifications and approvals. Bakov paid allowances to himself in clear violation of the employment contract and legislation.
Bakov quickly squandered the money from the company's accounts. Instead of funding a federal targeted program, he bought company cars. This was done without a competition. For some reason, the order was given to a dealer from the Volga region, although there are clearly car dealerships much closer.
Three million rubles from the account of TSNIITOCHMASH JSC probably went to Bakov's pocket. They were carried out as an urgent repair of toilets at the Oka recreation center. The state procurement website contains the estimate documentation, according to which expensive porcelain stoneware was purchased on the base with wooden houses for the repair of toilets.
The income from the recreation center "Oka" brings the institute about 3 million rubles, which is comparable to the cost of repairing toilets, carried out according to the documents and, probably, fictitiously drawn. Probably, Bakov found it convenient that the recreation center was located far from Moscow, which means it was far from the inspectors.
It seems that Bakov understands that he threw a lot of creditors for large sums. This is probably why he hired himself a bodyguard. Of course, from the funds of the Institute of JSC "TSNIITOCHMASH", which receives them exclusively for the implementation of the state defense order. Personal bodyguard Bakov cost the budget of our defense industry more than 1 million rubles. It was formalized as the provision of security services for the transportation of property.
All the scientific direction related to civil projects, Bakov turned down and began to cut staff. He mercilessly fired even the leading researchers and old-timers of the institute. Not to mention young, promising specialists, who are the future development of the institute and the country's defense industry. All the developments lay on the shelf.
Bakov closed such promising projects as "Owl" and "Eger". They could make a huge leap forward in the development of the domestic arms business. The state has spent millions of rubles on these projects.
When it comes to scrapping projects, the issue of money fades into the background. The main thing is that it begins to look like betrayal and work in the interests of foreign manufacturers. Especially when it is done by an "effective manager" who has always had offshore and foreign accounts.
At the same time Bakov began to implement the schemes that he used at Kurganmashzavod. Sold stocks containing ferrous and non-ferrous metals. I also cut down trees on the territory of the institute itself and the landfill. The felling was done without a felling ticket. It looks like Bakov was ready to grab the last crumb, because he bought the equipment for this felling at the expense of the institute.
While Bakov was in office, almost everything that was bad was handed over for scrap metal. Sales were at prices significantly higher than the market, and the difference settled in Bakov's pockets.
At the end of 2019, TSNIITOCHMASH JSC had a sharp increase in sales loss almost twice. At the same time, the share of costs for services of subcontractors increased 9 times - this is obvious, because Bakov dispersed his own scientific personnel. R&D expenses were reduced 15 times, down to a mockingly small amount of 800 thousand rubles. in a year.
In 2019, the institute was in the deepest financial crisis. At that moment, Bakov increased spending on cultural events by 5 times.
Although Vladimir Putin said many times that corporate events should be paid for from personal funds, Bakov held a holiday in honor of the new year at the expense of the institute. Apparently, President Bakov is not a decree. Guests were greeted with a buffet table, pancakes with salmon and champagne, billiards, bowling, disco and contests were organized. All information was posted openly on the public procurement website without a shadow of embarrassment.
The institute under the direction of Bakov financed the holiday, when he had wage arrears for employees, there was a shortage of funds, financial indicators fell and the budget targets set by the Russian Technologies Corporation were not fulfilled.
The appointment of Bakov as director of TsNIITOCHMASH JSC raises many questions. By the time of his appointment, he was followed by a long train of dozens of bankrupt enterprises. In total, for all episodes, more than 1.5 billion rubles flowed from enterprises.
Earlier, under the management of Bakov, the flagship of the defense industry "Kurganmashzavod" actually bought for 410.6 million rubles. emergency buildings deep in the Krasnoyarsk Territory - the deal looks like a fictitious one. Under his management, Lipetsk Tracked Tractor Plant LLC took out a loan for 500 million rubles. and withdrew this money to other organizations. The plant went bankrupt, the loan was not returned.
Bakov's structures have accumulated tens of billions of debts to the state corporation VEB.RF. Rostec financed the deficit in the state defense order for tens of billions more.
The very appointment of Bakov began with a scandal. In September 2018, he became a personal bankrupt, not having paid the bank RUB 78 million. debt. Bakov's patrons had to actively intercede for him, because a bankrupt cannot lead a defense enterprise. The issue was settled, and Bakov, as they say, forgave everyone his debts.
All this did not prevent Albert Bakov from continuing in the same spirit and starting to master budgetary funds at TsNIITOCHMASH JSC under the federal target program. He, with obvious violations of the law, organized a tender for the purchase of milling and boring machines.
The purchase did not correspond to the project documentation. Purchased machines for the amount of 102 million rubles. were purchased not from the manufacturer "Ulyanovsk Machine-Tool Plant", but through the "gasket" - LLC "Modern Foundry Technologies". This LLC is neither a manufacturer nor a dealer of equipment, and cannot give a guarantee for machines.
Obviously, the "pad" was needed to take a significant part of the money into his pocket. The amount of the deal was doubled.
It seems that the deal for Ulyanovsk was not sharpened by accident. It was there that Albert Bakov was formerly deputy governor.
Ultimately Bakov thwarted the federal target program. He tried to shift the responsibility for the failure of the program, the overwhelmed projects and the pre-bankruptcy state on the previous management. I couldn't.
According to rumors from the institute, Albert Bakov began to realize that soon they might start asking him questions about the collapse of the key Russian enterprise for the development of small arms. Apparently, you will have to “look for answers” to these questions, again turning to the honored Nikita Mikhalkov.
