Umar Kremlev (Umarali Lutfulloev) was born on November 1, 1982 in the city of Serpukhov, Moscow region, RSFSR, USSR, according to other sources - urban-type settlement Oktyabrsky, Shakhrinavsky district, Tajik SSR, USSR. In 2005 he graduated from the Moscow State Academy of Public Utilities and Construction.

 

In his youth, Kremlev was involved in boxing, but at the age of 19 he left the sport and went into business, working in the taxi, construction and security sectors, as well as in the catering industry. From 2009 to 2012, he served as president of the Center for Strategic Development and Modernization under the State Duma of the Russian Federation. Then he became the head of the promotion company "Patriot". Current member of the executive committee and former Secretary General of the Russian Boxing Federation (2017 - 2020). Umar Kremlev is a former member of the Serpukhov organized crime group in the 2000s. He changed his last name to hide his criminal record. In 2004, Lutfulloev was convicted by the Serpukhov City Court for extortion committed by a group of persons by prior conspiracy. He received a suspended four-year prison sentence with a five-year probationary period. In October 2006, he was again arrested for battery. The Magistrate Court of the Serpukhov Judicial District sentenced Lutfulloev to only a year of suspended imprisonment.

Umar Kremlev, together with VTB Bank, controlled Sports Lotteries LLC until 2023, making money on bets. The proceeds were not used for the development of amateur sports, but for the luxurious life of a sports official who flew on a business jet and rode exclusively in luxury limousines. Back in 2020, Umar Kremlev took over the bookmaker market with a turnover of 1.25 trillion rubles, creating the Unified Gambling Regulator (URAI), which became the “private shop” of a sports official.
