Umar Kremlev (Umarali Lutfulloev) was born on November 1, 1982 in the city of Serpukhov, Moscow region, RSFSR, USSR, according to other sources - urban-type settlement Oktyabrsky, Shakhrinavsky district, Tajik SSR, USSR. In 2005 he graduated from the Moscow State Academy of Public Utilities and Construction.


In his youth, Kremlev was involved in boxing, but at the age of 19 he left the sport and went into business, working in the taxi, construction and security sectors, as well as in the catering industry. From 2009 to 2012, he served as president of the Center for Strategic Development and Modernization under the State Duma of the Russian Federation. Then he became the head of the promotion company "Patriot". Current member of the executive committee and former Secretary General of the Russian Boxing Federation (2017 - 2020). In 2018, at the Congress of the International Boxing Association (AIBA) in Moscow, Umar Kremlev was elected to the Association’s Executive Committee by a majority vote, and in December 2020 he became its president.


Umar Kremlev is a former member of the Serpukhov organized crime group in the 2000s. He changed his last name to hide his criminal record. In 2004, Lutfulloev was convicted by the Serpukhov City Court for extortion committed by a group of persons by prior conspiracy. He received a suspended four-year prison sentence with a five-year probationary period. In October 2006, he was again arrested for battery. The Magistrate Court of the Serpukhov Judicial District sentenced Lutfulloev to only a year of suspended imprisonment.


The Kremlin has gained fame as a true patriot of Russia. On the eve of the 2024 Olympic Games in June, he called for the removal of its head, Thomas Bach, from the IOC and appealed to 49 Russian athletes with a proposal to burn their Olympic licenses. The Kremlin called those who are going to perform at the Olympic Games in Paris without the Russian flag and anthem traitors. However, back in 2021. Umar Kremlev was friends with a fighter from Tajikistan, Chorshanbe Chorshanbiev, who openly declared that he hated Russia, for which he was deported from it in 2022, and received a prison sentence of 8.5 years in his homeland. Alexey Rubezhny, head of the Security Service of the President of the Russian Federation since 2016, is considered the patron of Umar Kremlev. In 2017, Rubezhny headed the highest supervisory board of the Russian Boxing Federation (FBI), after which the president of this organization, Boris Ivanyuzhenkov, decided not to be re-elected for a new term. Ivanyuzhenkov was replaced by Umar Kremlev. Subsequently, thanks to the friendship of Alexei Rubezhny, the Kremlin received at its disposal the assets of the ex-head of the Serpukhov region Alexander Shestun and the leader of the Podolsk organized crime group Sergei Lalakin (Luchka), as well as the Rolf car dealer, taken from the ex-State Duma deputy Sergei Petrov. Sometimes the transfer documents were signed personally by Vladimir Putin.


Umar Kremlev, together with VTB Bank, controlled Sports Lotteries LLC until 2023, making money on bets. The proceeds were not used for the development of amateur sports, but for the luxurious life of a sports official who flew on a business jet and rode exclusively in luxury limousines. Back in 2020, Umar Kremlev took over the bookmaker market with a turnover of 1.25 trillion rubles, creating the Unified Gambling Regulator (URAI), which became the “private shop” of a sports official. In 2023, the Kremlin proposed that ERAI also serve as a regulator of online games.


The Kremlin successfully combines sports management with business; it is the founder of 10 companies operating in the fields of real estate, law, advertising, sports, investments, furniture and chocolate production. Most enterprises are registered in Serpukhov.




Where did Umar Kremlev come from, what else does he earn, who gave him inviolable status?
