Mikhail Degtyarev was born on July 10, 1981 in Kuibyshev (Samara) into a family of doctors. In 1998 he graduated with honors from the Samara International Aerospace Lyceum, in 2004 from the Samara State Aerospace University. From September 2003 to December 2005, he headed the Samara branch of the Youth Unity movement of the United Russia party, was a member of the youth parliament at the Samara Provincial Duma, and in May 2004 was elected deputy chairman of the youth parliament. In December 2005, Mikhail Degtyarev joined the ranks of the LDPR, in April 2006 he became coordinator of the Samara regional branch of the LDPR, and was an assistant to the deputy of the State Duma of the Russian Federation Vladimir Zhirinovsky. In 2007, he was elected as a deputy of the Samara Provincial Duma of the fourth convocation. Participated in the elections of the head of the Samara city district in 2006 and the mayor of Moscow in 2013. and 2018. On July 20, 2020, Russian President Vladimir Putin appointed Mikhail Degtyarev as acting governor of the Khabarovsk Territory, after the arrest of Sergei Furgal.
