Alexander Shinkarenko was born in the village of Vyritsa, Gatchina district (Leningrad region). In 2005, he created the AKROS company, which was liquidated in 2022. It was engaged in the construction of roads and highways. Currently, Alexander Shinkarenko is neither the owner nor the head of any organizations.

 

Previously, he was the head of CJSC JV "Independent Agency", liquidated in 2011. He was the owner of LLC "Vsevolzhskoe Land Society-8" (VZO-8), engaged in the purchase and sale of land plots - liquidated in 2018, LLC "Construction Company" Techsoyuz - liquidated in 2010, CJSC SK Neo Monolit - liquidated in 2019, CJSC New Real Estate - liquidated in 2013. Member of the founders of the Foundation of St. Martyrius of Zelenetsky - liquidated in 2020.

 

Shinkarenko was a friend of Dmitry Burenin, who from 2012 to 2013 served as head of the committee for the development of transport infrastructure in St. Petersburg. Prior to this, Burenin was the chairman of the Chamber of Control and Accounts (CAC) and the Financial Control Committee. He was considered a protege of Sergei Stepashin, who headed the Accounts Chamber of the Russian Federation in 2000-2013.

Founded in 2005, JSC AKROS (later JSC AKROS) has become a major road contractor in St. Petersburg and the Leningrad region. The consolidated revenue of AKROS in 2012 amounted to 4.5 billion rubles, the government order portfolio of AKROS was 1.8 billion rubles. In 2013, the company's portfolio of road contracts was estimated at 2.6 billion rubles. In 2013, Shinkarenko sold 50% plus one share to Pavel Balsky, a member of the board of directors of SMP Bank. Shinkarenko kept 50% minus one share. The transaction amount was not disclosed. The co-owners of SMP Bank, whose board of directors included Balsky, were businessmen Arkady and Boris Rotenberg. On January 1, 2024, SMP Bank ceased operations due to its merger with Promsvyazbank.

 

In 2015, the Arbitration Court of St. Petersburg and the Leningrad Region introduced a monitoring procedure at AKROS JSC. On November 30, 2017, the company was declared bankrupt, and the court introduced bankruptcy proceedings. The bankruptcy trustee applied to the court to hold, among others, Alexander Shinkarenko to subsidiary liability for the debtor’s obligations. On February 8, 2019, the bankruptcy trustee refused to satisfy the application.

 

On August 31, 2021, the bankruptcy proceedings were completed. On April 12, 2022, AKROS JSC was liquidated due to bankruptcy.

 

On October 9, 2018, Alexander Shinkarenko was declared bankrupt by the decision of the Arbitration Court of St. Petersburg and the Leningrad Region based on the claim of Rus Torg LLC. On April 5, 2022, the procedure for selling Shinkarenko’s property was completed by a court ruling. He is exempt from further fulfillment of creditors' claims.

A significant share of the bank's corporate loan portfolio was accounted for by legal entities associated with its main owner.
