The editors of the VChK-OGPU and Rucriminal.info telegram channel have repeatedly drawn the attention of readers and the Chairman of the Investigative Committee of the Russian Federation Alexander Bastrykin to how his subordinates illegally conceal crime reports, treating them as complaints and not registering them with the Investigative Committee of the Russian Federation.

However, at the moment, no measures have been taken to restore order in this particular area.

While Alexander Bastrykin is trying to raise the department's rating in the eyes of citizens, his subordinates are doing everything to prevent him from doing so.

 

Moreover, individual employees of the Investigative Committee of the Russian Federation are coming up with increasingly sophisticated methods in order to continue to conceal and not register citizens' applications, appeals, and complaints.

For example, the head of the 2nd KSO GSU Investigative Committee of the Russian Federation for Moscow, P.I. Zenkovich, distinguished himself.

On July 30, 2024, he sent a reply - a formal reply to the citizen, in which he indicated that his application was not registered, due to the fact that it contained obscene expressions.

However, as you can see in the response, he does not provide the obscene expressions themselves (since there were none).

Moreover, P.I. Zenkovich is not an authorized official (linguist expert) to classify any expressions as obscene language. He also does not provide references to the conducted examinations that confirm these words.

"This "Makhnovshchina" in the actions of officials like Zenkovich is possible due to impunity for this kind of concealment on their part.

Any complaint sent by a citizen regarding a violation committed by officials of the Investigative Committee of the Russian Federation, the central office of the agency, in violation of paragraph 6 of Article 8 of Federal Law No. 59 "On the consideration of appeals from citizens of the Russian Federation", which was signed by the President of the Russian Federation V.V. Putin, passes it on to the same person against whom the applicant complains.

It turns out that the employees of the Investigative Committee of the Russian Federation believe that they can ignore federal laws approved by the head of state, thereby putting themselves above him?!", - notes the interlocutor of Rucriminal.info.

Of course, no one is engaged in considering such complaints and the citizen is sent a standard formal reply about the absence of violations, by the same person who committed these violations, as a result of which such a vicious circle is formed - lawlessness. How many crime reports have already been hidden and how many more will be hidden, illegally considering them as appeals, thereby violating both the 72nd Order of Alexander Ivanovich Bastrykin and Part 1 of Article 144 of the Criminal Procedure Code of the Russian Federation, is known only to God and the Chairman of the Investigative Committee of the Russian Federation.
