Sources of the VChK-OGPU Telegram channel and Rucriminal.info said that Moscow is extremely tired of the constant quirks of the governor of the Belgorod region, Vyacheslav Gladkov. Overgrown with corruption scandals, having lost the respect of the population and even his team, Gladkov, every time they think about his resignation, begins to invent “external” enemies for himself and throw huge budget funds into fighting them. And this is in a frontline region. Never before has a dreamer in the governor’s chair been so close to actually losing his place.

In the region, Gladkov is considered a “lame duck”. Ordinary residents call him exclusively “Khlopkov” and pour everything they can on him at every appearance in the information space. They have been waiting for his transfer from the region for a long time. Gladkov occupies the penultimate, 88th place in the “Rating of the effectiveness of heads of regions of the Russian Federation”, according to the domestic platform “The World lnform”, based on the results of January 2025, with a key performance indicator (KPI) of 7% (for the leader of the rating, Sergei Sobyanin, this indicator is 92%). It was in January that the Kremlin began to think about finally ridding the residents of the Belgorod region of “Khlopkov”. And then information spread through social networks that Sergei Kiriyenko’s closest associate, the head of the domestic policy department of the Presidential Administration Andrei Yarin, would soon leave his post. Yarin, as “insiders” believed, could be replaced by ... Vyacheslav Gladkov. However, it quickly became clear that Governor Gladkov himself was behind this “sensation”. It was very important for him to show his importance (like, they are preparing for a promotion) at least in the eyes of his own entourage, whose members began to openly sabotage his orders and yet another dubious project. (And they did it for a reason).

 

Gladkov's team is already tired of listening to the boss's stories about how he "goes to the bathhouse" with key figures in the Presidential Administration and the White House. No one has believed in the statements that the top officials consult with him and that he can call "himself" at any moment. Numerous "federal" initiatives that go far beyond his regional powers did not help either. The governor's proposal to not allow children who have committed illegal acts against military personnel to study at state universities and technical schools caused an ambiguous reaction even in the center.

The constant absence of the governor from work has not only become a habit for the employees of his administration, but also causes bewilderment among ordinary residents. At the same time, Gladkov himself does not seem to understand this, and continues to boast about his frequent absences: “I went on an urgent business trip to Moscow!” he regularly reports on social networks. According to him, he goes there “to interact with federal ministries, defend applications for the construction of facilities and the formation of plans for which the Belgorod Region receives funds.” However, nothing is reported about real achievements, since there is practically nothing to report.

In fact, as noted by sources of the VChK-OGPU, Gladkov’s numerous visits to Moscow are not connected with the interests of the region, but with attempts to find a worthy position for himself in the capital. “Khlopkov” himself understands that he can be removed from his post at any moment.

And in late spring and early summer, “arrivals” to Gladkov’s already lousy reputation “arrive” one after another.

The arrest of the agricultural oligarch Vadim Moshkovich in the spring seriously hit Gladkov’s career. Everyone knows that the best conditions in the region were created for the oligarch's Rusagro company. To such an extent that last spring Moshkovich re-registered the head office of his holding from the Tambov Region to the Belgorod Region. The then Tambov Governor Maxim Egorov refused to stand idly by as the oligarch's cunning schemes with an Israeli passport allowed him to pay minimal taxes in the region. And after one of Rusagro's enterprises actually destroyed a local river with harmful waste, he even promised to raise the issue of its owner's activities to the federal level: "Why does the law allow enterprises to operate without proper treatment facilities, while receiving high profits and not thinking about the environmental well-being of the region and the country," Egorov said. In the Belgorod Region, Moshkovich's enterprises, which were also malicious violators of the environment in the region, on the contrary, were "non grata" objects. Vyacheslav Gladkov preferred to turn a blind eye to environmental crimes committed by the oligarch’s sugar factories and his financial schemes connected to Cyprus offshores that were exposed in the media. Inspectors of the Central Black Earth Department of Rosprirodnadzor identified as many as 102 (!) violations of environmental standards by Rusagro-Belgorod LLC, but the scandal was quickly hushed up with the help of the regional leadership.

 

“When I arrived 4 years ago, I asked everywhere - who from business was helping? Rusagro helped the most,” - the priests The governor tried unsuccessfully to justify his special favor to the oligarch's projects to journalists. But this explanation was immediately ridiculed, since Rusagro enterprises practically did not participate in the region's social programs. And after this, social networks again started talking about the two apartments the regional leader owned in Moscow in housing complexes built by Level Group.

 

During a search of Rusagro's Belgorod office, according to rumors, a box of documents was seized containing a photograph of Moshkovich with the inscription: "Lord of the fields." The region is indeed home to the main land holdings of his holding - 255 thousand hectares in 13 districts of the region, and with the arrival of Gladkov, they increased even more. In addition, Moshkovich managed to "squeeze out" a number of significant agricultural assets in the region, and this was almost openly facilitated by officials of the regional administration and judges of the local arbitration court, who consistently made decisions in his favor. A plan to "establish control" over one of the local enterprises, in which the actions of the administration were given a significant role, made a lot of noise when it leaked to the media. At the time of the document's publication, a significant part of this plan had already been successfully implemented by the regional leadership.

 

Since the region is relatively small, and all the leaders are connected to each other in one way or another, you can't hide an awl in a sack, which is why the governor apparently miscalculated. After the registration of Moshkovich's latest company, the local administration began actively discussing what share their boss managed to get in it - through nominal shareholders. Of course, investigators have yet to assess Moshkovich's connections with the governor and officials of his administration. But judging by how decisively law enforcement officers began to act, the Belgorod "track record" of the arrested oligarch will clearly not go unnoticed by them.

Before Gladkov had time to recover from this blow, a new one "flew in". The governor's dubious projects led to the deputy governor Rustem Zainullin being sent to custody. Two weeks have passed since then, and Gladkov has not commented on the incident. Moreover, no official information regarding the official's criminal case has been received. The investigation charges Zainullin with Part 4 of Article 159 of the Criminal Code of the Russian Federation. According to a source of the Cheka-OGPU, he is involved in the same case as the former head of the Novosibirsk LLC Stroyinvestrezerv, Sergei Petryakov, who was arrested back in March. This company was engaged in the construction of fortifications in the Belgorod Region (the so-called "abatis line"). Another defendant is Konstantin Zimin, whose full namesake worked in the property and land resources department of Udmurtia together with Zainullin in the mid-2010s. The Belgorod Regional Court recently left Petryakov and Zimin in pretrial detention. There are other defendants in the case.

And so, after all these arrests, the Kremlin again began to think about the resignation of "Khlopkov". And the governor had a hysterical fit with hallucinations. He spent a lot of budget money on refutations of posts on the VChK-OGPU about Gladkov, which were not on our channel.... Moreover, Gladkov looked for some hidden meanings in the phantom posts in the refutations.

What's the secret?

Gladkov took a fake "VChK-OGPU channel", which consists entirely of bots, passed it off as a real VChK-OGPU and thus came up with the idea that he was being "washed out" by some external forces. Gladkov and his PR people are trying to convince the Kremlin that "enemies" are hitting "Khlopkov" because he is a very effective governor. But the trick did not work and caused the opposite effect in Moscow. Gladkov became even closer to going "out with his things".
