A new high-profile continuation was received by the story with a statement to law enforcement agencies about extortion by the head of Rosselkhoznadzor Sergey Dankvert and his deputy Konstantin Savenkov of the amount of 5 million euros from the Polish company Mlekovita for lifting restrictions on the supply of dairy products to Russia. This time, the FSB of the Russian Federation received a different statement. It claims that the main characters of the corruption story - the representative of Mlekovit in Russia, Yesinevsky Nikolai Viktorovich and his assistant Khamenkov, mysteriously disappeared, perhaps they were killed. As for the old statement about corruption, as the telegram channel of the Cheka-OGPU and Rucriminal.info found out, a refusal decision was issued on it. And in return, a libel case was initiated (*128 of the Criminal Code of the Russian Federation) against unidentified persons. Today we present a decision to refuse to initiate a case on extortion of a bribe. After studying it, readers themselves will be able to conclude that high-ranking officials demanded money.
First, briefly what it is about: Yaroslav Sergeev and Nikolai Esinevsky turned to the DMIA for the Presnensky district of Moscow, who reported that they represent the interests of the Polish company Mlekovita. According to them, the head of the Rosselkhoznadzor, Sergei Dankvert, and his deputy, Konstantin Savenkov, extorted $500,000 from the president of Mlekovit, Darush Sapinsky, through his representative in Russia, Esinevsky, for lifting restrictions on the supply of dairy products from Poland to Russia. Moreover, this allegedly happened in the restaurant of the World Trade Center on Krasnopresnenskaya embankment on November 30, 2019. The statement, received by mail to the duty department of the Ministry of Internal Affairs, was put into action, instructing the detective of the criminal investigation department to conduct a pre-investigation check.

“Interviewed on the basis of the material of the check, Esinevsky N.V. explained that he is a representative of the Polish company Mlekovita in Russia. The Mlekovita company is engaged in the production of dairy products in Europe. The Federal Service for Veterinary and Phytosanitary Surveillance of the Russian Federation, by letter FS-AS-8/5199 dated 04/05/2014, introduced a temporary restriction on the supply of products to the Russian Federation of the Dairy Cooperative MLEKOVITA, st. Ludowa 122, Wysokie Mazowieckie, 18-200 Poland, number PL20131601 WE.
For about a year, approximately July 2019, the MLEKOVITA Cooperative is trying to remove temporary restrictions on the supply of its products to the Russian Federation, for this purpose lawyer Sergeev Ya.V. was hired. who later dealt with legal issues on interaction with Rosselkhoznadzor.
Sergeev Ya.V. repeatedly filed appeals addressed to the heads of the federal service of the Rosselkhoznadzor of the Russian Federation for the removal of restrictions on the Mlekovit company, but the Mlekovit companies refused to lift the restrictions.
Around the middle of November 2019 Sergeev Ya.V. told Esinevsky N.V. that lawyers from the Rosselkhoznadzor approached him and offered assistance in solving the problems of the Mlekovita company, namely, the removal of restrictions on veterinary phytosanitary supervision from the Mlekovita company on the supply of agricultural products to the territory of the Russian Federation. Esinevsky N.V. agreed to the meeting.
On November 28, 2019, a meeting between Yesinevsky and Suzdaltsev D.V. took place in the Federation Tower on the 18th floor of the Moscow-City complex in the M5 meeting room.
Suzdaltsev introduced himself as a lawyer who provides legal services related to Rosselkhoznadzor, and no corruption issues were resolved at this meeting. There was a conversation on general topics and Suzdaltsev D.V. offered his legal services, promised to correct documents, draw up documents correctly, etc., as well as D.V. Suzdaltsev. promised to arrange a meeting directly with Danktvert S.A.
During the conversation with Esinevsky N.V. the impression was that Suzdaltsev actually had acquaintances with the leadership of the Rosselkhoznadzor of the Russian Federation.
At the end of the meeting Suzdaltsev D.V. said that he would report to the leadership of the Rosselkhoznadzor of the Russian Federation about the positive conversation and at the next meeting he would inform the algorithm for further actions.
The next meeting took place on November 30, 2019 in the common area on the 18th floor of the Federation Tower. The meeting was attended by Esinevsky N.V. and Suzdaltsev D.V. During the meeting Suzdaltsev D.V. explained that he had coordinated everything with the leadership of the Rosselkhoznadzor of the Russian Federation, they gave the go-ahead, by the end of the year they would remove the restrictions and possibly earlier. Also Suzdaltsev D.V. said that the meeting with SA Danktwert had been agreed upon and would definitely take place. Suzdaltsev D.V. said that it would be necessary to make contact with the company, and he would transfer the terms and conditions of payment with a flash drive or send it by e-mail, to which Esinevsky N.V. agreed.
A few days later (Esinevsky N.V. does not remember the exact date) Esinevsky N.V. to the phone via WhatsApp Suzdaltsev D.V. sent a contract with a Swiss company and its details in English and the amount of 5,000,000 Euros. Esinevsky N.V. was stunned by these circumstances and the amount of the contract and immediately realized that they wanted to deceive him. After that, Esinevsky N.V. immediately blocked the phone of Suzdaltsev D.V. and didn't want to talk to him anymore. Esinevsky N.V. I thought that Sergeev Ya.V. was involved in the fraudulent scheme. and therefore by telephone Sergeev Ya.V. expressed his dissatisfaction in a rude manner, tk. was in a state of passion."

He will only note that, as a result, a decision was made to refuse to initiate proceedings. And recently, the hero of this story, lawyer Sergeev, filed a statement with the FSB of the Russian Federation with the following content:
“A year and a half ago, a scandal broke out between Polskaya Mlekovita and the head of the Rosselkhoznadzor, Sergei Dankvert, over information about extorting a bribe of 5,000,000 euros. Security officer of the 2nd department of the OE .. Department of Internal Affairs of the Central Administrative District of Moscow Polikarpov D.A. considered my application six months later (the application in accordance with Article 144-145 of the Criminal Procedure Code of the Russian Federation was written by me in early December 2019) and disappeared after the decision to refuse to initiate a criminal case of June 26, 2020, and not on the grounds of 291 of the Criminal Code, but on 159 of the Criminal Code.
For six months from December 2019 to June 2020, my application was not considered and no witnesses were interviewed, and at the end of May 2020, a media scandal erupted over a question from a journalist to the press secretary of the President of the Russian Federation Dmitry Peskov and these materials were “found” and provided a procedural answer six months later .
On October 06, 2021, the team gathered at the scene of the alleged crime (Moscow City, Federation Tower, 18th floor) communicated with the founder of the Polish Mlekovity Pokopyuk Alexander via video link, who is also the rector of the Higher School of Economics in Bialystok Poland.
For about 6 months, the participant in those events, Nikolai Viktorovich Esinevsky and Mikhail Eduardovich Khamenkov, did not get in touch with relatives and the team. According to Vatsap Esinevsky N.V. answers, but there is a suspicion that this is a different person, and not Esinevsky N.V.. In the office at work, they are worried about the absence of Esinevsky N.V. its employees and partners: Yakovlev V., Safoshin and Strelkov V.I., as well as other members of the team. Esinevsky N.V. was always responsible for work and never disappeared for so long. Everyone thought that he was sick at home, but he is not at home either. Previously, he expressed concern for his safety after giving his testimony to law enforcement. Esinevsky N.V. testified, as a representative of Polskaya Mlekovita, based on the materials of the check on the extortion of 5 million Euros by the head of the Rosselkhoznadzor, Sergei Dankvert, after which he feared for his life and health in connection with his testimony. Esinevsky N.V. as the rector of the Higher School of Economics, Moscow repeatedly traveled to Poland and met with Darusz Skopinski (head of Mlekovita Poland) and other representatives of the leadership of Mlekovita. As conscientious citizens wishing to fulfill their civic duty, we want to report a crime that has been committed.”
