As it became known to the VChK-OGPU Telegram channel and Rucriminal.info, a new configuration of witnesses and suspects is beginning to form in the story of the theft of funds allocated for the "Belgorod Frontline Fortifications" - the Minister of Construction of the region, Oksana Kozlitina, is in the field of view of the investigation.
In early June 2025, the police tried to obtain permission to search Oksana Kozlitina's house as part of the investigation into theft during the construction of fortifications, but the court refused. Despite this, the interest in the official on the part of the security forces remains, and since August 2025, a large-scale inspection of contracting organizations and all construction documentation for contracts concluded in the Ministry of Construction of the region has begun.
The interest in the Minister of Construction Kozlitina is not accidental. It was this department that supervised the contracts for the construction of fortifications, which are already under investigation against Vice-Governor Rustem Zainullin. According to the source, the inspection is aimed at identifying contract chains, cost-inflating schemes, and in this context, the figure of Kozlitina may become central to the second round of arrests both in terms of the honesty and fairness of the contracts and payments concluded, and in terms of the actual performance of work on the ground. Kozlitina, in the position of Minister of Construction of the Belgorod Region, deliberately creates obstacles to the effective work of the institutions entrusted to her (including the State Budgetary Institution "Capital Construction Department of the Belgorod Region"). To date, 62 state contracts for the performance of work on the construction of fortifications are being implemented in the Belgorod Region. The aforementioned contracts are overdue, a significant part of the work performed does not meet the established quality requirements and technical specifications, and some contractual obligations remain completely unfulfilled. Systematic delays in the process of acceptance and delivery of completed construction projects (including the defense complex in the Belgorod region) create a critical situation in the work of the institution. These actions as the head of the regional Ministry of Construction lead to violations of the established deadlines for the implementation of projects (including fortification construction in the region), financial losses for the region due to downtime and delays, a decrease in the efficiency of the institution and contractors, as well as to a deterioration in reputation in general. As part of the construction of fortification structures in the Belgorod region, the funding for which is allocated from the federal budget, using his official powers, he distributes money to contractors that are obviously incapable of performing these types of work. At the same time, reporting to senior management and to "Moscow" that advances for the construction of the defense complex have been spent, without disclosing details about the fact that the work has not been completed and no attempts are being made to resume it. It is surprising how Kozlitina O.P. and other officials of the Belgorod team chose contractors for work on fortifications. Until 2022, the profit of Stroyinvestrezerv LLC was zero, the information about the registration address in the Novosibirsk region was recognized as unreliable. That is, an obvious "dummy". However, the company was still "brought" to contracts. At the same time, where the money is is not clear at all: in 2023, the company received 1.7 million rubles in profit, but that's all. At the moment, the value of its assets is minus 69 million rubles.
However, the construction of fortifications is not carried out properly, since the organizations that received advances are not capable of erecting such a level of structures either in terms of quality or in terms of the terms of the concluded contracts. With her activities, Kozlitina O.P. undermines the security and integrity of the territories of the Belgorod region.
The government team headed by Gladkov is going through a period of serious political upheavals, which have a significant impact on its work and the general atmosphere within the team. After the accusations brought against Vice-Governor Zainullin about fraud committed by an organized group or in especially large-scale bribes in the construction of fortifications in the Belgorod region, most of the meetings of the regional government are held remotely, the head of the region is often in a completely different region. At the same time, Zainullin was called one of the trusted, close associates of the governor of the Belgorod region Vyacheslav Gladkov, who appointed him first as his adviser, and then as his deputy back in 2021. If Zainullin's guilt is proven, it will be extremely difficult to believe that the governor was not aware of these machinations.
We also note the arrest of Vladimir Bazarov, against whom four (!) criminal cases were opened at once, including for receiving bribes on an especially large scale from representatives of commercial organizations for assistance in concluding contracts for the construction of fortifications.
It turns out that two protégés and close Gladkov's closest associates are suspected of large-scale corruption. Moreover, such corruption that could have cost dearly not only the budget, but also our soldiers on the front lines, on the border of the Belgorod region and Ukraine. It is hard to believe that Kozlitina O.P. could have remained on the sidelines and not participated in large-scale schemes in fortification construction and construction in the region as a whole. In addition, entrepreneurs Sergei Petryakov, Ivan Novikov, Konstantin Zimin and Dmitry Borovlev (they are charged with fraud), as well as the companies "Region Siberia" and "Stroyinvestrezerv" are involved in the case. It is worth assuming that the choice of contractors for the construction of fortification structures that participated in the schemes for obtaining state contracts is precisely the prerogative of the current Minister of Construction Kozlitina O.P. The regional investigation filed a petition for permission to search the home of Construction Minister Kozlitina, citing the fact that "the said home may contain objects, documents, equipment or other means of committing the crime under investigation that have evidentiary value for the criminal case." And of course, in light of such events, the Sverdlovsk District Court of Belgorod refused to grant permission to search the home of O.P. Kozlitina, and the assistant prosecutor of Belgorod filed an appeal against the court's decision, considering it illegal and unfounded. In its objection, the Prosecutor's Office directly indicated that the materials of the criminal case on the theft of money during the construction of fortifications in the Belgorod Region indicate a criminal conspiracy between officials from the regional Ministry of Construction and the contractors who carried out the work. However, the appellate court also refused to conduct a search at Kozlitina's home. It is obvious that Gladkov is trying to protect the next Minister from his team, Kozlitina, from the impending scandal in the construction sector of the region and to prevent the disclosure of crimes within the framework of the construction of fortification structures, despite public statements about cooperation with law enforcement agencies and openness.
1. Construction of an anti-tank fortification structure and barrier along the state border in the territory of the Belgorod region with a length of 93.7 km. in the Belgorod region. (total budget funds 1.7 billion rubles).
Advance payment for construction 80% of the contract was allocated to six contractors (OOO
"Nurdor", OOO "Stroyinvestrezerv", OOO SK "Belgorstroy", OOO "Lider-Trans", OOO "Evrostroy", OOO "Alfa-Stroy") for the construction of the line of the fortification structure. The volume of work performed is significantly less than the amount of the advance payment received, while the contractors (mentioned above) are not required to return the advance payment and do not renew contracts with other contractors capable of performing the full volume of work. The deadlines for completing work under the concluded contracts are overdue by more than 1 year, the deadlines are extended by additional agreements, but the work is not actually performed, the contractors unable to cope with the terms of the concluded contracts are not replaced. At present, the line of fortification structures in the Belgorod region has not been completed, does not have integrity, there are violations of the terms of the technical assignment of the contractors with which contracts have been concluded. The situation in the places of work remains stably tense throughout the entire time, which was known before the start of the work and the Ministry of Construction, and the contractors they selected. Due to the lack of integrity and satisfactory condition of the fortification structure (anti-tank line) in all areas of the work, the border service of the region is unable to accept the work from the Ministry of Construction. Kozlitina O.P. represented by the head of the Ministry does not attempt to resume the work, although after a three-year period the construction of the planned structures becomes impossible and irrelevant due to the mining of the territories adjacent to the proposed facilities.
2. Fortification equipment of the defensive position of 39 platoon strongpoints along the state border of the Belgorod Region with Ukraine. (Total contract amount is 560 million rubles).
Advances for the construction of platoon strongpoints for the FSB of Russia were transferred to contracting organizations (OOO Stroyinvestrezerv, OOO Lider-Trans, OOO Evrostroy).
10 platoon strongpoints were not fully completed due to the inability of the contracting organizations selected by the Ministry of Construction of the Belgorod Region (OOO Stroyinvestrezerv, OOO Evrostroy) to organize the work. Money for uncompleted work under concluded contracts was not returned to the budget. Renewal of contracts with organizations capable of performing the work in full is not carried out, and the budget for the construction of other facilities significant for Russia's defense capability along the border of the Belgorod Region is also not being redistributed.
3. Inaction of Minister Kozlitina O.P. and patronage of contracting organizations close to her (OOO Tekhstroy, OOO Beldorstroy) , OOO Nurdor, OOO Stroyinvestrezerv, OOO SK Belgorstroy, OOO Evrostroy, OOO Alfa-Stroy), which received contracts for the construction of a fortification structure and other state facilities in the Belgorod Region, allowed the contractors to use budget funds (advances for the performance of work under concluded contracts) for their own needs and, through their controlled firms, to cash out the amounts received.
4. The deliberate delays in completing the work and the lack of control over the contractors for the construction of a defensive fortification on the state border by the Ministry of Construction, apparently, allows Kozlitina O.P. to receive more and more federal funds for the restoration and major repairs of destroyed buildings. Uncompleted work to strengthen the state border contributes to the great destruction of the infrastructure of the border regions of the Belgorod Region, which allows Kozlitina O.P. to conclude new contracts (and pay advances) for restoration with various organizations entrusted to her. The events described above and the deliberate delays in resolving issues on the part of the Ministry of Construction of the Belgorod Region and Kozlitina O.P. in particular, have been occurring since December 2023 to the present.
