We draw your attention to the extraordinary situation that has developed in the Krasnodar Regional Court. Despite the absence of the acting chairman, real power in the court still rests with a stable corruption group built by the former Chairman of the Council of Judges of the Krasnodar Territory, V.F. Kislyak, and the former Chairman of the Court, Shepilov.
They continue to control key processes, manage personnel appointments, and financial flows, turning the court into a tool for personal enrichment. Numerous publications and behind-the-scenes reports have long referred to the court, cynically and accurately, as "ZAO Krasnodar Regional Court," emphasizing the transformation of the region's highest court into a criminalized marketplace.
Key figure: "patriarch of corruption" V.F. Kislyak
Kislyak headed the cassation court of the Krasnodar Regional Court for over 15 years and was second in command to former Chairman Chernov. During the last six years of Shipilov's presidency, he effectively headed the entire court, subordinating Shepilov to his authority.
He built a closed system of judicial governance, appointing his loyal judges to key positions.
His former assistant, Metelev, headed the judicial department of the Krasnodar Territory. Judge Yampolskaya, a key executor of the tandem's corruption schemes, known for her complete dependence on Kislyak's "signals" and commands, took over as chair of the civil panel at his instigation.
The Chairman of the Kuban Council of Judges, a trusted confidant of Kislyak, was "appointed" by him after he left office to oversee rank-and-file judges.
Kislyak personally selected and appointed the chairmen of the judicial panels of the Krasnodar Regional Court, selected and recommended the chairmen of district courts, and so on.
Kislyak controlled appointments, case assignments, rulings, and all corrupt practices, estimated at tens of billions of rubles. 13 billion rubles from his former boss Chernov, 11 billion from the Chairman of Adygea, Trakhov, and billions from Momontov, his patron and partner in foisting decisions on the Supreme Court.
This is a pittance compared to the money flowing through Kislyak and Shipilov. Unlike his patrons, Kislyak acted cunningly, moving his illicit profits abroad, where his family had long been based, knowing that his time in power could be coming to an end. Shepilov – a figurehead and a front
Court Chairman Shepilov, known for his addiction to alcohol and "other weaknesses," effectively withdrew from the administration over the course of six years, becoming completely dependent on Kislyak.
Under his leadership, the court completely deteriorated, and Shepilov's personal fortune, thanks to Kislyak's corruption schemes, grew to incredible proportions. He became a convenient puppet through which Kislyak carried out administrative and financial decisions.
Behind the scenes in the courtroom, it is now being openly stated that the issue of Shepilov's reappointment for another term has already been "decided" – allegedly through connections in the Prosecutor General's Office and with the support of influential lobbyists. This decision will be a slap in the face of all Russian society.
Corruption threads lead to Momontov
The Kislyak-Shepilov nexus existed for many years under the protection of Momontov, the former head of the Council of Judges of Russia, whom you, Igor Viktorovich, rightly and decisively removed from power in the Supreme Court.
Momontov is their fellow countryman, patron, and comrade in the corrupt trade. It was he who for many years ensured Kislyak's immunity and covered up their scheme at the federal level.
Momontov's removal was the first step toward cleansing the judicial system. The next logical step should be cutting the knot of corruption in the Krasnodar Regional Court, known throughout Russia as "Kuban Justice."
Discord within the mafia is a sign of the end.
Internal conflicts have begun in Kislyak. In private conversations, Kislyak accuses Shepilov of "betrayal" and reveals schemes:
he talks about demands for inflated kickbacks,
about the involvement of Shepilov's wife in financial matters, questions about the appointment of judges,
about unfulfilled obligations.

The continued presence of Shepilov and Kislyak in power:

Relegating Kislyak to the shadows won't solve the problem—he's already built a system that operates through Yampolskaya, the chair of the civil panel, and the dependent judges he appointed.

You've already shown determination by starting the cleanup of the judicial system with the Supreme Court. The time has come to restore order in the Krasnodar Regional Court. Only a firm personnel decision and the appointment of an honest, principled, and independent chair can restore faith in the judiciary in Kuban.

We are confident that the Presidential Executive Office is closely monitoring the situation. Krasnodar Krai needs a new head of the judicial system—one with an impeccable reputation and free from corruption.

We are convinced:
The corrupt Shepilov-Kislyak tandem must be dismantled.
A personnel overhaul of the courts, involving the federal government, is necessary.
Investigative bodies must provide a legal assessment of their activities.
The Kuban judicial system must be cleansed of the shame that is corroding it from within.
If Kislyak is detained and questioned by competent authorities, he could reveal a vast array of information about his accomplices, including Shepilov and the individuals behind the schemes. He possesses complete information about the movement and distribution of funds and their transfer abroad, the mechanisms for appointing judges and receiving kickbacks for them, the "tariffs" for decisions, and connections to certain structures. His interrogation could be the key to fully uncovering and dismantling the entire corrupt system of the Krasnodar Regional Court.
The battle for the Krasnodar Regional Court is not a fight for a seat. It is a fight for tens of billions in corrupt flows, for citizens' trust in the state, and for the reputation of the Russian judicial system.
