The circumstances of his passing the qualification exam and receiving a recommendation from the Higher Qualification Committee of the Russian Federation, which his postal archive reveals, deserve special attention.
If we talk about characteristics, it is noteworthy that the characteristics for the Higher Qualification Court of the Russian Federation for the recently appointed judge of the Judicial Collegium for Civil Cases of the Supreme Court of the Russian Federation R.A. Ryabzin. (former employee of the Secretariat of the RF Armed Forces) and S.I. Fedorov. signed by Lebedev V.M. textually coincide 100%, which once again shows that the elderly Lebedev V.M. does not even read the documents he signs (Doc 1, Doc 2).
Recommendation by Fedorov S.I. received in a very short time:
- October 25-26, 2023 – passing the exam;
- November 8, 2023 - completion of the competition;
- November 24, 2023 receiving a recommendation.
This means that in fact no one carried out any checks against the candidate (the average check period is 4-6 months) and speaks of an extremely unusual approach on the part of the High Qualification Board of Judges of the Russian Federation, but rather of direct abuse on the part of the head of the High Qualifications Committee of the Russian Federation - Timoshin N.V.
Moreover, at the last moment the issue of his recommendation was included not in the main, but in the additional agenda of the board meeting.
It is also noteworthy how the chicks of Lebedev V.M. pass the qualification exam for the position of judge. Thus, in the distributed postal archive there is a letter from Lidia Ageeva, Deputy Chairman of the Examination Commission of the Qualification Board of Judges of Moscow, Deputy Chairman of the Moscow Arbitration Court, sent from the personal mail of L.N. In this letter Ageeva L.N. with reference to a certain N.A. sends a prepared written assignment and judicial practice to pass the qualifying exam. In the properties of the sent files, the author of the file is visible - Olga Sergeevna Bibina (assistant to L.N. Ageeva) and L.N. Ageeva directly, and the place where the file was created is the Moscow Arbitration Court.
Similarly, in Fedorov’s mail for the same date there is a letter on behalf of Yulia Vladimirovna Arkhipova,
a judge of the Arbitration Court of the Moscow District. Like Ageeva L.N., Arkhipova Yu.V. worked as a governess-tutor for Fedorov S.I., preparing a written assignment for him, answers to questions and sending from her personal mailing address [email protected] to the work address of Ryabzin R.A. In the properties of the sent files, the author of the file is Yulia Vladimirovna Arkhipova, and the place where the file was created is the Arbitration Court of the Moscow District.
Thus, the next revealed episode in the life of S. Fedorov is the falsification of exam results - the candidate came to the exam with 100% understanding of which ticket he would “pull”, with pre-prepared answers to questions and a solution to the problem that he supposedly “had” to solve (when passing the qualification exam, oral answers to questions and completion of a written task are expected - preparation of a judicial act).
