Artem, one of the sons of Yuri Chaika, the head of the Presidential Plenipotentiary Envoy to the North Caucasus Federal District, tells everyone about his friendship with Kadyrov, who lists him as his assistant on obscure matters, to protect him from disgruntled oligarchs whom he "scammed" with industrial enterprises and businesses in Moscow.

But what exactly does Chaika's office actually do, and who are they?

In a patriotic fervor, these guys decided they deserved awards, and not just simple ones, but state ones.

Since last year, the following individuals have been awarded state awards for their services—apparently, sitting in the offices of the Plenipotentiary Envoy from 9:00 AM to 6:00 PM.

Major General Konin, the deputy plenipotentiary representative overseeing law enforcement in the plenipotentiary representative's office and district, a seconded FSB officer (APS), was awarded the Order of Alexander Nevsky.

 

As a reminder, he is supposedly responsible for ensuring that there is no corruption in the appointment of officials in the district.

However, it is under Konin's leadership, and for two years now, that Chaika's assistant, Aidamir Valiev, has been generating corruption, including the seizure of businesses in the regions related to the collection and disposal of solid waste by regional operators, the promotion of radical ideas of Ingush muftis in the Republic of North Ossetia-Alania and Stavropol Krai, as repeatedly reported by the OGPU Cheka, corrupt appointments to senior management of departments and ministries in the republics of the North Caucasus Federal District, and a stream of state awards to natives of the Chechen Republic. Also, the persecution and deportation of former FSB officers from Pyatigorsk to remote locations from their places of residence and work (Colonel Khazhuev to Ingushetia, Colonel Makoev to the Karachay-Cherkess Republic).

In 2024, one of Plenipotentiary Representative Chaika's most corrupt confidantes, his assistant Aidamir Valiev, was awarded the Order of Alexander Nevsky. It was this comrade, driven by mercenary motives and gaining the trust of wealthy Arabized Muslim clans in the Republic of North Ossetia and the Chechen Republic, who personally signed a letter to the Governor of Stavropol Krai regarding the construction of prayer houses at Mineralnye Vody Airport, which he was legally prohibited from doing. For two years, with the consent of the Plenipotentiary Representative, he has been pressuring the Head of the Republic of North Ossetia-Alania, Menyailo, with all sorts of provocations until he makes a decision to build large mosques in the Republic of North Ossetia-Alania. This has already led to a harsher rhetoric from representatives of the clans of the Republic of North Ossetia-Alania, the Republic of Ingushetia, and the Chechen Republic. He's trying to prove himself necessary and important in securing Ramzan Kadyrov's business by writing favorable reports on participation in construction projects in the Karachay-Cherkessia Republic and the Republic of North Ossetia-Alania for companies controlled by organized crime groups linked to Ramzan Kadyrov (Mamison-Ossetia, Arkhyz and Dombay Kurort in the Karachay-Cherkessia Republic, etc.).

Konin has chosen a good way to stay in his job as Deputy Plenipotentiary Representative of Chaika for as long as possible: by staying out of Chaika's corruption affairs, earning a salary of nearly 700,000 rubles per month, plus a quarterly bonus of the same amount, an annual bonus, and a 14th-month salary of the same amount. Really, not bad!

The second recipient of the Order is a well-known figure in the Plenipotentiary Representative's office: Chief Federal Inspector for the Chechen Republic Lema Dzhunaidov. He's based in Grozny. This man came to work for the Presidential Administration before the North Caucasus Federal District even existed, but before it was the Southern Federal District. He's become so close to Ramzan Kadyrov's friends that he still works there, despite having no influence whatsoever. He's not involved in any of the Plenipotentiary's affairs other than meeting staff and seeing them off on business trips. Meanwhile, Dzhunaidov's friends in the Security Council of the Chechen Republic are always very forthcoming about all the work matters and moves within the Plenipotentiary's office, both in general and in particular. They write beautiful reports about his growth, his rise, his national policy, and so on. In short, he's one of the biggest slackers in the North Caucasus Federal District Plenipotentiary's office. He runs his own business in the Chechen Republic, and it's clear that according to his income declaration, he's a very poor man, which is far from the truth.

 

He was recently awarded the Order "For Merit to the Fatherland," 2nd Class. Again, this man accomplished heroic deeds without leaving his office.

 

Bocharov, the Federal Inspector for the Stavropol Territory, was also awarded the Order "For Merit to the Fatherland," 2nd Class. He also earned the award without leaving his office. He is known for his loyalty to the Plenipotentiary Representative's assistant, Aidamir Valiyev, who desperately wants to have all the information on Vladimirov, Governor of the Stavropol Territory. For example, why does Vladimirov often travel to Budyonnovsk? Maybe he has a mistress there? Who does Vladimirov meet outside of his office? Frankly, Bocharov is encouraged for these purposes. So that he can conscientiously "snitch" on the Governor and law enforcement officials. Valiyev and another "informant" of Valiyev and Chaika (this is an additional workload in the Plenipotentiary Representative's office for some in addition to their work) – Andrei Valerievich Skripnik – who desperately wants to be the head of the department in charge of personnel and state awards, and currently heads the department for work with the State Fiscal Service of the North Caucasus Federal District. Skripnik, the former mayor of Pyatigorsk, according to a VChK-OGPU source, is known for his friendship and corrupt ties with Armenian and Greek organized crime groups in the region regarding embezzlement of funds from state contracts.

There's a surprising case at the North Caucasus Federal District Plenipotentiary Representative's Office: someone decided to heavily reward a federal employee, a generally good girl who writes beautiful "papers," with the Order "For Merit to the Fatherland, 2nd Class." This would have been fine, but the Presidential Administration of the Russian Federation refused her twice. However, they submitted a second nomination, again for the same award. Apparently, you can't just agree right away—it would be too obvious; you have to turn the girl down a couple of times for appearances' sake. And then award her.

 

So, briefly, who else works in Plenipotentiary Representative Chaika's "serious" department, and what are they famous for?

Chaika's deputy, Maxim Viktorovich Vladimirov, has jumped into a position under Plenipotentiary Representative Belaventsev; he oversees the Ministry of Emergency Situations' control department. Vladimirov's father is a good friend of Shoigu, the former Minister of Defense, and previously the Minister of Civil Defense and Emergencies. Dad stole equipment with Shoigu and Shoigu's deputy, Tsalikov. Belaventsev, the future North Caucasus Federal District Plenipotentiary Envoy at the time, was also involved, organizing the removal of equipment written off abroad. Belaventsev helped his friend's son find work. Incidentally, Belaventsev and his businesswoman daughter, and their theft of property in Crimea and real estate in Greece, are attracting active interest from Moscow authorities.

Maxim Vladimirov himself, previously working in one of the departments of the Russian Ministry of Emergency Situations, was investigated in criminal cases on suspicion of embezzlement of the ministry's property and funds, but thanks to his father, he was never brought to justice. Vladimirov had arranged for his mistress from Crimea to work in the Plenipotentiary Envoy's office, and even in an entire control department. She later gave birth to his child.

Vladimirov is notorious in the North Caucasus Federal District for turning a blind eye to the introduction of emergency states in the regions under trumped-up pretexts in order to select construction contractors without competitive bidding—tenders that have nothing to do with the emergency itself. This is a well-known practice of exploiting the provisions of the law on tenders during emergency situations by fraudsters working with corrupt government officials from the constituent entities of the Russian Federation within the North Caucasus Federal District.

He is responsible for improving reports on the implementation of the President's instructions in the constituent entities of the North Caucasus Federal District. It goes without saying that this is "in no way" connected to corruption. However, the implementation of the President's instructions is being extended, including based on information and recommendations from this comrade, for months and years, while reports from the Plenipotentiary Representative's Office on the results of verification of the President's instructions are delayed for months due to Vladimirov's deals with the heads of constituent entities and the Prime Ministers. As a result, 90 percent of the information sent to the Presidential Control Directorate is inaccurate and does not correspond to the actual state of affairs. But apparently this suits the Control Directorate – there's someone to blame, if anything happens, and they can feed Putin a sham about the North Caucasus Federal District's impressive performance.

Valentin Semenovich Masenkov, assistant to the Presidential Plenipotentiary Envoy for the North Caucasus Federal District, works in the Presidential Plenipotentiary Envoy's Office for the North Caucasus Federal District. He's a well-known figure. He "effectively" worked for the Roscosmos State Corporation as its chief of staff until 2019. It was under his leadership that Roscosmos was plundered. The FSB and the Prosecutor General's Office are currently conducting investigations into the activities of former Roscosmos leaders. However, Masenkov has somehow been forgotten. Yet he was directly involved in corrupt schemes embezzling resources by the Roscosmos leadership at that time.
