The Cheka-OGPU and Rucriminal.info learned of the arrest of Alexei Khvorostyanko, a member of the Public Council of the Investigative Committee of Russia. In recent years, he participated in numerous Investigative Committee events, including alongside the head of the agency, Alexander Bastrykin. The Investigative Committee is now urgently deleting all posts mentioning Khvorostyanko. Robert Arakelyan, a participant in United Russia-sponsored events, was arrested along with him. The pair offered the businessman "fixing," including through the Investigative Committee.

 

Khvorostyanko is known as one of the leaders of the "Young Investigator" youth project, which, according to Investigative Committee resources, was created "by decision of Investigative Committee Chairman Alexander Bastrykin." Numerous Investigative Committee posts (the agency has already deleted all mentions of Khvorostyanko from its Telegram channel) describe the head of "Young Investigator" participating in official Investigative Committee events.

 

In 2023, Khvorostyanko, together with Bastrykin, opened a branch of the Moscow Academy of the Investigative Committee in Luhansk.

 

Throughout 2024, Khvorostyanko toured Russia with the official photo exhibition of the Investigative Committee of the Russian Federation. Bastrykin personally opened the exhibition.

 

In the summer of 2025, Bastrykin and Khvorostyanko took part in a ceremony awarding diplomas to cadets of the A. Ya. Sukharev Moscow Academy of the Investigative Committee.

Khvorostyanko participated in many other events as a public figure and a member of the Public Council of the Investigative Committee.

 

At the same time, as our project discovered, Khvorostyanko was known as a major player in the "fixer" market. He proposed solving problems...with the Investigative Committee and the security forces. Khvorostyanko usually operated with his friend Robert Arakelyan, who drove a car with an Investigative Committee license plate (a registration traditionally associated with the Investigative Committee). There's even a photo of them together at the State Duma, where they participated in events with so-called "Z-activists" and volunteers supporting the SVO.

 

Arakelyan often posed against the backdrop of interiors bearing United Russia symbols and participated in events under the auspices of United Russia.

 

Last Friday, the Basmanny Court arrested Khvorostyanko and Arakelyan. They are suspected of large-scale fraud.

 

A network of contacts among representatives of veterans' and security organizations has long been established around Alexey Khvorostyanko's projects. For example, he was connected to Sergei Korshunov—they were joint founders of SKAH LLC. The company existed until 2019, after which it was liquidated.

 

Korshunov also later became a co-founder of the interregional public organization "Young Investigator," established in 2024. Its members also included high-profile figures from the security forces.

For example, Hero of Russia Alexander Dumchikov, a former airborne forces officer who participated in the 1995 assault on Grozny. After his military service, he practiced law and participated in various veterans' and patriotic projects.

 

Another of Khvorostyanko's partners is Hero of Russia Viktor Vdovkin, a former Northern Fleet marine officer. He also received the title Hero of Russia for his participation in the battles in Grozny. After his military service, Vdovkin worked in the legal departments of the Navy, the Federal Property Management Agency, and Russian Railways.
