As the VChK-OGPU telegram channel and Rucrimkinal.info found out, for more than 20 years, the Odintsovo District Administration has been successfully using a simple scheme for embezzling budget funds in the housing and utilities sector, blaming everything on intermediary (laundering) management companies that sprang up in the early 2000s.
For example, the company OOO Mikroraion-Service, whose founders are former city administration officials Biryukov and Gankin (chief architect of the city), illegally took forestry land for development and built themselves a lifelong feeding trough, obliging residents to pay a bribe in addition to what they pay to all resource-providing organizations, which does not fit into the tariffs approved by the city municipality, or into reasonable figures justified by at least something.
The land plot belongs to the city, but the land is serviced by an intermediary LLC, which has a corrupt connection with the Administration, which provides it with cover in all law enforcement agencies.
The essence of the deal between the Administration and LLC "Mikrorayon-Service" and other similar companies is simple and straightforward - money for the maintenance of urban areas is collected twice. Thus, the Administration "developed" a scheme for allocating budget funds for the housing and communal services sector, which goes in a lump sum, without singling out specific areas, and an affiliated LLC collects any amounts from residents who are "lucky" enough to buy real estate in this village. In fact, the services are of very poor quality, virtually everything is done by subcontractors, snow is not removed, no repair work is carried out. No complaints or fines have ever been paid to LLC "Mikrorayon-Service" for more than 20 years, since there are people everywhere who serve the customers of this scheme.
How did they manage to implement this fraudulent scheme of extortion from residents by some company that does not even have a license to carry out this activity, which is essentially a criminal offense, since 9-10 digit sums have been stolen over the years?
It's very simple. All problems are easily solved in the Odintsovo City Court, where the judges, about whom we have already written many times (Selin, Moskvin, Loseva, Proskuryakova, Uzhakina, Kuzmina, etc.) all, as if from a carbon copy, make illegal decisions, when even the Constitutional Court has already issued a ruling that such companies cannot collect money from residents just like that.
Further, in the appellate instance, the chances of winning the case are reduced to zero, since everyone understands perfectly well that the housing and communal services sector is the prerogative of the authorities. Thus, the fraud legalized in the Odintsovo Court already becomes a judicial act, and then the affiliated Odintsovo ROSP comes into its own. By the way, recently the chief Markov A. was caught red-handed, and bailiff Nikitina M. and her accomplice Dzhobulda beautifully escaped responsibility in front of him. After filing a complaint with the Investigative Department of the Investigative Committee of Odintsovo, Nikitina was immediately informed about this by phone, she pursued the victim and threatened. After she managed to give a bribe to the Economic Security Department of the Ministry of Internal Affairs of Odintsovo, the episodes of bribes were reduced to one meager amount, although a whole stream of transfers directly to the card of Nikitina and her husband were found. Then, already in the Investigative Committee, they helped her to reduce the severity of the article, and fight back in court, with the help of a biased prosecutor to a suspended sentence.
Dzhobulda was generally declared innocent, although Dzhobulda is sitting on the most "lucrative" housing and communal services debt.
In the Odintsovo ROSP, there are solid bribes, which are divided between high and low ranks. Serious bailiffs like Markov, his deputy, and Dzhobulda deal with high-ranking ones, while the rest, dealing with individuals, are already receiving crumbs from the master's table.
It is impossible to appeal any actions in Odintsovo, be it bailiffs, the court, the prosecutor's office, the Ministry of Internal Affairs, or the Investigative Committee.
By sending complaints and appeals to federal head bodies, they send these complaints to be considered by the same people against whom these complaints were written. Thus, they laugh at people and continue to rob.
Look at the statistics in the Odintsovo court. Millions of claims annually. Bailiffs do not even appear in court and all decisions are made against citizens.
The same statistics for OOO "Mikroraion-Service". An illegally operating company collects unimaginable amounts and all decisions are in favor of this company.
Earlier, the chairman of the Odintsovo city court was "asked" to resign from her post because her assistant and personal driver were the organizers of a brothel of prostitutes. The chairman of the court could not have not known about this. Moreover, her assistant Koltsov traded in court decisions. Whose decisions did Koltsov sell and why was not a single judge dismissed from office after his arrest?
Considering that the housing and utilities sector is literally crumbling before our eyes and the day will come when we will be left without electricity and water at all, but Governor Vorobyov is happy with everything, since the Moscow Region Government never tires of writing formal replies to all signals in the housing and utilities sector. And even after unthinkable emergency situations, Vorobyov did not resign, then the scheme for embezzling budget funds was, is and will be in effect, as long as and we won't get through to the main beneficiaries.
