The VChK-OGPU Telegram channel and Rucriminal.info publish the third part of the investigation into the corrupt nexus between the top leadership of the Lipetsk region and local security officials.
In June 2024, the Prosecutor General's Office of the Russian Federation reported that the wife of the Lipetsk Region Prosecutor, Galina Anisimova (who is a federal judge of the Michurinsky Tambov Court), had an expensive operation at the Yelets eye clinic for herself and her friend, while all services were provided to her free of charge.
The Prosecutor General's Office did not verify this information, but a copy of the appeal was sent to Anisimov with a request to report what he knew about these facts. A copy of this appeal was also sent to the FSB Directorate for the Lipetsk Region in order to establish all the circumstances.
Following the inspection, the Prosecutor General's Office of the Russian Federation was informed that. yes, such facts did take place, but all transactions were paid for and there was no debt. This information was also confirmed by the UFSB for the Lipetsk Region at the direction of Shumilin.
In July 2024, Anisimov sent a petition to the Prosecutor General's Office of the Russian Federation to appoint Chistyakov to the post of Deputy Prosecutor of the Region, but it was not approved. In August 2024, he sent a second petition, which everyone supported and prepared a draft order for signature by Prosecutor General Krasnov. But Krasnov did not sign the order appointing Chistyakov, but on the contrary, demanded that he be immediately dismissed for corruption. On the same day, Chistyakov was dismissed at the request of the Prosecutor General's Office, and there was also an order to dismiss the prosecutors of the Chaplyginsky and Terbunsky districts, who are associated with Chistyakov. The prosecutor of the Chaplyginsky district resigned and Anisimov immediately took him to the regional prosecutor's office by his order, giving him an apartment in Lipetsk (for his silence and the fact that he did not argue), and the prosecutor of the Terbunsky district refused to resign, saying that she was not guilty of anything and demanded an internal investigation. As a source of Rucriminal.info said, she is still on sick leave, while Anisimov is organizing investigations to force her to resign, since in case of failure to comply with the instructions of the Prosecutor General's Office of the Russian Federation, an investigation from the central office will come to the region. In reality, Chistyakov was fired based on information from the security service of the Prosecutor General's Office of the Russian Federation, since the head of the corruption department was engaged in the construction of two houses in the Dobrovsky and Lipetsk districts, one for himself and the other for his friend Anisimov. However, it is mistakenly believed that the prosecutor of the Chaplyginsky and Terbunsky districts helped with this. At the same time, the prosecutor of the Dobrovsky district Sazonov (the son of the head of the Chaplyginsky district, who was appointed at the request of Chistyakov), the deputy prosecutor of the Sovetsky district Trubnikov (who was also appointed at the request of Chistyakov) took part in the construction of these houses.
Also, Chistyakov, together with the prosecutor Zhevalov and the businessman Mishustin Yu., registered in the name of a disabled person, without bidding, a plot of agricultural land in the Zadonsky district, on the bank of the Don River, with an area of about 8 hectares, with the aim of subsequently transferring it to the lands of settlements and selling it. From the Terbunsky district, they only ordered sand and bricks, the delivery of which was organized by the prosecutor of the Volovsky district. (also a protégé of Chistyakov).
Currently, the governor of the Lipetsk region Artamonov I. G., with the help of the concessionaire Uvarkin (against whom the court is considering a criminal case under Article 159 of the Criminal Code of the Russian Federation) is engaged in the construction of a waste landfill, while in reality it is being built by Guskov (OOO Teplosfera). The cost of the project is about 4 billion rubles, which was increased by 1 billion rubles without objective justification. According to experts, the cost of construction of the facility is no more than 2.5 billion rubles.
Also, on the instructions of the Governor of the Lipetsk Region Artamonov, a permit was issued and construction of a house within the boundaries of the Lower Park of Lipetsk (the former "Tourist" hotel) began. Despite a lot of violations and a lawsuit from the supervising prosecutor (which the prosecutor of the Lipetsk Region Anisimov is trying to remove at the personal request of the governor of the region), the house continues to be built.
Also on the beach, in the water protection zone, within the boundaries of the Lower Park in Lipetsk, the son of the governor of the Lipetsk Region is building a cafe with his friends, despite obvious violations of the law, and here, too, the prosecutor of the region Anisimov, at the request of the governor, is trying to help and hide everything.
However, the comrades have nothing to fear. In the Arbitration Court, Guskov and Teplosfera LLC are resolving their tax issues with the help of the governor and Shumilin, while the court has been considering the case for more than 3 years.
And Anisimov has his own patron in the Prosecutor General's Office in the person of Deputy Prosecutor General Ponomarev, with his support he can do whatever he wants.
However, in the event of an on-site inspection from the Prosecutor General's Office of the Russian Federation, all the facts, including the free operations and real participants in the construction of houses for Chistyakov and Anisimov, will be confirmed.
