At the same time, Kaplan Panesh, Deputy Chairman of the State Duma Committee on Budget and Taxes, very delicately warned Russians that their income growth in 2026 would be "significantly lower" than in previous years. Also in November, Putin signed a law raising taxes. Effective March 1, 2026, Roskomnadzor (RKN) will be empowered to centralize the management of the Russian segment of the internet, including the ability to isolate it from the global RuNet. Meanwhile, RKN clearly intends to shut down everything and everyone. And all these events are undoubtedly connected. After all, the Rosgvardia was created precisely to suppress mass discontent within the country. It has become quite clear who gets the "stick" and who the "carrot."

We have obtained an order (for official use only) from the Rosgvardia command regarding additional financial incentives for personnel in 2025. According to it, all military personnel and staff will receive 252,000 rubles, and cadets will receive 50,000. Those who participated in the Second Military Operation and were stationed in border regions will receive an additional 52,000 rubles. The bonuses Rosgvardia personnel received for 2024 were not disclosed, but forum posts indicated 45,000 rubles. This is five times more, despite the fact that Panesh, in Aesopian terms, says that in 2026 "the economy will enter a phase of stabilization." Translated into plain English, this means they will need to "tighten their belts."
Given the size of the Rosgvardia, annual bonuses could cost around 80 billion rubles (the official Rosgvardia budget for 2025 is 475 billion rubles).
