Sources speaking to VChK-OGPU and Rucriminal.info revealed that placing former Russian Minister of Communications and Mass Media Nikolai Nikiforov on the federal wanted list—alongside the arrest of prominent designer and architect Azat Tukhvatullin—represents a devastating blow to the Head of Tatarstan, Rustam Minnikhanov. Minnikhanov had taken both men under his wing when they were still young, championed their careers, and regarded them as key members of his team. The source stated that investigators had known since early 2016—and possessed full evidence—that Nikiforov and Tukhvatullin were the figures behind the Finiko financial pyramid scheme. However, they remained untouchable precisely because of their extremely close ties to Minnikhanov. Now, however, the situation has shifted abruptly following a "green light" from the top. Such developments typically occur when Vladimir Putin is displeased with a specific individual, leading to the detention of that person's inner circle.
In 2012, Minnikhanov personally recommended Nikolai Nikiforov—then a 29-year-old regional minister of information technology—to Dmitry Medvedev for a position in the federal government. Consequently, Nikiforov took charge of the Ministry of Communications and Mass Media, becoming the youngest minister in modern Russian history. He was the primary driving force and organizer behind Minnikhanov’s pet project: the creation of Innopolis, a science city and satellite of Kazan.
Through his firm "Innopolis Architect" (where Nikolai Nikiforov is a partner), Azat Tukhvatullin played a pivotal role in shaping the architectural aesthetic and development concept of Innopolis. Tukhvatullin’s ideas and development projects in Innopolis were repeatedly presented to Minnikhanov personally for approval.
For Minnikhanov, hosting the 2013 Summer Universiade was a crucial project for his public image during his tenure as President of Tatarstan. Azat Tukhvatullin was the creator of the Universiade’s official mascot—Yuni, a winged snow leopard.
Joint ventures involving Tukhvatullin and Nikiforov (such as Zion LLC and urban development projects) were always under the direct patronage and close supervision of the Rais (Head) of Tatarstan.
The pair also controlled construction companies in the IT city. In several commercial ventures in Innopolis, their partner was Finiko co-founder Edward Sabirov.
According to a source, when Nikiforov lost his ministerial post in 2028, he relocated to the UAE almost immediately. Tukhvatullin and Sabirov also spent a significant amount of time there.
When the case regarding the massive Finiko financial pyramid scheme was opened, Sabirov was placed on the wanted list. On November 30, 2022, the UAE’s National Central Bureau of Interpol officially announced his detention. However, he managed to secure his release at the time. It was not until December 2025 that Sabirov was detained again in the UAE and almost immediately flown to Moscow on a special flight. According to the source, once Sabirov realized that no one would "get him out" this time, he began cooperating with authorities and providing testimony against Nikiforov and Tukhvatullin—though prior to September, the two had been strictly off-limits.
