Shankoyan monopolized the road repair market and contracts from the Capital Repairs Fund. He typically received the most lucrative and largest contracts without bidding.

 

There is a theory that the regional governor was involved in the purchase of a major grid company, JSC MOESK. The Property Relations Committee of the Government of the Murmansk Region owns 26% of the shares. A firm affiliated with Shankoyan, and therefore Chibis, owns 74%.

 

Sever Stroy, owned by Oganes Shankoyan, was the primary contractor for state road repair and maintenance contracts. Ashot Bablumyan, then head of the Moscow office of the Ministry of Defense, coordinated this and other companies. Governor Andrei Chibis was the beneficiary of the siphoning and cashing out funds from the regional and municipal budgets of the Murmansk Region.

 

According to a source at Rucriminal.info and the Cheka-OGPU, the siphoning of funds from the regional budget is carried out by decision of the regional headquarters, headed by Chibis, without a bidding process, by a commission decision, and by pre-payment of 90% of the contracts. The deadlines and quality of Sever Stroy's road construction work did not meet competitive requirements. They substituted cheaper asphalt material, thinned the asphalt layer, and violated the technology due to a lack of qualified workers. Governor Andrei Chibis has repeatedly instructed his subordinates to accept roadwork of any quality from Sever Stroy, no matter what, to help conceal deficiencies, and to avoid burdening the company with warranty obligations for previously completed contracts. Instead, he has instead engaged a structural division of the administration, the Municipal Municipal Budgetary Institution "UDKh," to cover up substandard roadwork.

A separate issue is the embezzlement of funds from the State Unitary Enterprise "Murmanskvodokanal," headed by Andranik Musatyan, a partner and friend of Ashot Bablumyan. Funds are being siphoned off en masse through a number of contractors, one of which is SK Vertikal LLC, which performs work on paper and at inflated estimates. The corrupt funds were divided between Chibis, Bablumyan, and Musatyan. Under Chibis, Musatyan received complete carte blanche to install his people in leadership positions in various institutions, municipal water utilities, Murmanenergosbyt, district administrations, municipal councils, and is even attempting to have his man from Murmansk qualify for the federal "Leaders of Russia Politics" competition held by the Presidential Administration.

 

In April 2024, elevators in 80 apartment buildings in Severomorsk stopped working. The elevator maintenance company, Interlift LLC, was forced to shut down the equipment for safety reasons due to a failure to conduct an annual technical inspection, as well as due to multimillion-dollar debts owed by Severomorskzhilkomkhoz Management Company, which services the apartment buildings. Governor Andrei Chibis intervened in the situation and demanded that criminal charges be brought against the contractor servicing the Interlift elevators, but not against the management company. As Rucriminal.info has discovered, the management company "Severomorskzhilkomkhoz" was acquired by Alexander Samokhin, who arrived in the Murmansk region and is fictitiously married to Alexandra Kondaurova, the former Minister of Information Policy of the Murmansk region. She then became deputy head of the Murmansk region representative office in Moscow under Ashot Bablumyan, who oversaw the withdrawal of funds from the Murmansk region government budget and municipalities.
