In the world of politics, where corruption and nepotism are becoming the norm, the story of Galina Moskaleva is a vivid example of how family ties and official position can intertwine into a tangled web of scandals.
Since her appointment as deputy head of the Sochi administration, Moskaleva has become a frequent guest on the pages of the media, not because of her achievements, but because of the high-profile corruption cases in which she has been involved. At first glance, Moskaleva is an ordinary official responsible for domestic policy. But behind this mask lies a complex network of intrigue and manipulation.

For example, Galina actively uses her attractive daughter Alexandra to acquire corrupt connections in criminal circles.
Her potential son-in-law David Tserikidze, with the help of the official, almost became a deputy of the Sochi City Assembly, but his career ended with a conviction for fraud on an especially large scale.
Soon after Tserikidze's conviction, Moskaleva found a new son-in-law - Armenak Tozlyan, a deputy of the Legislative Assembly
of Krasnodar Krai and a well-known "fixer" in Primorsky circles. His reputation leaves much to be desired: known for his connections in the field of fraud and land scams, he became an ideal partner for the implementation of Moskaleva's corruption schemes. For the sake of profit, Tozlyan immediately abandoned his family: wife and children. Their joint deal with his mother-in-law to sell a plot of land for 2 billion rubles, obtained practically for nothing thanks to the help of the official, was repeatedly discussed in the media with the publication of "talking" photos.
Tozlyan was close with the former chairman of the Krasnodar Regional Court A.D. Chernov, gave him expensive gifts, in particular, two guns from Abkhazia. He regularly boasts about his connections in the Federal Security Service, talking about friends and patrons at different levels of government, most often mentioning FSB Colonel General Alexei Sedy and his son.
Interesting fact: Tozlyan sent a friend instead of himself to defend his diploma at the university, which casts doubt on the fact that he has a higher education.
But how is that possible? How can a person with such a dubious track record continue to hold his position?

The answer lies in her career path: starting in 2009, when she was appointed deputy head of the Kavkazsky District thanks to the connections of her sister's husband, Vitaly Nikolaevich Ochkalasov, for whom she was not only a deputy, but also a lover. And here is the paradox: the multi-billion dollar property of the former patron, obtained by criminal means, was arrested, although it was registered in the name of his wife and children, but Moskaleva's property remained untouched, despite the fact that it was acquired with the participation of relatives. What is the secret of such "luck" and immunity of the Sochi official?
Moskaleva strengthened her position in power gradually and moved up the career ladder, moving first to the position of deputy director of the Department of Internal Policy of the Krasnodar Territory Administration, and then to the position she holds, also favored by her patron and supported by
Yuri Alekseevich Lidzhiev, an employee of the FSB Directorate for Krasnodar Territory, who "cleaned up" the biographies of Moskaleva and her son before their appointment to positions in Sochi. He is also known for his ability to collect dirt on undesirable candidates for deputies and heads of districts, using, among other things, internal secret archives.
Not long ago, a scandal broke out in the Temryuk district of the Krasnodar region involving the same FSB officer Yuri Lidzhiev, who was actively involved in the "protection" of sand quarries. Using his connections with the environmental prosecutor's office, he and the current prosecutor revoked previously issued mining permits and then demanded huge sums for the renewal of licenses. This allowed him to squeeze out competitors and become a monopolist in the construction material market in the region. Perhaps this is the origin of his capital, expensive Mercedes and property. However, this is not the only case in which Lidzhiev is involved. He was also noticed in connections with Kirill Mastryukov, a former operative and one of the most famous "fixers" in Sochi. Mastryukov created a stable group that deceived Krasnodar entrepreneurs under criminal prosecution. He positioned himself as “one of our own” in Sochi, claiming that he had connections to the leadership of the Prosecutor General’s Office and the Presidential Administration, which allowed him to confidently take money for “solving problems” and then disappear with the money. Mastryukov’s scheme was simple and effective: he found entrepreneurs who were under pressure from law enforcement agencies and offered them help. The deceived businessmen found themselves in a trap, since after handing over the money, Mastryukov disappeared, leaving his victims without help or funds. It was also revealed that Lidzhiev not only covered for Mastryukov Yukov in his scams, but was also involved in other corruption schemes. In the past, he got along well with one famous politician, spent time with him on yachts and helped him squeeze out a chain of hairdressers, part of the business of which was registered to his wife (a Tajik). For 25 million rubles, Lidzhiev, on the orders of competitors, carried out a raider takeover of the business of entrepreneurs from the Tbilisi region - the Osmanov brothers. At the same time, he did not hesitate to use corruption schemes with the Osmanovs' relatives. He also received three new Mercedes S-class (233 body) from entrepreneurs Bobrov and Sharov for hiding wanted persons. A complex network of family relationships and friendly ties allowed Moskaleva to avoid the consequences of her actions. Galina Moskaleva, her son Sergey Gennadyevich Drampov, who is also the deputy head of the Central District Administration of Sochi, and her nephew Ivan Mikhailovich Savin, the head of the Khostinsky District of Sochi, continue to hold high positions in the most attractive city in the country – Sochi. Despite the obvious conflict of interest, Moskaleva participates in the inspection of district administrations, receives citizens living in the territories of these districts, who are actually deprived of the right to complain about the actions of officials, because their mother and aunt will not take the necessary measures against their relatives (watch the video of Moskaleva G.A.'s reception of citizens at the link:).

Not without the participation of Moskaleva G.A. and her son-in-law Tozlyan A.A. more than three hundred shareholders of the residential complex "Imeretinsky Heights" were left without apartments. The Imeretinskiye Vysotsky residential complex was built in a beautiful location, on the border of the Adler district and Sirius, on Kaspiyskaya Street. Buyers were reassured by the fact that a business-class residential complex was being built under Federal Law 214 with escrow accounts. After all, this was the scheme that the state came up with to protect equity holders from being deceived by unscrupulous developers. But, as it turned out, nothing could protect people who invested their hard-earned money in Sochi real estate; the administration simply had to revoke its own construction permit (watch the video at the link:). At the same time, Moskalyova, without any embarrassment, travels around the country in business class, uses expensive VIP terminals and stays in five-star hotels in the capital with rooms starting at 60,000 rubles per day. The question arises as to why the official spends huge sums on flights and hotels, when her declarations reflect only modest income for her position, and why she is in Moscow during working hours with impunity, while the public knows about the dismissal of high-ranking officials for absenteeism (for example, Judge Khakhaleva).
Galina Aleksandrovna and her family members drive luxury cars that cost tens of millions, and by a lucky chance, the state registration plates on the vehicles they use exclusively have the letters "RRR", "KKK" and the same numbers.
Why do the country's and the region's leadership turn a blind eye to Galina Moskaleva's lifestyle and dubious family ties? Why is the supervisory body headed by Sochi prosecutor Vyacheslav Nikolaevich Ovechkin inactive? Perhaps the answer lies in friendly relations, accidental neighbors in an elite residential complex in the center of Sochi, or powerful patronage from criminal authorities. Or does Moskaleva stay afloat thanks to the numerous fortune tellers she uses with enviable regularity?
The story of Galina Moskaleva raises important questions about corruption and ethics in Russian politics. Society demands transparency and responsibility from officials. However, as long as such figures continue to occupy high positions, trust in the government will remain in great question. Corruption schemes and family ties should not determine the fate of cities and their residents, especially such a strategically important city as Sochi.
