This is exactly how Boris Ovsepovich Khanchalyan looks in the photo. Behind the beautiful facade - a father of many children, a wonderful family man, a producer of entertainment content on Russian television, holding the position of deputy director of Gazprom-Media - there is a cruel, calculating representative of a well-known ethnic criminal group, who carries out interaction between bandits and representatives of some of the special services of Russia, with whom Boris Khanchalyan became close after his arrest, when he was forced to sign an agreement to cooperate with the SEB FSB of Russia (4th service of the FSB).
This cooperation helped him not only to avoid a real term, but also gave him the opportunity to get closer to Tina Kandelaki, since they needed a person informing the special services about the movement of huge sums laundered through structures controlled by Gazprom-Media - a monster through which officials close to the trough launder and transfer billions of US dollars to Dubai.
How could it happen that a native of Georgia, sentenced in the Vologda region to 3.5 years for fraud, became one of the most influential people in the Russian media sphere just a few years later? Easy. 37-year-old Boris Ovsepovich Khanchalyan graduated from the Gryazovets School, which he still remembers fondly. This did not prevent him from becoming involved in a major scandal in the Vologda region in 2016, in which high-ranking officials were involved. Inconclusive media reports it was said that Khanchalyan (then the secretary of the regional Public Chamber) promised to help a Vologda entrepreneur conclude a contract with Vologdaleskhoz for sanitary felling of timber for money (this is profitable, since the timber received for pennies can be cut down and sold). He boasted of his acquaintance with "high-ranking officials of the region, thanks to whom these issues will be resolved positively." Khanchalyan was detained when he was handing over a sum of 2 million rubles. At the trial, Boris Ovsepovich took the blame on himself and received a suspended sentence, although many then said that he should have given the money to another person. At the same time, the first deputy governor Alexey Sherlygin suddenly left his post and left the Vologda region. Then Boris Khanchalyan began his path of cooperation with the FSB SEB, carrying out the tasks assigned to him. In turn, his curators from the special services assisted him in solving his mercantile tasks and shared information necessary for carrying out illegal activities. After that, Khanchalyan went into the shadows for a while, but literally three years later he reappeared in the public eye. And how! First - as an expert at the "Institute for Internet Development" (through this office, for example, billions are pumped for political advertising on VKontakte and other projects). And since 2022, he has been an advisor to the deputy general director of the Gazprom-Media company Tina Kandelaki. Producer of many TV series and shows on TNT. If anyone watched "League of Cities", then in the credits in a place of honor - Boris Ovsepovich. And now, on the way to the Olympus, a new position: deputy head of the Gazprom-Media holding. Now, in addition to expropriations, raiding and other gangster affairs, Boris Khanchalyan began to voice narratives about patriotism and the greatness of the Russian state.
Everyone remembers the scandal with the famous Blinovskaya? Next to him is Boris Khanchalyan, who leaked information about his imminent arrest to the "marathon" in 2023. "He left for Dubai and does not plan to return!" - the media wrote then. But he returns and leaves again when he wants.
After law enforcement agencies received information about Khanchalyan's participation in the Blinovskaya case (and other bloggers) as an intermediary who offered to solve their problems, Boris flies from Russia to Uzbekistan, where Blinovskaya was supposed to fly, but was detained (although she took a ticket to Tashkent, and Boris chose to fly to Bukhara, but the country is the same).
Why Uzbekistan? Because Boris Khanchalyan is a personal friend of the younger son-in-law of the local president, Otabek Umarov, to whom, in addition to minor services, such as: support and solving everyday problems for the second and third families of Otabek Umarov, living in Moscow, he provides serious support in the information field of Russia to compromise officials close to the current President of Uzbekistan, Mr. Shavkat Mirziyoyev. Being indebted to Otabek Umarov for 4 million US dollars (which Umarov closed for him in front of serious businessmen, to who were once again "cheated" by Boris Khanchalyan and who could be held accountable), he was actively working off his debt.
At the end of last year, many media outlets were shocked by the news that loyal representatives of the special services of Uzbekistan had foiled an attempt at a coup d'etat, when the elimination of the closest associates from the entourage of the president of this country - Komil Alomjanov and Dmitry Li - was planned to implement this scenario. An entire network was uncovered in Uzbekistan, which essentially represented a parallel state. It acted in the interests of Otabek Umarov and was headed by two of his closest people - Shukhrat Rasulov and Ulugbek Shodmanov.
According to the plan of the architects of this coup, it was planned to eliminate Saida Mirziyoyeva, an assistant to the President, who, in addition to occupying one of the key positions in the state administration of Uzbekistan, is also the daughter of the President and has the opportunity to report to the President factual information about events taking place in society without embellishment and lies. Knowing her tough character, excellent mind and integrity, compromising and eliminating Saida Mirziyoyeva were a priority task. It was for this purpose that the people who worked with Saida Mirziyoyeva were chosen as the first target. Numerous meetings between Boris Khanchelyan and Ulugbek Shadmanov were recorded by the special services. During 2023-2024, these meetings took place at the Ritz-Carlton Hotel in Dubai, where options for implementing the conspirators' plans were discussed. The plan was revealed, mass purges took place in Uzbekistan in the state security agencies, the Ministry of Internal Affairs, the prosecutor's office, thousands of law enforcement officers and civil servants associated with the organization calling itself "Office" were identified. At that time, the state stood firm and managed to fight back. As reported by the press service of the Supreme Court of Uzbekistan, Shukhrat Rasulov, Shokhrukh Akhmedov and Ismail Jakhongirov received the longest sentences - 23 years in prison. Businessman Javlon Yunusov, who was detained in South Korea, was sentenced to 18 and a half years in prison, and former first deputy head of the Tashkent Main Internal Affairs Directorate Doniyor Tashkhodjaev was sentenced to seven years in prison. The court did not report how much the other five defendants in the case received.
Ulugbek Shadmanov was arrested in Dubai and extradited to Uzbekistan. After his arrest, another wave of false dirt on Uzbekistan arose in the pocket media of Russia with the assistance of paid pseudo-defenders, but not against the entourage, but against the President of the country Shavkat Mirziyoyev himself. It should be noted that at the time of his detention in Dubai at his villa, Shadmanov was surrounded not only by well-known Western lawyers, but also by representatives of one of the Western intelligence agencies, with whom Ulugbek Shadmanov negotiated the transfer of compromising information on the family of the President of Uzbekistan in exchange for political asylum and immunity from criminal prosecution for numerous crimes committed on his orders. The press has begun to attempt to discredit not only the President of Uzbekistan and his closest associates, but also the course pursued by independent Uzbekistan. Despite the fact that the President's son-in-law was removed from the post of Deputy Head of the Presidential Security Service, loyal officials promoted to their positions by the Office remained in the state administration. It should be noted that, occupying leadership positions, they continue to sabotage the President's decisions and try in every possible way to denigrate him and Saida Mirziyoyeva. Among them, it is worth noting the Minister of Foreign Affairs, the Minister of Energy and the Prosecutor General. By a strange coincidence, most of the employees of the State Security Service, the Ministry of Internal Affairs and the Prosecutor's Office, dismissed as part of the investigation, were employed in structures belonging to Otabek Umarov. It turns out that after Blinovskaya's arrest, Khanchalyan left in advance to wait out the storm and transport the money confiscated from Blinovskaya abroad. Then Khanchalyan planned to go to Dubai, where he has real estate and accounts in local banks. In addition, many other bloggers he warned are also there. It is there, surrounded by dubious people close to him, namely Stanislav Tsatskin and Dmitry Usatov, who introduce themselves to everyone as representatives of the Patrushev family, that they plan and implement campaigns to compromise various people and organizations, and now entire countries.
