Since the appointment of former Prosecutor General of the Russian Federation Yuri Chaika as the Plenipotentiary Representative of the President of the Russian Federation in the North Caucasus Federal District, with his personal participation, in order to organize corruption schemes and lobby the commercial interests of his family in the apparatus of the Plenipotentiary Representative in the North Caucasus Federal District, the appointment of former FSB officer Aidamir Valiev was organized for the civil service (Head of the Department for Law Enforcement, Defense and Security). Chaika that no land would be allocated, that this was an extremely contentious issue, and pointed out a whole list of mosques in the republic, referring to the fact that the Kabardino-Balkarian Republic, the Republic of Ingushetia, and the Chechen Republic are nearby, where one can go for prayers, if there is such a need. Moreover, the Head of the Republic of North Ossetia-Alania was outraged by the very fact that someone reported incorrect information to the Plenipotentiary Representative and that H. H. Gatsalov himself was acting through the Plenipotentiary Representative, and not personally with him on the spot.
According to available information, the arrival and resolution of this issue was lobbied by the Plenipotentiary Representative Valiyev A.A., who has official and personal contacts with Gatsalov. It is also possible that this construction project is being lobbied by religious figures from Ingushetia, where Valiyev A.A. has business interests.
The Plenipotentiary Representative's office has information that the FSB Directorate for the Republic of North Ossetia-Alania and possibly units of the central office of the FSB of the Russian Federation are showing interest in the contacts between Valiyev A.A. and the Mufti of the Republic of North Ossetia-Alania.
The basis for such interest is the contacts of the Mufti of the Republic of North Ossetia-Alania with persons from extremist religious organizations.
In this regard, the following fact is interesting. As Rucriminal.info found out, Valiyev A.A.'s cousin Khadzhieva Zeynab Siraunovna, born on 15.02.1975, entered into marriage on 10.08.2002 with an active participant in the terrorist religious underground of the Kabardino-Balkarian Republic, who was killed while repelling an attack by the BF and their accomplices on the city of Nalchik.
In connection with the above, the very presence of Valiev A.A. in a responsible position and his contacts with representatives of religious communities raises a question.
During his work in the Plenipotentiary Representative of the President of the Russian Federation in the North Caucasus Federal District, Valiev A.A. organized the receipt, with the assistance of the Plenipotentiary Representative, of the state award of the Russian Federation, the award of the Republic of Ingushetia. The Plenipotentiary Representative initiated the awarding of Valiev A.A. with a personalized weapon, but this was denied to Valiev A.A. by the personnel service of the Presidential Executive Office.
In 2022 and 2023, the Presidential Executive Office conducted inspections on the facts of Valiev A.A. declaring income for reporting periods, but the issues were “closed” through corruption.
For all issues - dissemination of urgent personal information, organization of meetings of Valiev A.A. with the Plenipotentiary Representative outside of working hours, etc. he is assisted by the head of the personal security of the Plenipotentiary Representative, Churashov Andrey Vladimirovich. He has long been familiar with the Chaika family and is aware of its business interests in the North Caucasus Federal District. He often holds personal meetings with corrupt officials in the Gukasova cafe in Tsvetnik Park in Pyatigorsk at the request of the Plenipotentiary Representative. He is one of the Plenipotentiary Representative's trusted persons in terms of organizing informal connections with local businessmen and officials, like Valiev A.A., with whom he has also long been familiar. Sources indicate that the former head of the counterintelligence service of the UFSB for the Kabardino-Balkarian Republic, Timur Eduardovich Makoev, who currently works as the chief federal inspector for the Karachay-Cherkess Republic, at the time of his service in the security agencies, conducted operational search activities against a businessman, a Turk by nationality, Kaplan (Molov) Alaattin Shemsettin, INN 070303775900, OGRNIP 305070309700022, who was engaged in entrepreneurial activity in the territory of the Kabardino-Balkarian Republic, was the founder of Arskom LLC and Melange LLC (the activity is declared as the production of cotton fabrics), who, as sources inform, was suspected of possible extremist activity.
In fact, at the time of sanctioning the searches and detention of Molov, Valiev A.A., working at that time in the UFSB for the Kabardino-Balkarian Republic, through the prosecutor's officer Tenov Marat, tried to resolve the issue so that the person being investigated would not be arrested, searches would not be conducted, and he would be able to leave the Russian Federation.
Tenov M. currently works in the Investigative Committee for the Kabardino-Balkarian Republic in the personnel department and is a corrupt connection of Valiev A.A.
According to available information, this was recorded by the counterintelligence service of the Kabardino-Balkarian Republic and its head, Makoev T.E., initiated proceedings in regarding Valiev A.A.
However, there were no tangible consequences for Valiev A.A. after this incident, as can be seen from his career advancement.
According to a source of Rucriminal.info, Makoev Timur Eduardovich has extensive information about the corruption of Valiev A.A. With a certain approach, there is a possibility that he will assist the security agencies in covering it, although he fears sanctions from the plenipotentiary representative.
The sources do not know about the fate of Kalan A.Sh., Valiev A.A. knew him personally and solved corruption issues for him.
