Kashkarov Stanislav Vladimirovich is a judge of the Anapa City Court of the Krasnodar Territory.

 

Since May 2024, he has been acting chairman of the court.

Occupying the listed positions requires Kashkarov to fully and accurately declare his property, refuse to engage in entrepreneurial and other paid activities personally or through trusted persons, and participate in the management of a commercial or non-profit organization.

In addition, while holding the position of a judge, he was obliged to prevent the emergence of personal interest in the exercise of his powers, which leads to a conflict of interest, and also to take measures to prevent or resolve such a conflict.

 

However, as the VChK-OGPU Telegram channel and Rucriminal.info found out, S.V. Kashkarov, in violation of the above-mentioned prohibitions of the anti-corruption legislation, in parallel with the exercise of the powers of a federal judge, in the period from 2011 to the present, through trusted persons, carried out entrepreneurial activities in the field of construction and subsequent sale of premises in apartment buildings in the territory of Anapa, making a profit amounting to hundreds of millions of rubles.

He used his position and powers to capitalize his own assets through affiliated persons.

Acting in a continuous conflict of interest, Kashkarov concealed this information when submitting information about his property, income and property obligations.

Kashkarov's trusted person, to whom the assets received from entrepreneurial activity are registered, is Andranik Aleksandrovich Margaryan. Margaryan A.A. along with Russian citizenship, he has a residence permit in the United States, and organizes the withdrawal and investment of Kashkarov's funds obtained from illegal entrepreneurial activity abroad.

 

Thus, Kashkarov, through his trusted person Margaryan, acquired a land plot with cadastral number 23:37:0104018:70, with a total area of ​​395 sq.m., with the type of permitted use "for individual housing construction", located at the address: Krasnodar Territory, Anapa, Ilyinsky Lane, 18.

On the said land plot, Kashkarov, together with Margaryan, in violation of the intended purpose of the land plot, without obtaining a building permit in the prescribed manner, instead of an individual residential building,

 

they actually built a 6-story multi-apartment residential building, which was an object of unauthorized construction.

 

During the construction period, Kashkarov, using his official position, exercised full patronage over this illegal construction, as a result of which it was not subject to inspections either by the Anapa administration or by regulatory authorities.

Subsequently, Kashkarov S.V., also using his official position, ensured that the Anapa City Court issued a decision on the claim of Margaryan A.A. on recognition of the right of ownership of apartments in the constructed unauthorized construction project.

Thus, by the decision of the Anapa City Court in case No. 2-2567/2011 dated August 4, 2011, the right of ownership of Margaryan A.A. to non-residential premises and 28 apartments of the multi-apartment residential building letter A, under A, on Ilyinsky Lane, 18 in Anapa was recognized.

Thanks to the assistance of Kashkarov S.V., this decision was not appealed by the administration of the municipal formation of the city of Anapa. The premises in the said apartment building were sold by Kashkarov S.V. together with Margaryan A.A., and the income received was legalized during the construction of the next apartment building.

Then, through his proxies, Kashkarov S.V. acquired a land plot with cadastral number 23:37:0000000:409, with a total area of ​​1,800 sq.m., at the address: Krasnodar Territory, Anapa District, Anapa, Spassky Lane, 16.

On the said land plot, Kashkarov S.V. through his proxies, together with Margaryan A.A. carried out the construction of a nine-story multi-apartment residential building with built-in non-residential premises, Letter A, with cadastral number 23:37:0000000:491, with a total area of ​​12,775.4 sq. m.,

cadastral value of 1,085,293,736.74 rubles.

This multi-apartment residential building was erected without obtaining a construction permit in the prescribed manner and was an unauthorized construction object.

During the construction period, Kashkarov S.V., using his official position, exercised full patronage of this illegal construction, as a result of which, it was not subject to inspections either by the Anapa city administration or by regulatory authorities

According to an extract from the minutes of the meeting of the interdepartmental commission for the prevention and suppression of unauthorized construction in the city of Anapa on April 27, 2012, due to the fact that the preservation of unauthorized buildings does not violate the rights and legally protected interests of individuals and legal entities persons and does not pose a threat to the life and health of citizens, the commission decided to preserve the unauthorizedly constructed multi-apartment residential building by Margaryan A.A. Margaryan A.A. was recommended to file a claim in court for recognition of the right of ownership of the unauthorizedly constructed object - a multi-apartment residential building with built-in non-residential premises.

Subsequently, Kashkarov S.V., also using his official position, ensured that the Anapa City Court issued a decision on the claim of Margaryan A.A. and a number of individuals on recognition of the right of ownership of apartments in the constructed unauthorized construction object.

 

Thus, by the decision of the Anapa City Court dated 19.04.2013 in case 2-1680/2013, the right of ownership of Margaryan A.A. and a number of individuals to apartments in an apartment building with built-in non-residential premises Litera A, located at the address: Krasnodar Territory, Anapa, per. Spassky, 16 The premises in the said multi-apartment residential building, registered to Margaryan A.A., were subsequently sold by him jointly with Kashkarov S.V., and part of the profit received was legalized by financing the construction of another multi-apartment building - the residential complex "Na Krepostnoy, 51".

The said multi-storey residential complex was erected on a land plot with a total area of ​​5,967 sq.m. with cadastral number 23:37:0101012:88 at the address: Anapa, ul. Krepostnaya, 51.

This land plot was registered on the right of lease to another authorized person, the former assistant of Kashkarov S.V. - Danelin Sergei Artemovich, born on 12.12.1987, place of birth: Goryachiy Klyuch, Krasnodar Territory. The lease right was acquired bypassing the tender procedure on 18.02.2014 (lease agreement No. 3700005975).

Kashkarov S.V., using his official powers, achieved the fastest possible completion of the design documentation examination and the issuance of a construction permit by the Anapa city administration.

Thus, already on 08.05.2014, the city administration issued construction permit No. RU23301000-352 for the construction of a 23-story residential complex with underground parking with a total area of ​​23,269.05 m2.

At the same time, engineering surveys, obtaining technical conditions for connection to the city's utility networks, design, passing the state examination and directly obtaining a construction permit for this project, thanks to the assistance of Kashkarov S.V. took only about 2.5 months. During the construction of the residential complex, there were numerous violations of design documentation and regulatory requirements in the construction sector. However, thanks to the assistance of Kashkarov S.V., the developer managed to avoid problems with construction supervision authorities and other regulatory bodies.

Thus, in 2015, Kashkarov S.V. personally helped to cover up the fact related to the fall of a tower crane during the construction of this residential complex, and to help the guilty parties avoid responsibility.

Also, Kashkarov S.V., currently using the administrative powers of the chairman of the Anapa City Court and having the ability to influence judges, is involved in numerous corruption schemes related to the issuance of unjust decisions for monetary compensation, primarily in the land and urban development sphere.

At the same time, Kashkarov S.V., together with officials of the administration of the municipality of the city of Anapa, Anapa organized an illegal scheme for the seizure of land plots from owners in the city of Anapa, which are subsequently planned to be alienated to the ownership of interested parties - the ultimate beneficiaries.

This scheme consists of the fact that the head of the Department of Architecture and Urban Development of the Administration of the MO of the city of Anapa, Khandoshko Ya.V., having access to

 

all information about land plots and capital construction projects located on them, ensures the selection of suitable land plots located in the resort areas of the city of Anapa (mainly Pionersky Prospekt, Dzhemete, Vityazevo) for the purpose of subsequent seizure of them.

Subsequently, employees of the Department of Municipal Control of the Administration of the city of Anapa draw up fictitious documents stating that the capital construction projects erected on the said land plots allegedly have signs of unauthorized construction. At the same time, the Architecture Department, for its part, ensures the issuance of knowingly false certificates from the Architecture and Urban Development Department that the permits for capital construction projects in relation to the specified land plots were allegedly not issued.

The falsified documents are transferred to the Legal Department of the Anapa City Administration for filing lawsuits against the owners of the land plots for the demolition of real estate located on them, on far-fetched grounds. In all cases, the administration declares a demand for the recovery of a court penalty in significant amounts for failure to comply with the court decision.

Subsequently, with the active personal participation of S.V. Kashkarov, the Anapa City Court is ensuring that decisions are made in favor of the of the municipality of the city of Anapa on demolition and collection of significant amounts of court penalties.

After the court decisions were made, through controlled realtors, the owners of land plots are offered to sell them at prices significantly below market prices.

In case of refusal to sell the land plots, their forced seizure is ensured under the guise of the need to collect large amounts of court penalties that the owners are unable to pay, by bailiffs of the Anapa city department of bailiffs of the Office of the Federal Bailiff Service for Krasnodar Krai.

The direct implementation of the scheme at the judicial stages is assigned to Kashkarov S.V., who personally reviewed a significant number of these cases.

The above-mentioned illegal scheme for the seizure of land plots on the territory of Anapa has been actively implemented since 2022 to the present, a large number of owners of land plots on the territory of Anapa have suffered from it.

At the same time, Kashkarov S.V. is in close cooperation and personal friendly relations with the former head of the legal department of the administration, and currently deputy head of the city of Anapa - Ivan Vladimirovich Merzly.

Kashkarov S.V. through Merzly I.V. resolves numerous corruption issues related to the activities of the administration, including civil cases on claims of the administration, which are in the proceedings of the Anapa City Court (waiver of claims, failure to appeal judicial acts, etc.)
