On August 17, the Leninsky District Court of Voronezh remanded in custody 55-year-old businessman Yusif Khalilov, a native of Azerbaijan. He owns the Yardy Superbar restaurant, the Fort cafe, and is a co-owner of the large grocery Alekseevsky Market, which Rucriminal.info reported on. Khalilov's share in the market is registered to a relative, Fazimir Rustamov. Khalilov is currently charged with bribery (clause "b" of Part 4 of Article 291 of the Criminal Code of the Russian Federation; up to 12 years in prison). The department is not commenting on the case.
The investigation believes that the businessman could have bribed an official to free his son from military service.
In early July, Yusif Khalilov was detained and interrogated in the criminal case of the now former director of the legal entity of the Alekseevsky market, OOO Alef, Igor Nahamyaev. But he was released.
The Alekseevsky food market, the purpose of the land under which, according to the documents, is registered as small wholesale bases and warehouses, logistics centers, terminals. In fact, this is a regional food city. The managers and employees are representatives of the Azerbaijani diaspora. The land plots and warehouse buildings belong to OOO Alef, which is fully controlled by Rustamov Fazamir Ali Ogly (65% in the authorized capital, Rustamov is Khalilov's nominal) and Aliev Magammed Baylar Ogly (15%).
One of the main figures in the Alekseevsky market is Guseynov Teyub Magomed Ogly, but he is an untouchable figure. Guseinov "crushed" similar markets in the city of Belgorod and tacitly has a share in the business of OOO "Alef", constantly "trumps" his family ties with Ilkham Ragimov, a classmate of Vladimir Putin. Guseinov states that he pays for court decisions on disputes concerning the Alekseevsky market. He knows what he is talking about, since a criminal case was opened against him in December 2024 under the article "Giving a bribe". According to Guseinov, he is very friendly with the recently appointed head of the Investigative Committee of the Russian Federation for the Voronezh Region, Mikhail Alekseevich Selyukov. Selyukov transferred from the Belgorod Region, where he worked for a long time in various positions. Let us recall that Guseinov also has many properties in the Belgorod Region. As a result, a small exchange has been made so far. In order to alleviate public outcry and pressure from Moscow about the need to “strikes” on the Azerbaijani diaspora, the local Investigative Committee of the Russian Federation sent Khalilov to custody on a minor matter. Huseynov, however, remains untouchable.
Earlier, Khalilov Yusif Rasul oglu, without any legal consequences, maliciously fails to comply with judicial acts that have entered into legal force. Thus, the Leninsky District Court issued a decision obliging Khalilov Yu.R. oglu to eliminate obstacles to the disposal of lands, the ownership of which is not delimited and bring them to a usable condition by demolishing structures adjacent to the main facility at the address: Voronezh, Donbasskaya St., 2v, a writ of execution was issued for case No. 2-805/2021 dated 10/12/2021. However, from 10/12/2021 to the present, Khalilov Yu.R. oglu is deliberately ignoring the execution of the decision of the court of the Russian Federation. The authorities, represented by the Department of Property and Land Relations of the Voronezh Region (renamed the Ministry of Property and Land Relations of the Voronezh Region), in defense of whose interests, their own, the above decision was made, are inactive and, in fact, condone the deliberate failure to execute the judicial act by Khalilov Yu.R. oglu. The apparatus of bailiffs under the leadership of the Chief Bailiff of the Voronezh Region, Ruslan Nikolaevich Parinov, is also inactive.
According to a source on the VChK-OGPU telegram channel, Khalilov has a restaurant in the city center called "Fort", where Azerbaijanis celebrate with enviable regularity. The restaurant was also built with violations and there is a writ of execution for their elimination from 2022, but on the orders of the leadership of the regional UFSSP, it has not yet been put into effect. On July 10, another raid, the third in recent times, was conducted at the Alekseevsky market in Voronezh to identify violations of migration legislation. This caused panic within the Azerbaijani diaspora. Literally in the afternoon, Guseynov Teyub Magomed oglu arrived at the market. He assured the Azerbaijanis trading at the market that this was "the last check and he had agreed on everything." Teyub Magomed oglu himself, the owner of vegetable markets in the city of Belgorod, has close ties with the deputy of the Belgorod Regional Duma Mikhail Nesvetailo, who was a defendant in criminal case No. 1996232008 dated July 16, 1996 (robbery). He is also close to the family of Vladimir Tebekin, who was the wallet of former governor Yevgeny Savchenko. According to Guseinov, he is very friendly with the head of the Investigative Committee of the Russian Federation for the Voronezh Region, Mikhail Alekseevich Selyukov. Guseinov has connections with Azerbaijani "thieves in law" living in Turkey. He is the founder of OTS LLC and OptTorgServisPlus LLC. Through these Huseynov's company transfers billions of dollars to Azerbaijan and Turkey. From time to time, the governor of the Belgorod region, Gladkov, is outraged by the actions of the "vegetable octopus" headed by Huseynov and the Company, but things do not go beyond showy performances. As Huseynov Teyub Magomed oglu himself states, issues concerning the Voronezh market "Alekseevsky" that arose in the courts of the first and second instances, he decides in favor of Alef LLC, which owns the territory of the market, in the First Cassation Court of General Jurisdiction chaired by Sharaev Sergei Yuryevich.
Quite recently, another land plot 36:34:0310011:328 was adjacent to the "Alekseevsky" market, which, according to the lease agreement with the Territorial Administration of the Federal Agency for State Property Management in the Voronezh Region, belonged to Parfenova from September 13, 2017. Alef LLC, owned by the Azerbaijani diaspora, was unhappy with this agreement. Guseinov hired a "fixer" for land disputes in the Voronezh courts, Kardashov S.N., who was tried in one criminal case together with another Azerbaijani, Khalilov Yusif Rasul oglu, under Article 159 of the Criminal Code of the Russian Federation. Parfenova's scheme for terminating the lease agreement is simple and ingenious. A certain Alizade Nijad Nizami oglu, who is a relative of Khalilov, appeals to the Left Bank District Court. Alizade N.N. Parfenov does not violate his rights in any way, but for some reason this does not bother the court and the claim was accepted for consideration. Alizade, under a falsified lease agreement, the lessor of which is the company OOO "Alef", through the appellate instance of the Voronezh Regional Court in case No. 2-1099/2023, consisting of judges Ponomareva E.V., Sorokina D.A., Bukhonov A.V., recognizes the lease agreement between Parfenova and TUFA UGI VO as invalid. This panel of judges makes a decision in favor of Alizade N.N., based on a regulatory act that was canceled back in 2013!!! And the court knows this well. But miracles continue. The illegal determination of the appellate court during the consideration in the First Cassation Court of General Jurisdiction (12/18/2024, presiding judge Soltys E.E.) was upheld.
