As it became known to the VChK-OGPU Telegram channel and Rucriminal.info, one of the manufacturers of the pharmaceutical substance - the company BratskKhimSintez in the city of Bratsk in the Irkutsk region - underwent an inspection by the Ministry of Industry and Trade. The inspection revealed that the company had been claiming for the past few years that it was producing the local pharmaceutical substance on its own. In fact, it turned out that BratskKhimSintez simply falsified documents and purchased ready-made raw materials, thereby receiving benefits without reason and earning billions of rubles. However, the results of the inspection were not followed up and the case of the theft of budget funds on an unprecedented scale is about to be hushed up.
BratskKhimSintez belongs to the Pharmasyntez group of companies, which is engaged in the production of drugs and whose annual turnover is more than 50 billion Russian rubles - as it turned out, largely due to fraud in the sale of drugs at state auctions. In view of the adopted course on import substitution, Russian pharmaceutical companies were given the "green light" at state auctions. Thus, for a long time, price preferences of 15% were provided for pharmaceutical manufacturers from the EAEU. And for those who also use domestic substance (active pharmaceutical substance - the main active ingredient of a drug), a price preference of 25% was given. And this is almost a guarantee of victory at the auction. At the same time, the Pharmasyntez group of companies, as the VChK-OGPU found out, received price preferences of 25% from the state based on falsified documents for BratskKhimSintez confirming the local origin of the pharmaceutical substance. Moreover, thanks to such machinations, Pharmasyntez easily became the winner in government procurement and eventually earned billions of rubles from it.
Rucriminal.info did not find any information that after this inspection, the enterprises of the group of companies were closed, the licenses for their activities were cancelled, and the dishonestly earned money was returned to the state. But they found out that the Ministry of Industry and Trade is about to come to Bratsk again from Moscow and there is a high probability that Pharmasyntez will be able to wash its hands again and come to an agreement.
The electronic documents on the execution of the state contract for the supply of the medicinal product for medical use Metformin (RL) under number 2344419822024000587, posted online, namely the document on acceptance of delivered goods No. 17237 dated 06/11/2024, contain the file "Certificates (one per certificate) No. 17237 dated 06/03/2024" in .xls format. According to the document, the Merifatin tablets supplied to the state institution "Directorate for Ensuring the Activities of State Healthcare Institutions of the Volgograd Region" were produced using an active pharmaceutical substance, the country of origin of which is China. At the same time, according to the results of the tender, it was established that the application of Primafarm LLC contains the necessary documents confirming the production of the drug at all stages, including the synthesis of the active substance molecule (pharmaceutical substance), on the territory of the Russian Federation, which allowed the procurement participant to receive a price preference for the full domestic production cycle, and become the winner of the state procurement, despite the inflated cost of medical drugs. The situation with gadobutrol, gemcitabine, zoledronic acid and levofloxacin is even worse - in a number of purchases, for example, under No. 0869200000224007149, the information on the execution (termination) of the contract contains the file "Zolera, lyoph., 80723, pas.+razr.+RU" in .pdf format, in which BratskKhimSintez LLC is indicated as the manufacturer of the pharmaceutical substance - an organization that does not produce the substance for injectable dosage forms, but which quite successfully "nationalizes" the imported pharmaceutical substance in order to obtain price preferences in the framework of government procurement. In this regard, government agencies end up purchasing medical products of foreign origin at an inflated price, the domestic manufacturer is not supported, and the Pharmasyntez group of companies is enriched at the expense of budgetary funds and misleading government customers.
