VChK-OGPU and Rucriminal.info continue to publish an investigation into Alexander Kolokoltsev—son of Russian Interior Minister Vladimir Kolokoltsev—whose business partners include the wife of a Ministry of Industry and Trade official and top executives linked to Alisher Usmanov’s corporate network.
Maria Gorkova is Kolokoltsev’s business partner in "FB Group"; for years, she has consistently operated in close proximity to Alisher Usmanov’s network of companies.
Currently, Maria Gorkova heads three companies and is a founder of three others. For instance, she has served as General Director of Newcom Distribution LLC since November 2025, with the company’s founders listed as Yulia Sudakova (80%), Alexander Pestryaev (10%), and Vladimir Elkind (10%). Until May 2024, the aforementioned JSC Quantum A Rus was also listed among the founders.
During the COVID-19 pandemic, Maria Gorkova obtained a travel pass as an employee of Algorithm LLC. She had been listed as a founder of the company until 2018, at which point she transferred it to Evgeny Nekrasov—a former co-owner of Quantum A Rus LLC (a company previously owned by Alisher Usmanov’s nephew). In September 2022, Nekrasov was replaced at Algorithm by Sanzhar Ismailov. Another stake in the firm was held by Jasur Jumaev, and in December, the company was transferred to MegaFon. Nekrasov recently made headlines due to a scandal in the VIP box at a Kanye West concert in Istanbul—an event heavily promoted by Ksenia Sobchak.
Jumaev is the CEO and founder of the Uzbek ecosystem Uzum and a co-founder of the Russian company KupiKupon; he is a 42-year-old native of Tashkent. His business partner at Uzum is Boris Dobrodeev, a former top executive at VK and the former head of Alisher Usmanov’s USM Telecom.
Jasur Jumaev arrived in Russia in the 2000s and obtained Russian citizenship in 2017; he had also received a new Uzbek passport in 2016. Jumayev also works within a network of telecommunications companies linked to Alisher Usmanov: according to leaked data, in 2017 he served as Managing Director of Quantum A Rus LLC (at a time when Usmanov’s nephew was the founder), and in 2023 he held the same position at Quantum A Rus JSC. He also held concurrent roles at Spectrum LLC, Algorithm LLC, and Apex Technologies LLC (founded by Yevgeny Nekrasov), and served as Commercial Director of InPlat Technologies (now DBS Technologies—founded by Nekrasov via DBS Financial Technologies) from 2022 to 2024. Leaked data indicates that Jumayev holds a large account at Round Bank; until March 2022, the bank was owned by Usmanov (via Round East Holdings Ltd. and ASK Renaissance LLC) before ownership was transferred to Irina Lupicheva, a managing director at Usmanov’s USM Management. Currently, the bank is owned—via DBS Technologies—by DBS Financial Technologies, which was founded by Yevgeny Nekrasov until August 2023 (current founders are undisclosed). Ilya Kerensky, the CEO of DBS Financial Technologies, previously worked as a legal counsel at Usmanov’s MegaFon, while Chief Accountant Galina Stolbova worked at InPlat, a company that was subsequently merged into MegaFon.
Jumayev continues to conduct business from Russia—according to leaked data, in just... In 2023, he traveled abroad from Moscow more than 20 times. In contact lists, Jasur Jumaev is listed as "Jasur Usmanov."
VimpelCom, where Maria Gorkova’s invention was tested, also maintains long-standing and very close ties with the Uzbek elite. However, officials in the US and the Netherlands classified these dealings as criminal offenses. At the time, the company was owned by VimpelCom Ltd., with two major shareholders: Mikhail Fridman’s LetterOne and Norway’s Telenor. It emerged that the telecommunications company, upon entering the Uzbek market, had transferred a total of $140 million to accounts linked to Gulnara Karimova—the daughter of the country’s then-president, Islam Karimov. The funds served as bribes to secure necessary licenses and frequencies. Around that same period, Fridman and Usmanov were partners in MegaFon.
