The bankruptcy of *KompleksStroyMontazh*—a subcontractor for *RusKhimAlyans* (which is building a major plant in Ust-Luga)—has reached the stage of asset liquidation. In September, the company’s accounts receivable, totaling over 320 million rubles, were sold at auction for a mere 650,000 rubles. The buyer was Svetlana Runova, owner of the St. Petersburg-based *Salon Krasoty Stil* (Beauty Salon Style) LLC; the bankruptcy trustee claimed to have found no evidence linking her to the debtor. Meanwhile, two major market players—*RusKhimAlyans* (established by Gazprom and the Rotenberg-owned *RusGazDobycha*) and the investment firm *Energeticheskiye Tekhnologii* (Energy Technologies)—could face subsidiary liability for *KompleksStroyMontazh*’s debts, which exceed 300 million rubles. The crux of the situation is that the motion to hold these entities liable was filed by the debtor’s Deputy General Director for Finance, Elena Kolotovkina—who also happens to be the sister-in-law of the company’s nominal founder and General Director, Dmitry Tonenko. As all of *KompleksStroyMontazh*’s financial and accounting documentation passed through Kolotovkina’s hands, should she decide to speak, the trail could lead to some very high-ranking figures. All three companies—KompleksStroyMontazh (KSM), Energeticheskiye Tekhnologii (Energy Technologies), and Ruskhimalyans—are linked to Oleg Davydov. Davydov is a former Deputy General Director for Capital Construction and Investment at Mezhregiongaz and a protégé of Alexey Mityushov, the owner of the Sevinvest group, who was a university classmate of Gazprom top executive Kirill Seleznev. Davydov served as General Director of Energeticheskiye Tekhnologii, Director of Construction at Ruskhimalyans, and acted as one of the controlling figures at KSM, where he issued directives regarding financial transactions.
Oleg Davydov, 43, is a native of Lyubertsy and a graduate of the Moscow Power Engineering Institute (MPEI). He followed in his parents' footsteps by entering the electric power sector; his mother worked for RAO UES of Russia. In the late 2000s, Davydov worked at the firm ZAO Intrek—a company that frequently changed its founders and served as a preferred contractor for both Inter RAO and Mosenergo. Among the firm’s founders, for instance, was ZAO "I.K. Energetika," whose co-owner, Viktor Altshuler, was—between 2013 and 2014—an affiliate of TGK-1 (a company that, following the breakup of RAO UES, came under the ownership of Gazprom and its subsidiaries).
Channeling hundreds of millions of rubles through firms with ties to RAO UES and Gazprom proved highly lucrative. In 2009, Davydov—along with Yevgeny Tutoraytis, the former head of the Konakovo GRES (State District Power Plant)—co-founded his own company, ZAO "NEK" ("National Energy Corporation"). Tutoraytis, incidentally, managed to "outpace" his former business partner: in 2024, he was sentenced to five years in a penal colony for large-scale embezzlement—specifically, for facilitating the siphoning off and laundering of nearly 400 million rubles from the Ural-based insurance company "YuzhUralZHASO." Furthermore, he was held subsidiarily liable for 1.6 billion rubles in the bankruptcy proceedings of the insurance company "Moskoviya," of which he was the ultimate beneficial owner.
Additionally, Davydov assumed the position of CEO at the investment firm "Energeticheskiye Tekhnologii" ("Energy Technologies"), an entity deeply embedded in a network of major state contracts. The company became a primary contractor for "Ruskhimalyans"—a joint venture between Gazprom and the Rotenberg-owned "RusGazDobycha"—which is currently constructing a massive liquefied natural gas (LNG) plant in Ust-Luga. The founder of the investment company "Energeticheskie Tekhnologii" (Energy Technologies) was Rudolf Kamensky, who also held a stake in the limited liability company "SPETSVYSOTSTROY." The latter shares a phone number with "Neftekhimremstroy"—a firm that is part of the "Sev Invest" group, owned by Alexey Mityushov. Mityushov is a long-time associate of Kirill Seleznev, who in turn is a close ally of Gazprom CEO Alexey Miller. From 2016 through the end of 2018, Oleg Davydov served as the director of "Neftekhimremstroy" before moving on to become the construction director at "Ruskhimalyans" itself.
The chain of contractors and subcontractors also included the company "KompleksStroyMontazh," which was tasked with carrying out the actual work at the site. As it has now emerged, funds were siphoned off at every stage, meaning they never reached the parties actually performing the work or the owners of the construction equipment. For instance, "KompleksStroyMontazh" itself accumulated over 300 million rubles in debt to its own counterparties. Court documents indicate that effective control over the company rested with several individuals, including Oleg Davydov.
Interestingly, a certain Svetlana Stolchneva also held a stake in "SPETSVYSOTSTROY." She is a relative of Davydov—the older sister of his wife, Ekaterina. Although 51-year-old Svetlana’s social media profiles suggest she resides in Italy, leaked data indicates that as recently as 2024, she was regularly placing online orders to addresses in Moscow and a gated residential community in Nikolo-Uryupino, as well as visiting medical facilities and purchasing car insurance. Svetlana’s husband is Alexey Stolchnev, a successful businessman from Tver. He... ...hold stakes in OOO "Makon" (revenue of 1.3 billion rubles), "Makon Avto" (revenue of 1.4 billion rubles), "Technooil" (revenue of 457 million rubles), and others. These companies are engaged in the wholesale trade of fuel and technical maintenance... ...automotive-related activities.
Alexey Mityushov—often described as a patron to Davydov, having helped him climb the career ladder—is a graduate of the St. Petersburg-based "Voenmekh" (Baltic State Technical University). Since the 1990s, he has worked within Gazprom’s corporate structure; notably, he served on the board of directors of TGK-1—a St. Petersburg-based entity with which Viktor Altshuler, a co-owner of I.K. Energetika, was affiliated. Mityushov held the position of General Director at Gazpromenergo, OGK-2, and OGK-6. Serving alongside him on the board of TGK-1 was his long-time friend and former university classmate, Kirill Seleznev—the General Director of Mezhregiongaz and a close associate of Gazprom CEO Alexey Miller. Following their graduation, both Mityushov and Seleznev pursued careers within Gazprom, with Mityushov often working under the purview of his friend. Between 2012 and 2014, Mityushov left the Gazprom fold to launch his own business, securing major contracts from the "national champion" (Gazprom). He relied on his top manager, Oleg Davydov, to help him manage and deploy these billions. In addition to substantial financial assets, Mityushov has held Lithuanian citizenship since the mid-1990s and, following the pandemic, also obtained a residence permit in Spain. In May 2025, a court ordered the nationalization of assets belonging to Mityushov and Seleznev. Furthermore, since 2022, Mityushov has been a subject of a criminal investigation into fraud committed by an organized group (under Part 4, Article 159 of the Criminal Code of the Russian Federation) and is currently a wanted person. As discovered by VChK-OGPU and Rucriminal.info, Mityushov purchased a penthouse in the UAE in 2021, located in the One JBR tower in the Jumeirah Beach area. The design project was handled by Peverelli Design, while Reels Smart Technologies installed a home automation system. This same address is also listed for him in the documentation for his company, INGENIOUS s.r.o. (Slovakia). Furthermore, according to Italian journalists, six (!) villas in the Italian town of Porto Ercole were registered under Mityushov’s name—though these were likely later transferred to their actual owners, who are top executives at Gazprom.
Ekaterina, the wife of Oleg Davydov—a glamorous socialite frequently featured in the gossip columns—also traveled to Italy quite often. Thanks to her husband’s wealth, Ekaterina Davydova appeared in music videos for Dima Bilan ("She Is Mine") and Nikolai Baskov ("Space Girl"), gave a few interviews in which she was described as a "femme fatale," and even launched her own children’s clothing brand, "Katee’s Kids." Currently, 41-year-old Ekaterina owns the Moscow-based LLC "Zvezda"—a company with a net profit of 1.4 million rubles—which holds the "KK" trademark. Last year, the firm released a collection of children’s sportswear in collaboration with figure skating champion Evgeni Plushenko.
Incidentally, during the COVID-19 pandemic, Ekaterina obtained a permit to move freely around the city in a bright blue Bentley Continental—bearing the striking license plate P777ST777—under the guise of being an employee of the investment firm LLC "Energeticheskie Tekhnologii" (Energy Technologies). The vehicle was registered to that company. It should be noted that, by that time, Ekaterina’s husband had technically stepped down as CEO of the company some four years earlier, though he still maintained control over it. In February of this year, the firm "Energeticheskie Tekhnologii" (Energy Technologies) was declared bankrupt. The bankruptcy trustee is now filing a flurry of motions to have the debtor’s transactions voided—it has suddenly come to light that, over the past few years, tens of millions of rubles were siphoned out of the company, and around 50 vehicles (including Ekaterina’s blue Bentley) were transferred to third parties.
Davydov himself also has a penchant for luxury cars; he drove a white Bentley Azure convertible and a BMW 850. His garage housed a Mercedes and a Land Rover, as well as a Yamaha YZF-R6 motorcycle and two Harley-Davidsons—the successful executive had, in fact, spent over a decade participating in motorcycle racing. It seems he will now have to put an end to his favorite hobby.
