The source of Rucriminal.info told the story of the forgery of a document on industrial safety certification of the director of the Zaryadye park, a TV star, a prominent United Russia party Ivan Demidov.

What to do in such a situation? That's right, buy a fake attestation document so as not to bother the super-busy director with some nonsense like safety precautions. Sitting all day long without leaving the office and smoking there all day long with the fire alarm turned off especially for this and talking on the phone - when, with such an intensive regimen, you also learn safety precautions yourself, right?
So, in the Zaryadye park there is a fake extract from the protocol of certification of the director of the Moscow State Aviation Administration "Zaryadye Park" Ivan Demidov for industrial safety, allegedly passed by him in the commission of Rostekhnadzor.
Interregional Technological Department of Rostekhnadzor, represented by acting head M.A. Cheuzov, having learned about its existence and having checked it, declared to the Internal Affairs Directorate for the Central Administrative District of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow about a crime under article 327 of the Criminal Code of the Russian Federation (forgery of documents).
As it became known to Rucriminal.info, this statement by Rostekhnadzor eventually ended up in the Police Department for the Kitai-Gorod district of the Internal Affairs Directorate for the Central Administrative District of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow (hereinafter - OP Kitai-Gorod), to the senior operational commissioner, police major. This official, not particularly long straining and, as usually happens, without any proceedings, issued a decision to refuse to initiate a criminal case. All this is typical and would not be worth attention, but evaluate under what pretext the refusal was made. Absence of a crime event. Imagine, there is a fake, but the events of its manufacture are not! What, ah! The fake made itself. This is not mathematics for you, this is jurisprudence, gentlemen! In her capable hands, this does not happen. In general, without carrying out any verification, operational-search activities, without conducting the necessary volume of surveys, etc., the official of the Kitai-Gorod Public Defence, quietly closed this case. Rostekhnadzor was also probably glad and therefore did not appeal against the refusal to initiate a criminal case, otherwise you look at more than one of this particular fake (presumably signed by its employee) the investigation could be limited if they began to check in good faith. Let's not speculate about the motives (or even motivation) of the Kitai-Gorod OP to "slow down" this case "on the brakes" without even trying to investigate (although of course it would not hurt to check this motivation, but who will deal with it).
In general, everything would be fine, quiet and everyone would be happy if the reason for the refusal to initiate a criminal case was not so unreasonable and strange (to put it mildly) that it was simply impossible not to appeal against it.
Decisions to refuse to initiate a criminal case, as you know, are appealed to the prosecutor's office. In this case, the Tver interdistrict. First, of course, a refusal. But after appealing against the refusal, the Tverskoy Interdistrict Prosecutor checked the materials and arguments more thoroughly and on 02/07/2023 made a decision to cancel the decision of the Kitai-Gorod OP to refuse to initiate a criminal case on this fact due to the incomplete amount of verification measures carried out on this fact.
