Vladimir Kislyak, former Chairman of the Council of Judges (although he retired in March 2025), visits the Krasnodar Regional Court once or twice a week. According to a source for the Cheka-OGPU and Rucriminal.info, he recently informed Yampolskaya (Chair of the Civil Collegium) that the issue of Alexei Shipilov's reappointment as Chairman of the Regional Court has been resolved. He will be retained for a second term. "We continue to work as before," Kislyak added. It should be noted that Kislyak remains the "grey cardinal" of the court, and no serious decisions are made without him. He is also a participant in absolutely every corruption scheme associated with the regional court and has turned the court into a veritable "trading shop" with clear price lists. Shipilov is fine with this. He is not only Kislyak's friend but also a partner in all these schemes.
What is the reason for the scandalous Chairman Shipilov's new success?
Shipilov himself privately shares that to resolve his issue (Moscow had long categorically refused to allow him to be reappointed to this position), he found a way to contact Anatoly Razinkin, the First Deputy Prosecutor General and soon-to-be First Deputy Chairman of the Supreme Court of the Russian Federation. The latter is a close friend of Igor Krasnov, the former Prosecutor General and the new Chairman of the Supreme Court of the Russian Federation. According to Shipilov, as a result, Razinkin is now resolving all of his problems with Moscow through Krasnov, including within the Presidential Administration. Moreover, he is blocking those who blocked his reappointment.
These include Shmeleva (Sirius) and Kuzin (Chairman of the 4th Cassation Court).
This is despite the fact that Shipilov has been issued five private rulings for unfounded decisions regarding land in Sochi and Sirius.
Shipilov has long complained that he is bothered by the interference of Sirius management and the Cassation Court in Sochi land disputes, as it cuts him off from enormous financial flows. Such competitors are unnecessary when dividing up the "pie."
While resolving his issue, Shipilov is constantly in Moscow. (Incidentally, a criminal case was opened against the "famous" judge Khakhaleva for such trips.)
As a result, the new Chairman of the Supreme Court of the Russian Federation, Krasnov, in every speech talks about "cleansing the system," "fighting corruption," and so on. The Krasnodar Regional Court, under Shipilov and Kislyak, is constantly rocked by corruption scandals, but now Krasnov is "going blind."
Incidentally, according to a source, Shipilov, through his "connections" in Moscow, has already gained the trust of the new head of the FSB Directorate for the Krasnodar Territory.
Therefore, local security officials have no questions about the basis and means by which Shipilov maintains a lavish lifestyle, owning large amounts of real estate registered to proxies, relatives, and so on.
Former Prosecutor General Ustinov (now the Presidential Plenipotentiary Envoy) also approved Shipilov's reappointment. There's no intrigue here—Ustinov's daughter is the chairperson of the Khostinsky District Court of Sochi, and Shipilov provides her with every possible protection.
