A little over a month ago, fascinating stories appeared in the media about the life of a man who managed to make a multi-billion dollar fortune on contracts with enterprises of the Russian military-industrial complex. Our hero's name is Vladimir Zotov, and he continues to successfully, and most importantly, with impunity, embezzle state funds. And now information about how he carries out his machinations and where he spends huge capital has become public knowledge, as well as the VChK-OGPU tpelegram channel and Rucriminal.info.
Vladimir Zotov is the deputy general director of the Alliance Group and the VPK Consulting firm, whose clients have previously and currently include a wide variety of strategic enterprises of our country. Here, for example, we can name the United Aircraft Corporation, TsIAM im. Baranov, the manufacturer of the Tu-160 strategic bombers JSC Tupolev, and so on and so forth. There is also information that firms controlled by Zotov performed work for the FSB and came into contact with information constituting a state secret. However, this is not the most intriguing thing that can be learned about the aforementioned manager. More and more confirmation is being received about the innumerable wealth of Vladimir Zotov in general and about specific diamonds in his luxury collection in particular. So, it suddenly turned out that he is the owner of a 260-meter apartment in Sea La Vie - this is an elite residential complex from the developer Nine Yards on Yas Island in Abu Dhabi (UAE) with an embankment, an artificial lagoon, restaurants and other attributes of dolce vita, which Vladimir Zotov is apparently so fond of. No, the swindler cannot move into the apartment yet — the complex is still under construction, and its completion is scheduled for spring next year. In the meantime, our swindler continues to make the required payments: first eight tranches of $201,653.75, then the final one, scheduled for March 30 — $2,419,845. That is, the total cost of the apartment will exceed $4 million. However, Zotov can afford it. And not only that. He also personally or through his long-time accomplice — his legal wife Larisa Zotova — is, among other things, the owner of a historic estate and a modern mansion on the Bay of Kotor (included in the UNESCO World Heritage List), premium housing in Belgrade, investment apartments in Turkey and the UAE. This list is not exhaustive and will most likely be expanded. It's no wonder that Vladimir Zotov continues to spend budgets on defense contracts and will probably stay in Russia until the apartments in "Ci La Vie" are rented out.
A good question: how do the stolen billions end up abroad in the defendant's accounts? In fact, everything is quite simple here. Vladimir Zotom uses three "gaskets" to withdraw funds - two in Serbia, they are called Attaktor d.o.o and Sigmatech projects d.o.o, and one in the UAE, under the sign of ITT Project Management Services LLC. By the way, in the Emirates, the swindler has already carried out a scheme with a local company: the firm Mark AB Capital helped him get even richer on the failed transfer of the Sukhoi Superjet 100 aircraft assembly to the UAE. A couple of years ago, this idea was actively discussed, but soon disappeared from the media and the public eye. As well as the money allocated for the project.
But why is Vladimir Zotov so attracted to the Emirates? Probably, the whole point is in the young mistress, who has already managed to give birth to two children for the swindler. It may well be that the Si La Vie apartments are intended for Zotov's new family. Well, as for the current wife, she, too, will probably get hers. Timid by nature, this woman still found the courage to participate in her husband's scams, registering hundreds of meters of real estate in her name, including an estate in the cottage village of Monteville on New Riga, as well as foreign assets, which were mentioned above. Such devotion should be appreciated, shouldn't it?
Larisa Zotova's lifelong dream is to retire to Switzerland. And, perhaps, to pursue a hobby there - treating people with hypnotherapy.
Yes, such is the hobby of this provincial lady: she has already obtained a PhD in psychology, but is limited in her practice for now. Unless he “treats” his 42-year-old son Mikhail, who has serious psychological problems — he has a depressive disorder. But perhaps things will improve in the Swiss mountains? Who knows.
Larisa Eduardovna — in a Swiss chalet, Vladimir Mikhailovich — in his beloved “Ci La Vie”. Perhaps the Zotovs really believe that such a game is worth any candle. Will they miscalculate?
According to media reports, in the first eight months of this year, a record number of criminal cases related to state defense procurement were filed in Russian courts — 43 of them. If we delve into the details, 28 of these cases were initiated for breach of contract, 2 — for fraud on an especially large scale, 13 — for accepting a bribe. It is difficult to say under what criterion Vladimir Zotov’s actions may fall. It seems that they do not we still need to give some kind of our own, unique definition. And the investigator who brings this swindler to clean water will probably be happy, because then promotion can be very rapid, and toasts to the stars on the shoulder straps especially colorful.
