Before being blocked, the Cheka-OGPU wrote on Telegram about the registration of the Association for the Promotion of International Labor Migration in St. Petersburg in 2019, immediately after Roman Plugin's appointment as head of the Main Directorate of the Ministry of Internal Affairs for St. Petersburg and the surrounding region. Dina Tsilevich, said to be a close friend and mother of the child of the head of the Russian National Guard, Viktor Zolotov, became the association's shadow leader.
According to a source at the Cheka-OGPU and Rucriminal.info, in 2019, Andrei Kolesnikov, a close associate of Plugin, was appointed deputy head of the Directorate for Migration. A few months later, he became head of the Directorate for Migration. At that moment, Plugin introduced Kolesnikov to Tsilevich (here she is at the Victory Parade next to Plugin). Enormous volumes of Tsilevich's labor migrant patents began to flow through Kolesnikov. The earnings were enormous. Everyone was happy; the money was flowing in. This all ended with the initiation of a criminal case and the arrest of Kolesnikov, who had been dismissed from the Internal Affairs Directorate several months before his arrest. Plugin is trying in every way to "dismantle" the criminal case against Kolesnikov. Interestingly, Kolesnikov's family continued to live in the official dacha of the Main Directorate of the Ministry of Internal Affairs for over a year after his dismissal and arrest. Lavochka Tsilevich continued to operate even in Kolesnikov's absence.
According to a source, the Main Directorate of the Ministry of Internal Affairs of Russia for St. Petersburg and the Leningrad Region is currently undergoing a serious inspection by the central office of the Ministry of Internal Affairs in connection with the mass legalization of migrants. The commission consists of a whopping 54 people. The editorial staff has learned that the leadership of the Main Directorate of Internal Affairs, on strict instructions from Plugin, is trying to conceal from the inspectors the fact that between 2019 and 2023, the number of patents issued to foreign citizens increased severalfold compared to previous years.
As the VChK-OGPU discovered, two months after Plugin's appointment as head of the Main Directorate for St. Petersburg and the Leningrad Region, the Association for the Promotion of International Labor Migration (registered on May 23, 2019, while Plugin was appointed in March 2019) began operating. The company immediately began to gain momentum, opening migration centers, medical centers, and Russian language and history testing centers in various districts of St. Petersburg. Over time, almost the entire migration business came under the association's control. A certain Elena Nikolaevna Demina, who handles the inner workings, is listed as the association's president. A source said that the real leader and owner of the association, the main organizer of migration, including illegal migration, is Dina Tsilevich, who handles all issues with law enforcement.
Tsilevich is a "legendary figure" in St. Petersburg. She closely associated with the "gray cardinal" Roman Tsepov. She gave birth to a child by Viktor Zolotov.
