VChK-OGPU and Rucriminal.info discovered that in one of the most prestigious locations in Rostov-on-Don... 80,900 square meters of land with access to the river belong to the family of Rostov Region Governor Yuri Slyusar. The Slyusars and their business partners managed to acquire almost an entire block to the right of Kosmonavtov Avenue, from Evdokimov Street to the river, where they built, among other things, their luxurious mansions. Two of these mansions, for example, are occupied by the governor's nephew, Boris, and his young wife, Kristina, a former TikTok star and now the owner of a beauty salon. The land on which the houses are located was acquired illegally.
We continue our story about the hard-earned assets of the extended family of Rostov Region Governor Yuri Slyusar, the former head of the state corporation UAC and son of Boris Slyusar, former chairman of the board of directors of Donkombank.
Slyusar Sr. has chaired Donkombank's board of directors since 2001, but has never directly appeared on the list of its owners. As of January 2013, the bank's shares were owned by Rostov Leasing Company (RLK) LLC, Rostov Trust Company LLC, Energia CJSC, and others. However, RLC, at least until 2013, was directly owned by the family—50% was registered to Boris Slyusar Sr.'s wife, Valentina Slyusar, and then the company was transferred to family nominees Sergei Voylenko and Svetlana Bagmut.
The founders of Rostov Trust Company, which also owned a stake in Donkombank, were JSC IFC Saturn and JSC Salut, which was also owned by JSC IFC Saturn. Salut used the [email protected] email address of Donexpocentre, a company whose founders are unknown. Previously known as JSC Alfaexpo, 37.7% of it was owned by Valentina Slyusar. Apparently, Rostov Trust Company was also controlled by the Slyusars.
In addition to Donkombank shares, RLC also owned a stake in Pentapol, which owned shares in Donkombank. RLC also owns a large plot of land in Rostov-on-Don in an elite area near the Northern Reservoir: 80,900 square meters of land with access to the river. The following story illustrates how the land plots came into the hands of Slyusari's companies.
The company "RLK," which as of January 2021 (no more recent data is available) still owned 19.9% of Donkombank shares, received a lawsuit a couple of years ago from the local Department of Property and Land Relations. It turned out that Slyusari's company had acquired a municipal land plot of 27.7 acres in Rostov-on-Don at 198a Evdokimova Street, almost on the bank of the Temernik River, "without formalizing the title documents." Currently, a three-story, 470-square-meter mansion stands there, with six bedrooms, a library, a fireplace room, a summer veranda, and a garden. In 2024, city officials suddenly filed a lawsuit against RLC, demanding rent. Ultimately, the court ordered RLC to pay a whopping 180,000 rubles, estimating that this amount represented three years' rent (2020-2023) for the plot on the local Rublyovka highway.
According to leaked data, Boris Slyusar Jr., Boris Slyusar's grandson and 35-year-old shareholder of the family's assets, was registered at the mansion. He has served on the board of directors of PJSC Donkombank (a stake in which is registered to RLC) since 2015—a position he inherited from his grandfather. Kristina Lanina also ordered cosmetics to this address, noting that the package was to be left with the mansion's security. Since 2025, Kristina Lanina has owned the Matryoshka beauty salon in the center of Rostov-on-Don, near the city administration and Gorky Park, and has a rich TikTok and Instagram following. But in February 2026, she changed her last name to Slyusar (after her wedding) and deleted her photos and videos.
According to leaked data, Boris Slyusar Jr. worked for Rostec. His uncle, Yuri Slyusar, was president of the United Aircraft Corporation at the time, which was also merged into Rostec in 2018. The mansion at 198a Evdokimova Street is not the only one in the area owned by Slyusar Jr. A smaller neighboring house at 200 Evdokimova Street also frequently appears in leaked data.
Employees regularly migrate within the Slyusar family's extensive holdings, which include stakes in Donkombank, especially since most of the companies are physically located in a single location, the convention and exhibition complex at 198a Evdokimova Street. Nagibina, 30.
For example, Olga Bugaeva, a member of the bank's board of directors, has also served on the board of directors of the Slyusar family company, Ametist, since 2011 (Valentina Slyusar still owns 25.1%). In 2012, she joined the board of directors of the Ametist Business Center. Ametist has been leasing space to Rosgranstroy for many years and has earned at least 50 million rubles from this.
Another member of the bank's board of directors, Tatyana Kuzmina, simultaneously served as deputy director of Trade and Exhibition Center OJSC from 2014 to 2017, and as deputy director of IFC Saturn LLC and director of Rostov Trust Company LLC (previously a shareholder of the bank) from 2017 to 2018. Member Valery Oskolkov, a member of the bank's board of directors, served as director of the same Rostov Trust Company from 2005 to 2017, then joined the board of directors of IFC Saturn. Nikolai Sysoev, a member of the bank's board of directors, also served on the board of directors of Ametist. In fact, all top managers work within a single business empire closely connected to the Slyusari family.
By 2021, the composition of Donkombank's founders had changed, but its main co-owners remained people close to the Slyusari family. For example, 9.91% of its authorized capital is owned by Rostov-based Liga LLC, which has one employee. Andrey Golyshkin has been listed as the founder of Liga since 2017. Liga shares a phone number with Hyperion (founded by Liga CEO Marina Shepelenko, who also serves as Deputy Director of the Rostov-Mil Development and Construction Company, and Rostov-Mil CEO Alexander Ezovtsev). Hyperion is registered at the Ametist Business Center, which is owned by a company of the same name whose largest shareholder is Valentina Slyusar. Rostov-Mil CEO Alexander Ezovtsev owns 9.92% of Donkombank's authorized capital through Orbita LLC.
So the Slyusars have everything under control. And given that Yuri Slyusar is governor, there are no barriers to business.
