Roscosmos is doing very poorly when it comes to launching satellites, but doing very well when it comes to "launching" spacecraft into the right pockets. As VChK-OGPU and Rucriminal.info have learned, all accounting services for Roscosmos organizations are provided by a private entity, RK-Uchet LLC. And it's headed by... the former chief accountant of Roscosmos, Alexander Zelenov.
Back when Dmitry Rogozin was the general director of the state corporation, he signed a curious and highly corrupt order dated June 1, 2021, No. 146, "On Industry Operators."
With this order, Rogozin authorized direct contracts, without competitive bidding, with selected organizations listed in the appendix to the order.
For example, one organization on this list is RK-Uchet LLC. RK-Uchet LLC provides accounting services for Roscosmos organizations, charging a fee for direct contracts with them. What do you think is more cost-effective for an organization: maintaining its own accounting staff or hiring a third-party company? In fact, the overpayment for maintenance is one and a half times greater than the cost of maintaining in-house accountants.
And the most interesting thing is that the director of RK-Uchet is Alexander Zelenov, the former chief accountant of the Roscosmos state corporation.
