The Cheka-OGPU and Rucriminal.info have discovered that senior Russian officials and top managers of state corporations likely have their own "stable" where their sports cars and other exclusive automobiles are stored. Repairs and maintenance of the foreign cars are paid for by... the Presidential Property Management Department. The "stable" is owned by Stoloto owner Armen Sargsyan. He is a longtime friend and partner of Umar Kremlev, who is backed by Alexey Rubezhny, deputy director of the Federal Protective Service (FSO).

 

As a reminder, over the weekend, footage of a Lamborghini Revuelto, worth approximately 100 million rubles, accompanied by an Aurus with flashing lights (FSO) and a traffic police car, generated widespread online controversy. There was also a video showing an Aston Martin in the same motorcade. It's impossible to find the owner of a Lamborghini using its license plate. None of the leaked data mentions cars with that license plate. An online OSAGO platform helped us. It turned out that insurance had been issued for a car with that license plate since May 2025, though not for a Lamborghini, but for a Ford Mustang. According to the leaked documents, the OSAGO documents indicate that both the policyholder and the owner of the Ford Mustang with that license plate is Petr Dneprovskiy, director of Sberbank's Government Products and Services division and a close friend of Herman Gref. He also registered a Lexus in his name in 2025, and several leaked data indicate that Dneprovskiy is also involved with the Lamborghini, which bears the same license plate as the Ford Mustang in the video. However, he doesn't personally use these cars (except as a passenger), but rather drives a Chinese car. And he's not entitled to FSO protection, but it's assigned to German Gref.

Later, a photo of the very same Aston Martin from the video surfaced next to a parked Lamborghini, but without the license plates. The photos leaked online show only a few cars from this "stable," but it's clear that it's filled with the most prestigious foreign cars. And next to it is the Aurus group. A significant number of the cars have the number 057 on their license plates. Apparently, these are the signature numbers of the "stable." It's impossible to identify the real owners of these expensive "horses" based on their license plates. However, some of them have been caught in insurance claims. For example, the policyholder of the Brabus AMG (next to the Lamborghini) is Viktor Yezhevsky, the stepfather of Anton Vaino, the head of the Presidential Administration. And the policyholder of that very Aston Martin is Ekaterina Dedova, a Rostec employee and, judging by leaks, an assistant to someone in the state corporation's management.

The stable itself belongs to OOO FSUE Avtobaza No. 2 (some of the cars are also registered to this same LLC). Natalya Konstantinova was previously the founder of this LLC, but recently changed to JSC Investment Management. According to leaked documents, Konstantinova is Armen Sargsyan's personal assistant. She is also listed as a partner of OOO TK Center, which has a contract with FSUE PPP of the Presidential Property Management Department for vehicle maintenance and repair.

 

Sarkisyan is the owner of the Stoloto lottery brand (registered to JSC TK Center), which is essentially one of the beneficiaries of the entire state lottery business. Sargsyan is a longtime partner of Umar Kremlev, the "king" of the bookmaking business and the "manger" of Alexei Rubezhny, Deputy Director of the Federal Protective Service of Russia and Head of the Presidential Security Service.
