VChK-OGPU and Rucriminal.info have learned how the head of Rosprirodnadzor deceived Putin by convincing him of the effectiveness of an expensive project to completely neutralize medical, biological, veterinary, hazardous, and especially hazardous waste through molecular decomposition. Although most scientists initially dismissed it as a complete scam, Radionova orchestrated a report confirming the project's effectiveness. Back in June 2022, Vladimir Putin instructed Deputy Prime Minister Victoria Abramchenko and Head of Rosprirodnadzor Svetlana Radionova to decide on a proposal from Rusnano Management Company LLC for the waste-free disposal of medical, biological, veterinary, hazardous, and especially hazardous waste through molecular decomposition. During a personal meeting, Rusnano CEO Sergei Kulikov convinced the head of state of the wonders that an innovative, cutting-edge plasma-chemical destruction reactor could achieve.

 

However, a decision to support the technology, as it turns out, requires not just a description, but at least laboratory studies. Only a pilot plant will allow us to understand whether such a process works, what results will be achieved, and how.

 

As a result, Putin instructed Abramchenko and Radionova to provide an opinion on the project, but in reality, the latter was solely responsible for the matter.

 

As a result, Radionova personally gave her deputy a direct order to sign the report on the project's environmental friendliness and effectiveness. Of course, this was the result of massive corruption.

 

According to sources at the Cheka-OGPU and Rucriminal.info, the "PK-200 Plasma-Chemical Destructor" has nothing to do with actual plasma, where materials are fissioned and neutralized, in an ecological sense. The problem is that the plasma temperature in this device is an order of magnitude lower than required and stated in the documentation, and its effectiveness has not been confirmed by anyone.

Also unclear is the environmental damage, which, despite the signed conclusions and expert reports from Radionova, could be enormous, especially if used in the Black Sea resort area.

They've learned to reduce ash content to zero and convert mercury into helium... Utter nonsense..."

 

All the scientists simply laughed at the whole "PK-200 Plasma-Chemical Destructor" hoax. But Radionova wasn't fazed. The project was actively lobbied by Denis Butsaev, the former Deputy Minister of Natural Resources and Environment, who is currently wanted. He also actively promoted the "fake" detector-utilizer concept and the allocation of funds for Rusnano's "smart" factories in the country's regions.

 

As a result, brandishing the Russian President's order and Radionova's approval, Rusnano representatives, namely Ivan Ozhgikhin, director of the investment and technology company JSC EFIR, who, incidentally, lectures on useful environmental technologies at the Sirius Scientific Center in Sochi, announced the launch of an investment project to create and begin operating a plasma installation.

The unit was named the "Plasma-Chemical Destructor PK-200."

The Russian Federation budget initially allocated 700 million rubles for this project, but the amount has now exceeded 1 billion.

 

The technology and the unit are being developed by JSC Efir and JSC MES, also known as Meridian EcoSystem (directed by Dmitry Agasarov). The latter claims to be an innovative company developing and implementing unique waste disposal methods. It builds waste disposal facilities based on plasma-chemical destruction technology.

 

By agreement with Agasarov, the founders of this company include the co-founders of SBSV-Klyuch Auto Group LLC. Viktor Alekseevich Sergeev, Chairman of the Board of Directors, and Viktorovich Antov, CEO of the company, is the latter's son, who currently holds the position of CEO of the auto company, having previously held the position of Executive Director.

The Sergeevs currently own 50 percent of Meridian Ecosystem LLC.

The Sergeevs are known for donating VIP cars to various federal agencies in Moscow, Krasnodar, Rostov, and the Stavropol Territory on numerous occasions. Specifically, the cars were given to the Krasnodar Territory Governor's offices.

 

According to the Sergeevs, According to a source, Ivan Ozhgikhin, director of the investment and technology company JSC EFIR (top manager, senior managing director of the Business Development Center of RUSNANO Management Company LLC and head of the environmental department of RUSNANO Group), followed the Agasarov-Sergeev chain of command to contact Arsen Mkrtchan, a Sochi crime boss who has effectively cornered the waste market.

 

Mkrtchan is currently under house arrest and testifying about corruption schemes in Sochi, including waste disposal. While under house arrest, he manages to attend meetings at Sochi City Hall and other administrative centers.

 

The goal of this approach was to "convince" Elena Shmeleva, director and project manager of the Sirius Scientific and Technical Center, that the "PK-200 Plasma-Chemical Destructor" project would solve all coastal cleanup problems, including the Sirius site itself, with minimal cost.

 

Mkrtchyan asked for several hundred million rubles for contacting Shmeleva and coordinating all matters with her.

The money was transferred to Mkrtchyan by the Sergeevs, co-founders of SBSV-Klyuchavto LLC.

After speaking with Mkrtchyan, Shmeleva also agreed to involve both companies, JSC Efir and JSC MES, in the Sirius project.

 

However, Shmeleva later realized she was being scammed and, according to sources, wrote a letter to Putin about the waste problem in Sochi and the surrounding area, including the Sirius project. From that moment on, Arsen Mkrtchyan's problems began, leading to his house arrest.

 

Informed sources claim that Mrkrtchyan deliberately delayed waste removal from Sochi and the surrounding area and demanded additional funding.

 

At present, despite the enormous investment, only a prototype of the installation exists, and it appears to be only on paper—no one has seen or tested it. However, JSC Efir is already attempting to secure contracts in Tatarstan at the local government level. Fraudsters are also attempting to integrate into Black Sea coastline fuel oil cleanup projects and gain access to new federal funding.

According to a source, large sums of money were siphoned off and embezzled for non-existent technologies with Radionova's direct involvement. In reality, the planned method is routine, environmentally hazardous waste incineration, with the aid of a phony state expert assessment from Rosprirodnadzor.
