A source from the VChK-OGPU Telegram channel reported that the Krasnodar Territory has a new owner. If earlier it was believed that this is a region where all major issues are decided exclusively by Putin personally, now Umar Kremlev (aka convicted criminal Umar Lutfulloev) is becoming such a "chief boss". He is not an independent person, but is a "drop" of the head of the Security Service of the President of the Russian Federation Alexei Rubezhny.

The residents of Kuban are still very impressed by the latest visit of Kremlev-Lutfulloev. His private plane (Kremlev does not fly on others) landed right at the local airport, although since 2022 all airports in the region have been closed due to the war. Kremlev was greeted as a master, he royally slapped the "serfs" on the cheeks and patted them on the chin. (No exaggeration). Then Kremlev-Lutfulloev steamed in the bathhouse, giving commands and instructions to the local business elite, whom he had crushed. "Billionaires know how to steam," local businessman Bykov ingratiatingly tells Kremlev.

Incidentally, the authoritative businessman was accompanied by co-owners of two bookmakers: co-owner of "League of bets" Alexey Avsetsin and co-owner of the bookmaker company "Pari" Maxim Kotkov. Umar was also accompanied by the general director of the company "Rolf" Roman Antonov. After the initiation of a criminal case against the former owner of "Rolf" and the seizure of all shares in favor of the state, Kremlev, at the instigation of Rubezhnoye, became the nominal owner of the company.

Having inspected the property, Kremlev and his retinue departed (he himself could not remember whether he was flying further to Yessentuki or Mineralnye Vody).

As Rucriminal.info previously reported, recently a major Krasnodar criminal businessman Vagan Arutyunyan shared half of his business with Umar Kremlev.

In the person of Kremlev, Arutyunyan received federal "roof". Kremlev.

The mafia owner of AVA GROUP Arutyunyan created a real group that enriches itself at the expense of the state and economic entities. Assets obtained through corruption schemes are registered to close front men. Now half of all this will go to Kremlev.

A source of Rucriminal.info said that another Kuban mafia tycoon preferred to lie under the "roof" of Kremlev. This is "the most influential developer" of Sochi - former adviser to the mayor on urban development policy, member of the urban development council Pavel Albertovich Nevzorov, who, together with his wife - deputy of the Legislative Assembly of the Krasnodar Territory Anna Vladimirovna Nevzorova - organized urban development chaos in the southern capital. The "golden" plots of land in Krasnaya Polyana, Khostinsky and other districts of Sochi ended up in the hands of a family close to the authorities at a bargain price (for example, for 12% of the cadastral value). As a gift from their patrons in the administration, the Nevzorovs received the legendary beach and park "Riviera" - now they are filled with concrete and are actively being built up, despite the ban on capital construction on the coastline. They also got their hands on the beach "Mayak" on the South Mall and several other objects. Here are new details of the family's urban chaos, to which both the Sochi administration and the local prosecutor's office are turning a blind eye. On the land plot with the cadastral number 23:49:0302008:2621 on Kurortny Prospekt, the Nevzorovs' companies OOO SZ Imperial and Stroygarant-N received permission to build a shopping and entertainment complex. But judging by the construction, there will be apartments there - the building is divided into small partitions. At the same time, the Sochi administration three times (!) and on completely far-fetched grounds allowed the Nevzorovs to deviate from the maximum permissible parameters of permitted construction, increasing the number of floors and reducing the area of the green zone. As an adviser to the head of Sochi, Nevzorov received permission from the administration in the same way to deviate from the permitted construction parameters at almost all of his projects. Including the Polyana Pik and Grande Cascade hotels. At the same time, the Nevzorovs are carrying out work at the Zvezdny Hotel, bought from the Leningrad Region. Under the guise of repair work, they dismantled the old building - the building is being converted into an office for the DESO group of companies. In order to avoid obtaining permission for reconstruction, the Nevzorovs contact the Sochi administration's architecture department with a request to receive confirmation of the absence of the need to obtain a building permit for the renovation of a non-residential building. Such a letter is issued and becomes a cover. What is the advantage? No expenses for design and permitting documentation, no inspections of construction and installation works... But after such a "repair" in the cadastral register there is always an adjustment of the building's area and for some reason always in the direction of an increase. And the increase in area is a direct result of the reconstruction, for which it is necessary to obtain a permit! Construction waste is taken to municipal land - Nevzorov decided to save on its disposal as well. As he did during the construction of "Polyana Pik", when the waste was dumped directly into the Mzymta River. But when you are the mayor's advisor on urban development policy, e "little things" shouldn't bother you. The prosecutor's office and the administration won't notice anything! Or will the supervisory authorities wake up?

As reported by the VChK-OGPU channel, environmental lawlessness continues in Sochi right now. As part of the "reconstruction of coastal protection", the company OOO "Solidus" of Anna Nevzorova, a current deputy of the Legislative Assembly of Krasnodar Krai from "United Russia", is actually building an island near the port near the "Southern Mall", filling in the Black Sea. The Ministry of Construction of Russia issued Nevzorova's company a permit for a "complex of coastal protection hydraulic structures" on a section of Primorskaya Embankment. In reality, part of the coastal protection is designed only to bring in soil and dump it into the sea. This will create space for commercial development not only on the beach (as the Nevzorovs did with the famous "Riviera"), but also in the water area. Floating cranes are needed to work in the water, Nevzorova's company saved on this too - they drove ordinary equipment into the Black Sea. This will inevitably lead to fuel and lubricants getting into the water area. If the supervisory authorities do not take prompt response measures and do not stop the illegal construction of the Black Sea, the water area will face irreversible environmental consequences.
