The VChK-OGPU Telegram channel and Rucriminal.info learned extremely curious circumstances of a criminal case regarding events at the Iskra military enterprise, which is located in Novosibirsk and is part of the Rostec structure.

This case vividly illustrates not only the state of justice, but also the level of chaos and corruption in the country's military industry.

 

In May of this year, the Novosibirsk Railway Court sentenced Moscow businessman Konstantin Eremin. Eremin's companies supplied the local Iskra military plant with the ionomer resin Serlin, made in the USA. This resin is used to create a shock wave tube, on the inner surface of which a thin layer of initiating composition is sprayed, transmitting a shock wave that initiates the detonators of the explosive network.

 

Eremin was accused of fraud, which, according to the prosecution, consisted in the fact that he supplied the resin to the plant with his own markup - this entire markup of 112 million was recognized as stolen. As if setting your own markup is criminalized in our country, and the businessman must work at a loss.

 

In the verdict, the court called "Eremin's setting an unreasonably high price" fraud. As if there are any criteria for such a definition.

 

Eremin was also accused of giving bribes to the head of the plant's purchasing department, Alexander Melnikov, and before that to the previous first deputy general director - Mirogorodsky.

 

The situation in the case was presented in such a way that Eremin deceived the entire plant staff and the purchasing commission regarding the resin prices for several years. And at that time he also bribed the plant's management.

 

The verdict immediately raises questions - how can you bribe the plant's management and deceive them at the same time? And the main question: if the theft of the enterprise's money took place, then why weren't the managers who received bribes charged as accomplices to this theft? How was this even possible at an enterprise with a multi-stage control system?

 

Eremin and his defense categorically disagree with the verdict. The plant's managers created conditions under which it was impossible to remain a supplier without paying them. They elevated extortion of money from suppliers to the level of the system, introduced a lot of manipulations in order to limit competition. And they themselves created the situation of the impossibility of purchasing directly from the manufacturer in order to profit from receiving bribes from intermediaries, says Konstantin Eremin himself.

 

It should be noted that during the investigation, Eremin himself reported that he simultaneously paid both Melnikov and the first new deputy, Dmitry Goldinstein. He admits guilt in paying the plant's managers, but they established these rules.

 

At the same time, he did not steal anything, since the contracts for the supply of resin were concluded as a result of decisions of the purchasing committee, in strict accordance with the law on procurement. And the managers who received bribes simply took advantage of the situation, and, in fact, did not influence anything.

 

During the same period, the plant purchased resin from other suppliers at a higher price. That is, he was simply misled.

 

The degree of his guilt is unreasonably overstated.

 

In 2020, the new general director of the plant, Kondratyev, filed a statement with the prosecutor general, in which he asked to initiate a criminal case, due to the fact that the previous management specifically terminated the contract with the resin manufacturer in order to start purchasing it through intermediaries.

 

The Investigative Committee of Russia opened a criminal case and the investigation began to spin the correct version - the claims were addressed to the management of the plant.

 

According to the VChK-OGPU source, the enterprise director should be held primarily responsible for this state of affairs. In addition, the investigation quickly established that Mirgorodsky and Melnikov received payments from Eremin to the personal cards of their wives and children. But for some reason, the situation was then completely distorted.

 

As a result, Melnikov and Mirgorodsky de facto avoided responsibility. Melnikov was made into a repentant pre-trial worker, although there were no grounds for this. He received a suspended sentence. But the most amazing thing is that Melnikov continues to work at the military enterprise. And Mirgorodsky was charged in such a way that the statute of limitations for bringing him to justice expired during the trial. Moreover, Mirgorodsky managed to work after Iskra as the director of the Perm Gunpowder Plant.

 

The fate of the now former first deputy Goldinstein has not yet been decided - the Central District Court of Novosibirsk is currently considering a separate criminal case against him on charges of receiving a bribe from Konstantin Eremin. The defendant is under house arrest and does not admit guilt. The case has been dragging on in court for three years.

 

Eremin received 9 years. On August 20, the Novosibirsk Regional Court will begin an appeal hearing on his complaints against the sentence.
