Elena Shmeleva heads the "Talent and Success" Foundation. One of the foundation's creators and founders is the cellist Sergei Roldugin—a longtime friend of Vladimir Putin, who chairs the foundation's board of trustees. It was precisely after UAVs attacked the "Southern Gates" facility in the Moscow region in July that Russia began striking retailer distribution centers and food warehouses in the Kyiv, Dnipropetrovsk, and Odesa regions. Since then, the scope of these strikes has only continued to expand.
