A source of the VChK-OGPU Telegram channel and Rucriminal.info reported details of why the head of the FSB Directorate for the Lipetsk Region, Yuri Shumilin, has not yet been awarded the rank of general. While still serving in the FSB Directorate for the Tula Region, Shumilin acquired serious criminal connections, including in the Kaluga-Tula Armenian diaspora, which has long been solving the colonel's financial and other problems at a high level.
Until recently, another criminal connection of Shumilin was the former senator from the Tula Region, Dmitry Savelyev, who is currently in jail.
Savelyev was first elected to the State Duma from the Tula Region back in 2003. In 2016, he became a member of the Federation Council. Throughout these years, Savelyev was one of the main sponsors of the regional branch of the United Russia party at all elections held in the Tula region. He took an active part in all major election campaigns in the region, influenced the formation of lists of candidates for deputies from United Russia. PR specialists from Savelyev's team worked at many elections. Under Governor Vladimir Gruzdev, Savelyev was quite rightly considered the "gray cardinal" of the region.
As the VChK-OGPU found out, until 2016, Savelyev's favorite in the Tula region was businessman and simultaneously deputy of the Tula City Duma Oleg Sukhanov, who had interests in the Tula funeral market, and who, with the help of athletes sponsored by him, ensured the physical intimidation of representatives of the opposition forces during the elections. Since about the summer of 2016, Dmitry Savelyev's close ties in the city of Tula and the Tula region have included Viktor Dzyuba (currently a State Duma deputy) and Evgeny Smolyaninov (currently deputy chairman of the Tula City Duma and, in fact, a person informally controlling the city administration on the part of criminal structures). Naturally, all this would have been impossible without serious cover from law enforcement agencies. Savelyev's long-standing and trusting relationships with Dzyuba and Smolyaninov are based on a successful joint attempt to take over part of the funeral services market, squeezing out Oleg Sukhanov from there. In early 2020, using Savelyev's patronage, Dzyuba and Smolyaninov were able to become some of the most serious players in the political field of the region. And after the departure of ex-governor Alexei Dyumin to Moscow and a serious renewal of the team of the new governor Dmitry Milyaev, they became practically uncontrollable. In turn, Dzyuba and Smolyaninov introduced Savelyev to the employees of the UFSB for the Tula Region who provided them with protection: Yuri Gennadyevich Shumilin (currently the head of the UFSB for the Lipetsk Region), Dmitry Vladimirovich Morozov (currently the deputy head of the UFSB for the Tula Region) and Vladimir Yuryevich Gushchin (currently the head of the personnel department of the UFSB for the Tula Region). Communication with the senior employees of the department was maintained through Roman Vladimirovich Morgunov (the former head of the department's internal security group, previously as an operative employee serving the city administration of Tula). According to the information available to Rucriminal.info, Shumilin Yu.G., who at that time held the position of head of the economic security department of the department, with the help of his trusted person in the management of the Federal Tax Service for the Tula Region, Pochuev Alexander Viktorovich, through an employee of his department, Lunev Alexander Yuryevich, who served the Federal Tax Service, repeatedly resolved various issues regarding tax violations in the interests of his criminal connections.
According to the source, Dzyuba and Smolyaninov themselves met with FSB employees under the following circumstances. In April 2016, based on the results of operational and investigative activities of the Federal Security Service for the Tula Region, a criminal case was opened on the fact of fraudulent actions related to the reimbursement of value-added tax to a commercial organization.
According to the investigation, in September 2013, on behalf of the LLC, a declaration on value-added tax was submitted to the tax inspectorate department for reimbursement of over 2 million rubles for a transaction with another commercial organization for the sale of electrical equipment.
Based on the results of the desk audit in February 2014, a decision was made to reimburse the declared amount of value-added tax, in connection with which funds were transferred from the federal budget to the tax authority's accounts for further reimbursement of the tax to the commercial organization. As was subsequently established, the documents and tax returns submitted to the tax authority were fictitious, and no transactions were concluded between the commercial organizations. The UFSB for the Tula Region established the circle of persons involved in committing these illegal actions. Investigative bodies tried for several days to serve summonses for questioning to Evgeny S. molyaninov, Viktor Dzyuba and his ex-wife, from which the above-mentioned citizens actively evaded and hid.
According to the interlocutor, this criminal case was "custom-made". It was organized through his connections in the UFSB by Viktor Dzyuba's competitor in the primaries for the nomination of candidates for deputy of the State Duma of the Russian Federation from "United Russia", the above-mentioned Oleg Sukhanov.
Dzyuba and Smolyaninov were helped to close this criminal case by their long-standing business partner Sergei Evgenievich Kitanin, former deputy chairman of the Committee on Property and Land Relations of the Administration of the city of Tula. Kitanin, since his time in the city administration, maintained "business relations" with employees of the economic security department, and then the internal security group of the UFSB for the Tula Region, Roman Vladimirovich Morgunov and Vladimir Yuryevich Gushchin, who in turn were trusted persons at that time, Deputy Head of the UFSB for the Tula Region, Evgeny Ivanovich Biryukov (retired in May 2019).
Biryukov is currently an employee of the Security Service of PJSC Shchekinoazot and the head of the Council of Veterans of the UFSB for the Tula Region. In 2021, Morgunov - at that time - Deputy Head of Department "M" of the UFSB for the Tula Region, was dismissed from the state security agencies for loss of trust due to the fact that he was involved in a criminal case as a source of leaking classified information to criminal structures. His attempts in 2022 to challenge his dismissal in court were unsuccessful. Currently, with the active assistance of the above-mentioned former and current employees of the UFSB for the Tula Region, Smolyaninov E.A. together with the owner of JSC Tulagorvodokanal, OOO Spetsavtokhozyaistvo and OOO Spetstekhnika Gusev I.N., with the actual connivance and assistance of the head of the Tula city administration Bespalov I.I., are the actual managers of the Tula budget, controlling a number of areas of the city economy in their own interests.
