A source at the Cheka-OGPU reports that Ministry of Internal Affairs officers are dissatisfied with the pressure they face from their superiors due to the notorious "stick system." A problem that had seemingly been forgotten has taken on new dimensions due to the SVO.
According to the source, a huge number of disadvantaged citizens and potential repeat offenders have, voluntarily or involuntarily, gone to war. Thus, a downward trend in crime has emerged in recent years.
Especially minor and easily solved crimes: such as thefts from country houses, when thieves, having drunk the owner's alcohol, fall asleep right at the scene of the crime, or what is known in criminal slang as "baklanka."
Consequently, no crimes, no detections. The statistics seem to be up to par, but the main rule of the "stick system" is the average annual growth rate (APY). Or a comparison of current figures with the same period last year. And this doesn't favor the security forces.
Despite the apparent absence of crime, in some regions, particularly zealous officials (the Moscow region is cited as an example) are still demanding more arrests or more cases solved.
