A source for the Cheka-OGPU and Rucriminal.info reported that secret letters were received by the Moscow regional administration and councils regarding the need to register dissidents. Municipal employees are now tacitly required to report on citizens they believe hold "destructive" views or support "unfriendly" ideologies. All personal information about them, including their addresses and family composition, must be reported. The information will be entered into a special database. The original source of the initiative (the letters are sent from a higher-level organization to a lower-level one) is unknown; it appears to be from the security services. Apparently, plumbers and electricians will now have a new function when they visit apartments.
