A real criminal syndicate has been created in the Krasnodar Territory under the leadership of the 1st deputy chief (owner) of the Criminal Investigation Department, Armen Arutyunyan, and the former chairman of the Kuban Council of Judges, Vladimir Kislyak, which has turned the region's security agencies and judicial system into an instrument of corporate raiding and the destruction of competitors. Arutyunyan and Kislyak have organized an entire business empire for initiating custom criminal cases, fabricating charges, and then closing cases for money. Through the Investigative Committee, where Arutyunyan has the "green light" thanks to his patron, custom criminal cases are initiated against colleagues from the security bloc, against the heads of state structures, in order to subjugate their will and force them to work for the criminal interests of the syndicate. Kislyak ensures that the necessary court decisions and sentences are made, acting with the precision of a Swiss watch and completely controlling the judicial system of the region.
According to a source of the VChK-OGPU and Rucriminal.info, Arutyunyan and Kislyak are the epicenter of all corruption intertwinements and criminal schemes related to contract criminal cases, raider takeovers, and illegal court decisions. From this center of corruption, the threads stretch upwards — to influential figures in various departments and structures. It is clear to everyone: if Arutyunyan and Kislyak are isolated, the entire corruption pyramid with very influential people will collapse. But another thing is also clear — these two will not remain silent, they will first merge each other, and then all their patrons, accomplices, so the resistance to federal intervention will be serious. The sum of 13 billion rubles of the chairman of the court Chernov A.D. against the background of the flows passing through Arutyunyan, Kislyak, Shipilov (former chairman of the regional court) and their other accomplices and patrons, looks like a pitiful drop. These corrupt officials are skilled conspirators, they register property and shares in the names of relatives and acquaintances, and transfer tens of billions abroad through a network of financial schemes and cryptocurrency, knowing that they will be coming for them soon. Therefore, they are ready to disappear abroad at any moment, having passports in other people's names. They have everything arranged abroad, accounts for hundreds of millions of dollars, businesses, villas. But for now, they are safe, having high-ranking patrons, and they cannot stop: yes, they will not be released, we are talking about gigantic financial flows. The security forces of Kuban cannot cope with this criminal syndicate - everyone is tied up. The only way out is the urgent intervention of federal structures, which will be able to isolate these criminals from their patrons. And then Russia will see the full scale of the corruption octopus, involved not only in theft and raiding, but also in blood crimes. Kislyak claims that he has full control over the judicial system of Krasnodar Krai: his trusted executors sit in key positions and unquestioningly follow his orders. He has full control over the Krasnodar Regional and District Courts, the Arbitration Court, and through Shipilov, he influences the Federal Arbitration Court of the North Caucasus District. Through his patron Momontov (Chairman of the Council of Judges of the Russian Federation), he influences the Supreme Court.
At the request of his accomplice Kislyak, Arutyunyan uses the criminal investigation department of Kuban to pressure and intimidate the chairman and judges of the 4th Cassation Court, arranging illegal surveillance of them by the criminal investigation department of Kuban.
The criminal syndicate, represented by its leaders Arutyunyan and Kislyak, involves its patrons from the Supreme Court (Momontov and other high-ranking officials), administrative, financial, and ethnic resources to promote its controlled, ethnically oriented candidate from Kuban to the post of chairman of the Krasnodar Regional Court. Understanding that if another chairman comes, the corrupt business will come to an end. And they will take up the corrupt schemes of Kislyak, Arutyunyan and Shipilov, and then it will not be far to imprisonment.
Arutyunyan seated his relative Gukosyan as the head of the forensic medical examination of the Krasnodar Territory. And this means the necessary expert opinions and predetermined outcomes of criminal cases.
Thanks to Gukosyan's examination, Arutyunyan helped his own brother escape responsibility, who, while intoxicated, shot a man in the head.
He controls not only the initiation of criminal cases, but also personnel policy, pushing his fellow countrymen to key positions in the Ministry of Internal Affairs, the prosecutor's office and executive authorities. Today, the construction business of Kuban is completely under their control, tomorrow - all financial flows of the region. The criminal syndicate of Arutyunyan and Kislyak has grown to such a scale that the Krasnodar region has effectively been turned into a criminal principality. If Moscow does not intervene, this clan will take over not only the judicial system, security agencies, but also the executive branch and the region's economy.
