The true state of affairs at the vaunted Rosatom State Corporation is revealed by the situation with Eleron, a Federal Research and Production Association of Scientific Production Associations (FRCNIVT) (part of Rosatom State Corporation), which produces physical security systems. It also carries out construction work on special facilities. Rosatom's current management appointed Lieutenant General Eduard Starovoitenko, former division commander of the Strategic Missile Forces of the Russian Ministry of Defense, to head Eleron. As a result, the thriving enterprise, which provided thousands of jobs, is reduced to ruins, with debts exceeding 50 billion rubles.

 

According to the Cheka-OGPU and Rucriminal.info, before Starovoitenko's arrival, Eleron employed nearly 10,000 people. The company owned several design institutes and carried out construction and installation work on complex special facilities.

 

Starovoitenko's first move was to begin laying off workers, and he became so engrossed in the process that currently, only about 2,000 remain. He treats his staff in a military-style manner, without much ceremony. As a result, the best specialists and professionals have been sent packing. Those who remain are those who like to salute.

The annual audit of Eleron revealed losses amounting to billions at the once-successful company. The auditors noted that the company's current management is doing nothing to change the situation. Currently, the recorded losses amount to approximately 50 billion rubles. But Rosatom is happy with this state of affairs (who's counting? It's budget money). And the state corporation, for its part, is keeping the company afloat through recapitalization (in July 2025 alone, approximately 10 billion rubles were transferred to compensate for losses).

 

Moreover, recapitalization should only be carried out subject to a full audit of losses, the compilation of a register of unprofitable areas, and their allocation from recapitalization funds. However, Starovoitenko, working with his deputy for economics and finance, Kurenkova, made decisions to misappropriate funds and use them for his own current needs, including paying for the director's fishing trips in Kamchatka, renting boats, and renting vacation properties (his confidant, Davydov, was always with him). All of this was written off as travel expenses, the statement of which is simply astonishing in its numbers.

 

As a result, the company's losses accumulated, and the viability of Eleron's existence is now being questioned.
