A few years ago, the management of Gazprom Neft subsidiary Gazpromneft Marine Bunker LLC changed. As a result of staffing changes, Mikhail Gorodetsky was appointed Deputy General Director for Bunker Fuel Sales at Gazpromneft Marine Bunker LLC. After joining the Company, Mikhail managed to ensure that all key employees involved in foreign currency and ruble sales of marine fuel (Head of Sales Department, Head of the Foreign Currency Bunkering Department, several traders in the Foreign Currency Bunkering Department, Head of the Domestic Market Sales Department, Senior Trader in the Domestic Market Sales Department) left their positions. Mikhail, as a savvy and risk-taking person, took control of the entire model of the Company's commercial activities, as a result of which sales, both on the external and domestic markets, are carried out exclusively through trading companies loyal to him. In particular, sales on the external market are carried out through legal entities registered in the UAE, Estonia and other countries that are not subject to the legislation of the Russian Federation. In addition to sales directly by the Company itself, employees directly controlled by Mikhail forcibly oblige other independent market participants to work through the same trading companies, otherwise these companies could not count on contractual obligations with GPN MB (transshipment services, barging, etc.). This pressure is exerted in all regions of the Company's presence. For example, OOO Skadar (Murmansk, INN 5191324073), OOO NTK (Novorossiysk, INN 2315083910) and many others are forced to carry out their activities according to the imposed work scheme. Due to disagreement with the model of commercial activity imposed by Mikhail, the head of the logistics department and the head of the direction of the logistics department left their positions. However, there is another side to the coin, the employees who remained in their positions and accepted the rules of the new leader, Mikhail, feel quite good in the current reality, increasing their well-being, among other things. There were only a few such employees, for example, the current head of the sales center, Daria Kharitonova. All the above processes, organized by Mikhail, ultimately led to the fact that the main profit from the sale of bunker fuel does not settle in the accounts of the Company, but remains with the trading companies loyal to Mikhail's leaders. In conclusion, I would like to note that the above events are happening against the background of unprecedented losses in recent years at Gazprom Neft PJSC, according to financial statements published in open sources. Vigilant security officers and senior management, sheepishly turn a blind eye to this.

VChK-OGPU learned about a number of shadow topics of the "talented" managers of Gazpromneft (GPN) MB.

 

"Gazpromneft (GPN) MB" works on a priority basis with such a trader as DFM (direct fuel marine), the director of which is the former head of the currency bunkering department of GPN MB Artem Belsky, the son of the former deputy general director for commerce and logistics of GPN MB and president of Transbunker Alexander Belsky. Lobbying and control of the interaction of DFM and GPN MB is carried out at the highest level - through the deputy general director for the sale of bunker fuel Gorodetsky and the head of the sales center Kharitonova. For this trader, good prices are always given and other traders are blocked through logistics capabilities (refusal to bunker for physics), the execution of the logistics component is for the chief specialist Nikolai Pshenko. At all significant events held on the bunker market, Belsky A.A. and Gorodetsky M.Yu. talk to potential customers of bunker fuel together, personifying the unity between GPN MB and DFM to the customer. Also large volumes at the lowest cost are delivered to the address of the trader Cross office (Estonia). This company was created several years ago with the direct participation of top managers of Lukoil at that time. One of these managers was Sergey Novikov (deputy for finance of Lukoil Bunker), who is also the common-law husband and father of the daughter of Kharitonova D.V. Loyalty to this counterparty is understandable. We also draw attention to the recently increased activity in partnership with a group of companies owned by Stanislav Korneev (Kontur SPb, BTK, etc.), namely: the conclusion of a transshipment agreement in St. Petersburg, with the availability of its own capacities (OOO Gazpromneft Terminal), time charter of the tanker Kapitan Shiryaev in the Black Sea region, the sale of the resource in the Baltic in rubles at very attractive prices. As for the sale of ship irrigation in the RPP mode (currency), here GPN MB represented by Kharitonova D.V. helps the trading company BTK, namely: it gives deliberately high quotes to other market participants, refusal on physics, etc. It also carries out back-trading, i.e., receiving a bunkering request from another trader, forwards it to BTK so that they contact the customer and take this request. Here the connection between Kharitonova D.V. and Stanislav Korneev is traced (it is no secret to anyone about the romance between them that has lasted for more than one year). All the above moments entail losses of hundreds of millions of rubles. Gazprom reports billions of losses - this has already become a common thing.
