Subsequently, his wife Elena Eduardovna Liiv was appointed director of the State Budgetary Institution, and she headed the institution until 2023.

The actual management of these structures is carried out by Gasparyan together with his eldest son, Ervand Petrosovich Gasparyan.

According to the data available to Rucriminal.info, Ervand is simultaneously employed as an employee of the state budgetary institutions "RCSP po ZVS" and "RCSP No. 2", headed by his parents.

In 2022, he came under scrutiny in connection with the misuse of funds during the organization of children's hockey competitions.

For example, the same junior athletes were registered as participants in several teams. Subsequently, the funds allocated by the Ministry of Sports were appropriated by drawing up fictitious reports on the number of participants in the competitions.

According to the available data, the annual financing of two state budgetary institutions controlled by P. Gasparyan exceeds 100 million rubles, of which the bulk of the funds is spent on payments to athletes, rent of halls and purchase of related goods through the network of these commercial companies.

In July of this year, An audit of the financial and economic activities of the State Budgetary Institution of the Regional Center for Sports and Youth Development in the West Siberian Region was initiated by the regional Ministry of Sports. As a result, misuse of funds in the amount of over 19 million rubles was identified; lost profits from the use of sports arenas for competitions in the amount of 6.5 million rubles; failure to fulfill a state assignment in the amount of over 500 thousand rubles. Under the direct supervision of P. Gasparyan, fictitious data on employment (hours of training time) were entered into the individual reports of athletes from two regional sports centers, on the basis of which a monthly wage fund was formed. Similar fictitious reports (with an overstatement of the final cost) were provided for the fact of placing athletes (accommodation, meals at competitions), as well as for the provision of transportation services. Against this background, P. Gasparyan wrote a letter of resignation (from July 15 of this year), and with his lobbying support, his former deputy, Russian citizen Ilya Igorevich Eremin, born January 21, 1986, was appointed acting director of the center. In his inner circle, P. Gasparyan states that "through reliable people in the ministry he will resolve the temporary difficulties that have arisen and everything will work as before." - three combined land plots for individual housing construction in the Khostinsky District of Sochi with residential buildings with a total area of ​​over 1,000 sq. m. (Uchitelskaya St., Bldg. 16 "B", Lermontov St., Bldg. 9 and Bldg. 11), registered to the son of Yervand with an understatement of the actual area of ​​the objects and the cadastral value;

- non-residential premises of 295 sq. m. at the address: Sochi, Navaginskaya St., Bldg. 7 (belongs to the spouse, a municipal land plot under the building on a leasehold basis);

an apartment of 52 sq. m. at the address: Moscow, Presnensky Val St., Bldg. 14, Bldg. 3, Apt. 87 (registered to the spouse, acquired in 2016 without the use of borrowed funds).

Information on the the Gasparyan family owns a catering establishment in the center of Sochi on Ostrovsky Street, an office building on Parkovaya Street, Building 17 (Fashion House), and a private hotel complex in the Republic of Abkhazia.

According to experts, the total value of the identified properties exceeds 300 million rubles, which creates grounds for conducting an audit of the activities of the Gasparyan spouses, who held government positions for a long time, within the framework of the procedure provided for by Federal Law No. 230-FZ of December 3, 2012 “On Control over the Compliance of Expenses of Persons Holding Government Positions and Other Persons with Their Income.” In addition, information was received and confirmed about P. Gasparyan's aspirations to establish informal contacts with officials of the Sirius FT administration responsible for the implementation of sports events at the largest sports facilities "Iceberg", "Puck", "Sirius" (removed from the disposal of the regional Ministry of Sports). At the same time, in informal conversations with sports functionaries of the Krasnodar Territory, Gasparyan likes to talk about the negative impact of the management decisions of the head of the Talent and Success Foundation Elena Shmeleva in the field of sports development.
