The Cheka-OGPU and Rucriminal.info continue their investigation into the financial holding company of Shukhrat Rasulov, the founder of the "TERRA" business club, and his closest partners. Following the revelations of Antarex and Onlyfinance, which stole tens of millions of rubles, the focus is on another chain of companies under the brands E4A, Euphoria, and Aifory.
These entities were presented as international fintech platforms for cryptocurrency and interbank payments, promising transparency, speed, and security. In reality, as the Cheka-OGPU has established, this is a new iteration of a well-established scheme: attracting clients through the "TERRA" network, collecting funds, and then evading obligations. The actual leadership of the project belongs to Mikhail Vavilov, a partner of Shukhrat Rasulov, a mentor at the TERRA club, and a longtime associate of the Kabbalah Center. According to sources, Vavilov is the mastermind and coordinator of the scheme. He oversees strategy, transfers, and distribution of funds, and also forms a network of trusted mentors who "train entrepreneurs."
The public face of the project is Valentina Chobotko, who was previously featured on the channel. Within the holding, she is responsible for PR and partner relations, creating the illusion of legitimate activity. At TERRA events, Valentina presented herself as a sales expert, speaking about "financial freedom" and "opportunities for collaboration," convincing entrepreneurs to invest in the E4A system.
After the Antarex scandals, the E4A/Euphoria team attempted to publicly declare its "autonomy" from TERRA. However, the overlapping infrastructure, domains, wallets, and management completely proved that they are a single network. In May 2025, Valentina Chobotko acknowledged "problems in the ruble segment" and announced the amount of damage—1.2 billion rubles, citing a "conducted audit." However, neither the report nor a real payment plan were ever published. Instead, Valentina offered "loyal partners" priority reimbursement—a typical Ponzi scheme tactic, whereby old debts are covered by new deposits.
According to Cheka-OGPU sources, Chobotko and Rasulov live in Dubai, where they lead a secluded life and have no intention of returning to Russia. However, they own an apartment in the Moscow City towers, purchased after a series of scams. Purchasing luxury real estate in Russia could serve as insurance "for the future"—if Dubai ceases to be a safe haven for fugitive businessmen and they are forced to return to the protection of their Moscow patrons.
