According to a source from the Cheka-OGPU and Rucriminal.info, the arrested former chairman of the board of directors of the Fesco transport group, Andrei Severilov, is one of the closest friends of Artem Chaika, the son of Yuri Chaika, the Presidential Plenipotentiary Envoy to the North Caucasus Federal District. At the International Congress of Industrialists and Entrepreneurs (ICIE), where Chaika is president, Severilov chairs the committee on transport and logistics. Most recently, on December 10, 2025, he represented the ICIE at a meeting with the Chinese Ambassador to Russia.

According to the source, the congress is essentially a nominal structure, but it allowed Chaika to acquire a mansion in central Moscow. Only two floors are used for congress premises, while the remaining space is used for Chaika's personal purposes—his gym, massage room, reception hall, etc.

 

Chaika uses the congress to accommodate his friends. The legal issues committee is chaired by Vyacheslav Plakhotnyuk, and the entrepreneurship development committee is chaired by Denis Morozov. Both of these comrades, along with Chaika, participated in the division of subsoil use plots in the Magadan Region. After this, Morozov lost his post at the Magadan Region Development Corporation but managed to move to Lipetsk Region.
