Eremenko Aleksandr Vasilyevich was appointed prosecutor of the city of Nizhnevartovsk in 2023.
He began his service in the internal affairs bodies as a simple district police officer in 1999 before graduating from the Tyumen Oil and Gas University, specializing in oil and gas technology and engineering.
Due to the nature of his service and business qualities, he rose from a district police officer who collected taxes from stalls to deputy head of the operational investigation unit for tax crimes of the UMVD of Russia for the Khanty-Mansiysk Autonomous Okrug - Yugra, who oversaw the most lucrative and lucrative piece of our country.
During his service in 2003, he graduated from the Tyumen State University, specializing in "state and municipal administration", specializing in "lawyer-manager".
At the same time, as stated by people who personally communicated with Eremenko A.V., he did not actually study, but simply bought a diploma in installments so that he could move to a higher position working with tax crimes.
During his service, he met the most odious person in the Nefteyugansk region - Vladimir Nikolaevich Semenov, who was at that time a Deputy of the Khanty-Mansiysk Okrug Duma, who was the most influential figure in the Nefteyugansk region and continues to be so.
The said acquaintance, as rumors circulate in the Khanty land, took place through Eremenko A.V.'s father-in-law - Vladimir Vasilyevich Azyabin, who is a prominent businessman and partner of V.N. Semenov. Already during his work in the Tax Investigation Department, Eremenko A.V., as is expected of every decent economist in the structures of the Ministry of Internal Affairs, developed joint business interests with his father-in-law, which he implemented, including by using his official position.
In 2005, when the corporate security service
of OOO RN-Yuganskneftegaz revealed facts of theft of funds of OOO Construction Firma Region-Stroy (owned by Azyabin V.V.) during the execution of a contract for the dismantling of an oil depot, during the said work, documents were submitted for payment for work that was not carried out in the amount of more than 1 million rubles. At the same time, Eremenko A.V. wrote several statements on this fact, which he nullified, waiting for the start of the settlement procedure in the civil-law plane in order to avoid criminal-law implementation of information.
Also in 2006, Eremenko A.V. initiated an inspection of the Surgut Center Ecology LLC, which is engaged in the disposal of sludge, during which the management of the said organization was criminally prosecuted. The reason for the persecution was the intersection of business interests in the field of ecology of V.N. Semenov and V.V. Abyazin when working with RN-Yuganskneftegaz LLC. At the same time, the district leadership of the Ministry of Internal Affairs was not informed, despite the direct prohibition of receiving applications to the structures included in the apparatus of the UMVD of Russia for the Khanty-Mansiysk Autonomous Okrug-Yugra, and the activities of the organization were outside the area of official powers of A.V. Eremenko.
Later, in 2006, Evgeny Borisovich Botvinkin was appointed deputy prosecutor to the prosecutor's office of the Khanty-Mansiysk Autonomous Okrug-Yugra, and in January 2007 he was appointed first deputy prosecutor of the Khanty-Mansiysk Autonomous Okrug-Yugra, who immediately built close, friendly and financial interests with V.N. Semenov. The latter, in the interests of promoting loyal people in law enforcement agencies, lobbied for the transfer of Eremenko A.V. to the prosecutor's office.
Thus, in 2007, he was appointed to the position of prosecutor of the department for supervision of procedural activities of the internal affairs agencies, state drug control and justice, where since 2009 he held the position of deputy head of the department. In the said department of the prosecutor's office, supervision is carried out over all materials of operational-search cases of the UMVD of Russia for the Khanty-Mansiysk Autonomous Okrug - Yugra, which allowed corrupt officials and their "business partners" not only to know everything and everyone who is being developed by the Ministry of Internal Affairs employees, but also to give very valuable instructions that lead to the termination of criminal prosecution of the necessary officials and businessmen.
Later, Eremenko A.V., having gained experience as a prosecutor, was sent closer to "daddy", so to speak, so that it would be better to work, well, or it would be easier to promote interests - deputy prosecutor of the Nefteyugansk district. During this period, he fully ensured the security of the interests of V. N. Sesenov, who was the head of the Nefteyugansk district at that time, and turned a blind eye to himself and the employees of the Ministry of Internal Affairs under his command to the lawlessness that Semenov’s structures committed during the division of municipal money and property.
Thus, in 2010, A. V. Eremenko dug in his heels and refused to sign the initiation of a criminal case on non-payment of taxes in the amount of more than 50 million rubles by the firms of V. N. Semenov, which were part of the holding company OOO Rosneftegaz, which ultimately avoided criminal liability.
He also organized the criminal prosecution of V. N. Semenov’s competitors in the sphere of trade in petroleum products – Vyacheslav Mikhailovich Pisarenko, which later allowed him to become a monopolist in the territory of the Nefteyugansk district in a separate industry.
Then he worked as a deputy prosecutor of Pyt-Yakh, held the position of prosecutor of Pyt-Yakh, senior assistant to the district prosecutor for ensuring his own security and physical protection. While performing duties in the city of Pyt-Yakh, he closely merged with local organized crime groups, namely, Ruslan "Bolshoi" - the local head of the organized crime group. In particular, pressure was exerted on local bodies of the Ministry of Internal Affairs to make procedural decisions that were beneficial to "Bolshoi", and when this went beyond the bounds of decency and the police took a stand, then Eremenko A.V. initiated checks to bring disobedient wards to disciplinary responsibility, on various grounds, including far-fetched ones. Often, such decisions were made on corruption-related economic cases, as well as general criminal ones - fights, beatings, shootings. Possession of weapons, extortion. In case of an inspection of the activities of Eremenko A.V., in terms of his decisions to refuse to initiate criminal cases where the elements are obvious, or to initiate criminal cases on grounds where there is no element at all, one can write legends. But who will check the favorite of the district prosecutor, he is untouchable, and also brings money for the "daddy".
The next milestone in the career of Eremenko A.V. was the position of prosecutor of the Surgut district. The real reason for the appointment of Eremenko A.V. was the war between Semenov V.N. and the head of the administration of the Surgut district Trubetskoy Andrey Aleksandrovich. The determinants of the confrontation were the desire of Semenov V.N. to expand his work with contractors to the territory of the Surgut district, "well, of course, he has already milked Nefteyugansk" - I will quote one of the competitors of Semenov V.N., whom he ran over with the kotkom of administrative resources. Thus, employees of the villages of Bely Yar, Lyantor, as well as the deputy head of the administration of the Surgut district for housing and communal services Assadullaev M.A. fell under the fire of the struggle.
I would like to note that the investigative bodies did not find any elements of crimes in the facts for which officials were and are being prosecuted, but prosecutor Eremenko put them in such conditions that either you initiate, or I will eat you, fortunately, the reputation only favored this. After the initiation of criminal cases and the PR of the situation, the investigative bodies and employees of the Ministry of Internal Affairs were left alone with the problem, and the prosecutor, reaping laurels, began to ask them for the lack of work, for which, in principle, there could be no work for the law enforcement unit.
The same situation continued in the city of Nizhnevartovsk after the appointment of Eremenko A.V. as prosecutor. He behaves provocatively, to put it mildly, he bullies the employees of the Ministry of Internal Affairs, threatens to take action if they do not work for him, he takes every result for himself, even what was worked out by the employees of the Ministry of Internal Affairs he appropriates for himself.
