The VChK-OGPU Telegram channel and Rucriminal.info continue to report on a high-profile investigation into corruption in the Ministry of Natural Resources. The investigation suspects that the director of the Ministry of Natural Resources department Irina Makanova systematically received bribes. Of interest is also the Minister of Natural Resources Alexander Kozlov himself. Firstly, Makanova is the closest person to him in the ministry. Secondly, Kozlov personally introduced Makanova to one "bribe giver" - lawyer Denis Merkulov.
In the previous publication, we told how the FSB Directorate of the Russian Federation detained Merkulov harshly in front of his wife and child. At the same time, they did not hide what they needed from him - testimony against Makanova and Kozlov. One of the employees said directly: "Since you have a sick child, explain to him that it is better to let him say that he transferred money to Makanova and Kozlov, since we do not need him, we need this drunkard who travels all over the country and Kozlov." Today, the Cheka-OGPU publishes Merkulov's story about what happened next: "Knowing that I was a diabetic, they deliberately did not give me water, bringing me to a fainting state, all this time physical force was used against me by the investigator and humiliation, only one thing was required - to testify that he transferred money to Makanova and Kozlov. At night, after all the bullying and beatings, with a clouded head, I signed papers that I transferred a bribe to Makanova in the form of a Dyson hair dryer. I was released two days later on house arrest, after which I was hospitalized in serious condition. That is how I got Article 290.4. In January, after hospitalization, I began to file petitions to call employees, witnesses, and also that I was scheduled for an operation at the Sechenov Institute, as well as a petition to return part of the property. Since we have two children, my wife is caring for a disabled child, and we were surviving for the second month, we had nothing to buy bread with, friends brought food, we were also unable to pay for a semester of tuition for our eldest son and utilities were already in debt, all rehabilitation and treatment for the disabled child was canceled. After which my friend (from the security forces) came to my house and said that he was from the management of the P Department, including Dmitry Rogozhkin. He asked for 10 million to resolve the issue. I said I do not have that kind of money. Subsequently, he began to contact again and said: Well, for starters, let's give him three million. After which we blocked him everywhere so as not to aggravate an already bad situation. The investigator took an aggressive stance and began to threaten the lawyer that he would "stitch" another article on me. I was sitting at home with my diabetes, I was forbidden to visit doctors and receive them at home, for 1.5 months, my condition was getting worse. I was forced to write a statement to the military Investigative Committee. After my statement, a new favorable case was immediately opened. Having all the data on Zakharova's plots and our correspondence, the investigator and Rogozhkin invite her to their place and make a deal. They turn a blind eye to the fake cadastral register, and she writes a statement to the police that I fraudulently took 320 thousand rubles from her. Zakharova writes a statement to the police, an operative comes to me, interrogates me, I provide the contract, correspondence, the work that I did, give an explanation, a refusal is issued, since no fact of fraud was found. The case has civil law relations. After which Rogozhkin takes the case and hands it over to investigator Dukhanin. And so I get a new article 159.3. I am taken to the city of Dolgoprudny, for unknown reasons, since the case does not concern this city in any way, neither I nor Zakharova live there, the money was not transferred there, the plots are not located there - not our jurisdiction. I live in Maryino, but our investigator began his career there. On the 20th of March I had two interrogations, the first by an investigator, the second by a military investigator. Before the interrogations, physical force was used against me. As a result, the doctors of the Mytishchi temporary detention facility recorded that my head was broken. But they wrote that I fell. After such "stumbles", I sign whatever the investigator wants. I also want to note that I had 2 searches on December 11 and February 28. The protocols were not handed to me and my wife, petitions for their issuance were ignored, the court refused under Article 125, citing the investigator's ruling that we were handed the protocols.
I am worried about my property, I am afraid that it might magically end up on Avito. As practice shows, otherwise why such a secret and concealment of these protocols. I would like to note that on February 28, Lieutenant Colonel Rogozhkin detained me again and took me to Dolgoprudny.
Also, in the ORM, this same officer provided the court with false information that I had already been detained and could escape, therefore he asks to transfer me from the house of arrest to the pre-trial detention center. I was not detained by anyone, there is no such data anywhere! On the way to Dolgoprudny, Rogozhkin saw an Audemars Piguet Royal Oak 43 mm watch in my hands and seized it for inclusion in the storage in the investigator's safe. My wife filed an application to obtain this watch for the purpose of selling it, since the family is on the verge of survival and the child needs medications and rehabilitation. However, the watch (worth several million) was not found, its fate is unknown. I wrote 7 petitions to leave for the SVO, since I have been filming drones since 2017 and actively posted videos on social networks, completed piloting courses, since they were necessary for filming abroad, I have about 5 DJI Mavic drones, but the investigator laughed and tore up my applications, saying that he needed Makanova and Kozlov.
I am finishing the examination at the Serbsky Institute, since I am accompanied by severe headaches and frequent fainting. Next, I will be interrogated again, I do not know how it will end. "
