A source for the Cheka-OGPU and Rucriminal.info revealed who, following the flight from Russia of Zaurbek Dzhambulatov, Deputy General Director for Security at MOEK, may be targeted by security forces. As a reminder, Dzhambulatov fled to the UAE following the arrest of his confidant, Igor Moiseyenko, Deputy General Director of Gazprom Energoholding LLC (GEH).

 

After Dzhambulatov, the next most important figure in this team, who controls all financial flows, is Sergei Yerashov, General Director of MOEK Central Heating Plant and Deputy Director for Connections at PJSC MOEK. He has a "right-hand man," Anton Radkevich. Below him are the rank-and-file team members: Alexey Sharafutdinov (PAO MOEK, formerly OOO TsTP MOEK), Vasily Vavulin (OSP MOEK), Igor Lekhov (UPTZiSP MOEK), Roman Minashkin (MOEK), Gennady Nesterkin (MOEK), Anatoly Shidlovsky, and Tatyana Kazakevich (MOEK).

 

Yerashov previously worked in the Main Directorate for Economic Security and Combating Corruption of the Ministry of Internal Affairs of the Russian Federation. He is an experienced man, and therefore, like Moiseyenko, he entrusted Radkevich with handling all negotiations regarding the receipt of cash and non-cash funds (kickbacks, bribes). He himself, however, issues verbal instructions and orders. It is Radkevich who collects and accumulates funds, passes them on to higher-ups, and he works with a huge army of intermediaries.

 

According to the source, Dzhambulatov has now ordered all team members to temporarily suspend the collection of corrupt income from citizens and applicants.

 

Yerashov, Radkevich, and Sharafutdinov saluted. But Vavulin, Minashkin, and Lekhov took the order differently. They believe the security forces' primary target is Dzhambulatov alone, and that they will simply be fired soon. Therefore, they began to "cultivate" applicants with increasing coefficients in order to earn more.

 

According to the source, no special additional investigative actions or operational search activities are required to detain all these individuals. It is sufficient to review the archive of connection agreements, from the application to the last supplementary agreement, signed readiness certificates, and connection certificates for the inclusion/exclusion of transfers, the use of a channel-no-channel scheme, and the collection of 50% of the contract value.

Almost every connection project has already documented damages exceeding 1 million rubles to PJSC Gazprom, the Moscow budget, or a third party. Dzhambulatov's entire team is covered by Sergey Khomyakov (Deputy Chairman of PJSC Gazprom and Head of the Corporate Security Service), Denis Fedorov (CEO of Gazprom Energoholding LLC), and Andrey Khorev (responsible for contacts with law enforcement for the Rotenberg brothers).

 

In turn, at PJSC MOEK, top manager Roman Minashkin is responsible for most of the violations, as he is the primary signatory of closing documents according to PJSC MOEK job descriptions and regulations. According to PJSC MOEK regulations, Minashkin verifies contract terms and connection conditions, signs and approves closing documents (signs the certificate of readiness and approves the issuance of the connection certificate, covering compliance with the connection conditions, which are the basis of the main corruption scheme). The source says that Minashkin, along with Radkevich and Vavulin, are the most vulnerable and key players in the corruption scheme and the closest to Yerashov.

 

Before his flight, Dzhambulatov appointed Yerashov's friend, Alexander Anatolyevich Galkin, as the general director of JSC GEKH Teplostroiproekt (the general contractor for PAO MOEK for connections to heating networks, with revenues of 7.3 billion rubles for 2025).
