According to the Cheka-OGPU and Rucriminal.info, the Russian presidential administration is shocked by how "successful Chechen top managers" are managing the assets of foreign companies that have left the Russian Federation. But they can do nothing, as the deals are the subject of personal agreements between Kadyrov and his circle at the very top – with Putin and Mishustin.

 

These "top managers" themselves fly private jets and buy up luxury real estate around the world, while the enterprises transferred to them through a government commission are being openly embezzled and are barely "sustainable." According to sources, it is representatives of Chechnya who have become the new owners of the Russian assets of the Swedish-Swiss concern ABB, and not the "managers" of the Russian company, as was announced.

 

In July 2022, ABB officially announced its complete withdrawal from the Russian market. For a long time, the company sought a buyer approved by the Government Commission.

 

In February 2024, Concept-Invest JSC was registered in Moscow. It was headed by Alexander Prudnikov, a former ABB executive (director of the Lipetsk plant). A buyout of the business by local management was announced in order to preserve the production sites.

The deal required the president's personal approval, as it concerned a strategic sector.

On May 8, 2025, Putin issued Order No. 157-rp. It officially authorized Concept-Invest to acquire 100% of the shares in all key entities: ABB LLC (Moscow), RUAE LLC (Lipetsk), and ROOPC LLC (Kaliningrad).

 

Less than a year later, drastic changes occurred in the management structure.

 

In March 2026, Alexander Frizen replaced the "technocrat" Prudnikov as CEO.

Simultaneously, assets were consolidated under the management of a new holding company, RUTSIS LLC. Frizen, once again, became its president.

Frizen is a classic figurehead. He is a resident of the Bryansk region with a criminal record.

 

According to a source, all asset transactions were lobbied for by Prime Minister Mishustin's aide and former Grozny mayor Muslim Khuchiev. The actual buyers were initially individuals close to Ramzan Kadyrov. And there was no talk of preserving the "production facilities." Starting in May 2025, when the deal was completed, these assets began to be sold off. By the end of 2025, after the company came under the control of Chechen nationals, net losses amounted to nearly 400 million rubles. During this period, the ABB production site in the Lipetsk SEZ was transferred to a location significantly below its book value and market value.

 

Rutsis LLC owned an electric motor repair facility in the Murmansk seaport. The building was constructed by the Swiss company ABB in 2019 for $5.5 million. In March 2026, "successful top managers" listed the empty workshops in Murmansk for sale on Avito for 300 million rubles.

 

According to sources, after the Kadyrovites took control of the company in 2025, its operations were effectively suspended. There is no talk of resuming operations. For example, dozens of employees at the Moscow office have been laid off. Particularly recalcitrant employees are being threatened with problems with Adam Khakimov of the Ministry of Industry and Trade, a man "close" to Khuchiev.

The source notes that a dire situation has also developed with the assets of France's Danone ("Milk Logic"), which is managed by Kadyrov's confidant, Ruslan Alisultanov. He and his friends—"successful top managers"—regularly fly to the UAE, the Maldives, and Grozny for pleasure, exclusively on a private jet (see photo) at the company's expense, and is buying up real estate around the world. Meanwhile, product quality has plummeted due to the extensive use of palm oil. The holding company itself, for the first time in its history, is planning to take out large loans, not for new projects, but simply to stay afloat.
