The Cheka-OGPU and Rucriminal.info continue to monitor the situation in the Lipetsk Region and Senator Evgenia Uvarkina's efforts to become governor. Regional Prosecutor Gennady Anisimov is actively assisting her. According to a source, Governor Igor Artamonov's transition to a federal leadership position is being postponed until the fall, which hasn't stopped high-ranking partners from actively participating in regional politics. Thus, thanks to Anisimov's efforts, Roman Chentsov, a governor's appointee and a graduate of the federal "school of mayors," was stripped of his post as mayor of Lipetsk. His main offense was his overly active attempts to shed the legacy of his predecessor, Uvarkina. Specifically, his shady budget schemes involving the firm of the former mayor's brother, Dmitry Zakhvataev. Chentsov attempted to undermine Uvarkina's interests in construction and municipal contracts.

 

However, the prosecutor's office turns a blind eye to the mention of Uvarkin's name.

 

Our project has already reported on fraudulent schemes to acquire municipal land for Uvarkina's company. On Anisimov's personal orders, Uvarkina's name was removed from criminal cases, and, most importantly, the land was not returned to municipal ownership.

 

The prosecutor's office's reaction to the published material is interesting. Anisimov is demonstratively trying to "get to the bottom of the situation." As a result of this wild imitation, the prosecutor's office filed a lawsuit to seize just a few hectares of land from the Uvarkina family (Vavilovo LLC), which is not used for agricultural purposes. At the same time, the prosecutor is demanding the return of the money paid for the land to the senator's company! The prosecutor's office took a more severe approach to the bona fide purchaser of the Uvarkina lands, Agrofirma Yeletsky LLC, a division of the French holding company Sucden, whose only crime was purchasing the business from the senator's family. The prosecutor's office is already demanding the return of 157 hectares, to which Uvarkina quietly chuckles from her senator's office. The French holding plans to sell the toxic asset to Gazprombank.

 

It has long been known that numerous companies, at various times owned by the Uvarkina family, have received subsidies from the federal and regional budgets, totaling close to 4 billion rubles. Meanwhile, agreements concluded with the Ministry of Agriculture have not been fulfilled, leading to the return of the subsidies. Anisimov's department is blocking inspections of agreement compliance, while Uvarkina continues to receive free assistance from the budget. In February, Lipetsk authorities began searching for a contractor to build a new road to the Trio Moloko livestock complex for 370 million rubles. Her status as a senator allows her to violate environmental laws, as the road's construction would require the felling of an entire oak grove.

 

Previously, a road to another Uvarkina property, the Oleniy Park Hotel, a favorite haunt of Anisimov, was built at public expense.

 

The prosecutor's office has consistently obstructed the construction of the city's landmark Turist residential complex, which is being developed by the federal developer Brusnika, under a trumped-up pretext. Meanwhile, developers close to Uvarkina are building in the flood zone of the Voronezh River.

 

Let's speculate on the reason for the prosecutor's office's attitude. Chistyakov, head of the anti-corruption department and Anisimov's right-hand man in resolving "specific" issues, was recently dismissed from the agency. It is known that Chistyakov oversaw the construction of residential buildings in the Lipetsk district on behalf of his boss, whose construction involved entrepreneurs close to Uvarkina.

 

Anisimov's ownership of residential property in Moscow and the source of his funds for its acquisition deserve separate investigation.
